Govt plans major steps for slum-free state

The State government is all set out to secure property rights of slum dwellers in a big way, announced IT, BT, and BWSSB Minister Katta Subramanya Naidu.

The government is working towards providing title deeds to dwellers in 3,300 slums on public and private land across the State, he said.

“We are providing title deeds so that the state government can access funds under the Central government’s JNNURM scheme,” he said. Naidu was speaking at an event to distribute BDA allotment letters to beneficiaries on Wednesday.

The government will issue title deeds to slum dwellers on public land starting next month, he said. “Once this is done, we will be able to access funds upto Rs 2,000 crore for making the State slum-free,” he said.

For slums on private land, the government is looking at a variety of options. “We are considering the option of providing land owners Transferable Development Rights (TDRs) to compensate them. We are also looking at constructing housing quarters in partnership with the land owners and give them a portion of the quarters,” the minister said.

Four-storeyed housing complexes are being considered, but the sharing formula with land owners is yet to be finalised, he said. Naidu said that the State Cabinet would soon arrive at a decision. The government had identified 3,319 slums across the state and 570 in Bangalore alone, he added.

Home and Transport Minister R Ashok advised BDA officials to survey lands that were under consideration for notification. “Please do not notify lands that already have houses constructed on them,” he said. Ashok praised the BDA for providing sites to those who have lost their homes on account of the houses being constructed on revenue land or forest land.

Around 2,000 sites are expected to be allotted by the end of the month, he added.

The City Municipal Corporation (MC) Commissioner Roshan Sunkaria on Tuesday visited the green house belts in Sectors 49, 51 and 56 in the city which are under development and expressed his concern for the delay in their development.

MC Chief Engineer, SS Bidda, Superintending Engineer Mukesh Anand and other officers of the civic body accompanied the Commissioner, who was upset with the work going on at the snail's pace in Sector 56. The horticulture wing apprised him that the supply of water had been recently arranged by Public Health wing and assured him to complete the work as soon as possible.

Due to winter season it is difficult to develop grassy lawn and it will take at least three months for fully develop the green belt. As such this green belt can be inaugurated by March, 2011.

Furthermore, the green belt of Sector 51 was also inspected and the Commissioner evinced his concern for incomplete green belt till now despite of the fact that he visited this green belt about one and a half years ago.

Sunkaria has also instructed the Public Health wing to install more sluice valves in the park to have proper supply of water all over the green belt. He also inspected the Garden of Valley of Animal in Sector 49.

Shelter plan for the homeless

BANGALORE: The state government is formulating a scheme to provide shelter to the homeless living in public places in urban areas.

Minister for Law, Parliamentary Affairs and Urban Development Suresh Kumar announced this on Sunday at a state-level workshop on urbanisation.

“A rehabilitation scheme for the urban homeless will be announced in the next three months,” Kumar, while adding, “A night shelter with all facilities will be setup.” For implementing the scheme, the deputy commissioners of various districts in the state have been directed to identify land to set up the shelters, he said.

Speaking on the emerging issues in urban governance, the minister said by 2030, about 50 per cent of the population in Karnataka would be living in urban areas and the government should be prepared to face its consequences.

“Considering the future challenges, the state is preparing a 49-point programme to tackle the situation,” Kumar said. The state government has also begun the identification of slum areas through slum mapping.

Directorate of Municipal Administration (DMA) Commissioner Anjum Parwez said the government will carry out slum development initiatives in 10 cities, including Mysore.
