CM to inaugurate JNNURM housing

GVMC is gearing up for getting the housing projects taken up under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) inaugurated by the Chief Minister N. Kiran Kumar Reddy during his visit to the city later this month.

During his people-contact programme “Indiramma bata” the Chief Minister is scheduled to tour the city for a day. The municipal corporation is planning to include the inauguration of houses during the period.

As a part of the preparations, Municipal Commissioner B. Ramanjaneyulu and Visakhapatnam North MLA Tyanala Vijay Kumar visited the six blocks comprising 96 houses at Rajendranagar in Ward 13.

They wanted all amenities to be provided and the inauguration to be carried out in a festive atmosphere.Arrangements for the Chief Minister’s meeting should also be in place, the two directed officials.

Mysore Urban Development Authority ready to develop 18,000 sites

MYSORE: The Mysore Urban Development Authority has identified some 800 acres on the outskirts of the city to develop layouts. It has approached the state government seeking its approval to partner with the landowners for the development sites.

MUDA chairman L Nagendra on Monday asked the district minister S A Ramdas to get the approval. Some 18,000 sites can be developed in the area identified and the farmers have agreed to partner with the urban body, he said at the distribution of sites to noted persons under 'H' category.

Saddled with clearing applications seeking sites, the civic body has reached out to the farming community to part with their landholding and get sites in return instead of cash compensation. It works out on 60:40 basis with MUDA getting 60 per cent of the developed sites while the farmers will get the rest. The project had run into trouble six months ago when MUDA officials went to seek land from the farmers, who were upset with them given the delay on settlement of land compensation. There are 82,881 applications pending with it.

According to Nagendra, MUDA has okayed the project to partner with the farming community on August 4. In all, 770 acres have been identified in four villages including Ballahalli and Kerghalli. The MUDA chief said the government has not approved its plans to develop four new layouts where 18,000 sites can be developed and asked the minister to get it cleared.

Prominent personalities given sites

Meanwhile, 71 sites were distributed to noted persons under 'H' category in newly-developed Lalbahadur Shastry Nagar and Shantaveri Gopalgowda Nagar by district minister S A Ramdas. Besides, three freedom fighters T Puttanna, H Javaregowda and Amruthamma were allotted 40 ft X 60 ft sites. While MUDA recognized freedom fighters and selected them for the sites, the beneficiaries of 'H' category sites are selected after vetting the applications received.

In all, 71 were allotted sites under 'H' category. There were 902 applicants who applied following a notification. 'H' category sites are reserved for persons who have achieved excellence and have got awards at international, national, state and district levels. MUDA has said priority was given to achievements at international and national levels and residents of Mysore district were considered first. As against 53 sites of 20 ft X 30 ft dimension, there were 47 applications while 296 applied for 50 ft X 80 ft sites where there are two such sites.

The highest number of applications (331) were received for 40 ft X 60 ft. There are 20 40 ft X 60 ft sites. Prominent among the recipients of 'H' category sites are ace wildlife photographer S Thippeswamy, yoga guru Raghavendra Pai and danseuse Tulasi Ramachandra.

BHUBANESWAR: The comprehensive development plan (CDP) for Cuttack development plan area (CDPA) was finally notified on Sunday. The plan envisages around two-and-a-half times increase in land used for residential purpose from 9.92 per cent at present to 23 per cent by 2030.

The CDP suggested creation of 12,000 houses for economically weaker sections (EWS) category to rehabilitate the existing slum dwellers. Among others, it advocated construction of 5,000 low-income housing units in Sikharpur zone and re-densification of the area besides development of new housing colonies and townships in Barang, Gopalpur and Nirgundi. This will include apartments and gated colonies, high-rise apartments in areas with relaxed height norms and increased floor area ratio (FAR) provision. The eco-sensitive area of Mundali has been plannes for resort housing and lagoons. While Barang has been planned as an activity centre with high-end housing projects, government and corporate offices besides IT special economic zone, Gopalpur has been marked for high-end group housing projects by developers.

As per the plan, Nirgundi, Charbatia, Chhatisa and Choudwar areas on the northern fringe with a comparatively lower population density would in future accommodate a significant share of population and would see rise in the housing densities. Charbatia and Chhatisa areas have been proposed for restricted development. Hence, the densities of these zones will be limited. The plan suggests revitalization of existing residential industrial infrastructure the OTM Colony in Choudwar after clearance from the Archeological Survey of India (ASI) and a special residential zone (SRZ) for affordable housing in Nirgundi keeping in mind availability of uninterrupted vacant land there.

The CDP plans Bidanasi as one of the largest satellite townships to meet the future housing demands of the millennium city. It had been planned for a population of 1.5 lakh which included the spill-over population of the main city, migrants from outside engaged in various economic activities including the service population.

The plan suggests making rental housing acceptable and affordable by increasing the rental housing stock through reverse mortgage. Currently, overall, 77 per cent of the households own their houses and only 15 per cent live in rented accommodation. The rural areas of CDPA show that almost 98 per cent of the households own their houses.

The CDPA, comprising CMC, Choudwar municipality and CDPA rural, is spread over 302.80 sq km. The projected population of CDPA in 2030 is 15 lakh compared around 8.27 lakh at present. The CDP projects the housing requirement of CDPA to be 2.68 lakh dwelling units by 2030 and envisages larger roles for private players and public private partnership (PPP) model to realize the need.

Real estate developers feel notification of the plan will give a push to real estate activities. "There was a broader idea about the plan from the draft published long ago. But, now the plan has legal sanctity. Hopefully, it will facilitate regulated development in the plan area as developers will keep the CDP as a guiding principle," said DS Tripathy, president of Confederation of Real Estate Developers Association of India state unit.

Experts said efforts should be made to execute the CDP. "Such plans are made and mostly put in archives. Sincere efforts should be made so that it works," said Piyush Rout, an urban management consultant.
