Civic body plans to end road-digging

In what will be a relief to all Mumbaiites who have to navigate the city’s roads, the civic body is considering implementing the duct system to prevent constant digging. The state-appointed Standing Technical Advisory Committee (STAC) has recommended that the Brihanmumbai Municipal Corporation (BMC) implement the duct system under footpaths to reduce road excavations, which damage the quality of roads.

Ducting is shifting all dry and small utilities into an underground pipe so that utility companies will need to dig up only fixed slots instead of long stretches of roads.

Aseem Gupta, additional municipal commissioner (roads), said the BMC is seriously considering the duct system. “Though the utility agencies are not happy with the idea, we have decided to implement it in the city soon,” he said.

The STAC is preparing guidelines to implement the duct system in the city. “All dry and small utilities can be shifted into a duct under the footpath and not the road, though big utilities such as water pipes and storm water drains cannot be accommodated in a duct,” said NV Merani, STAC chairman. “In any case, the BMC is replacing the big water pipelines.”

Data with the civic roads department shows that from October 2009 till July this year, more than 15,500 permissions have been granted to various utility agencies to dig up roads. Of the 1,950 km of road network in the city, more than 530 km has been dug up for laying pipes, cables, and repairs by the 37 utility providers. These include civic departments, telecom service providers, gas agencies and power companies.

“Digging of roads leads to bad patches. Digging permissions are invitations for more potholes,” said an official from the road department, on condition of anonymity.

Last month, the STAC team had inspected six arterial roads in the city, as reported in the HT’s September 24 edition. The team has arrived at the conclusion that the roads need to have a duct system for cables.

MV Patil, a member of the STAC, said ground water and tide should be kept in mind while planning ducts.

City roads do not have a proper sidewalk

KOCHI: A walk through city streets negotiating broken and obstacle-ridden pavements has become a pedestrian’s nightmare. Most of the city roads do not have a proper sidewalk and walking on the broken and unsteady slabs could prove disastrous. You will have to be extra careful or else you will end up in the drain. The Corporation-maintained roads are the worst among the lot. Most of the main roads in the city centre like the High Court-Edappally Road (Banerji Road), Chittoor Road, SA Road and important byroads (bus routes) like Paramara Road, St Benedict Road, Old Thevara Road, Church Landing Road and bylanes connecting MG Road and Chittoor Road like Nettipadam Road, Sadanam Road and many other roads come under the jurisdiction of the Corporation. The slabs covering the drains on all the above mentioned roads are non-usable.

The Corporation has started the work of the footpath on High Court-Edappally Road using a part of the

` 20-crore JNNURM project. But the suffering of pedestrians and merchants in the area has only increased with the commencement of the work. Silt and old slabs are strewn all over the footpath leaving not much space for people to walk.

The plight of merchants in Kaloor is no better. The Vyapari Vyavasayi Ekopana Samithi, Kaloor, general secretary K A Mohammadali said, rubbles and slabs have been lying here for more than 15 days and it is affecting the business.

KSUDP project manager P G Girijadevi said, “We have removed most of the silt and rubbles and the rest will be cleared soon. As for the slabs, they are reusable.”

Corporation engineer M K Sasheendran said, “The councillors are supposed to maintain the drains in each division. But the lack of funds is a problem.” This view is debatable as the division fund and a portion of the People’s Plan fund can be used for the purpose.

PWD roads like Shanmugham Road, Subash Chandra Bose Road and MG Road too have unusable walkways. PWD assistant executive engineer K M Ashraf said, “The work of repairing the slabs on MG Road is progressing. The proposal to repair other roads has already been sent.”

MG Road all set to get a makeover

GURGAON: With festival season around the corner, mall visitors in the city could not have got a better gift: MG Road will soon be free from encroachment with spruced up green belts and dedicated service lanes. The district administration on Wednesday declared parking on the service lanes as unauthorized and said these lanes will be made available to commuters with-in a week. This move will not only decongest the area but also enhance the landscape, said R K Kataria, deputy commissioner.

He visited MG Road on Wednesday to review the progress, accompanied by HUDA administrator Nitin Yadav. In order to do-away with traffic jams and solve parking woes of mall visitors, an official said, a survey would be conducted to asses the parking areas available in the malls and other buildings on the stretch. Mall visitors will then be asked to park their vehicles in designated areas. To make this happen, a meeting of mall owners and other stakeholders will be conducted soon, the official added. An amount of Rs 10 crore had been sanctioned for repairing of the road. Footpaths have already been constructed, said Yadav.

Officials said the works related to sewer lines and storm water drainage pipes was completed in the service lanes area. Residents in the area, who want sewer and drainage connection, can now apply to HUDA office. Now that side infrastructure is ready, road repair on service lanes will also be completed soon, an official added.
