VISAKHAPATNAM: The Greater Visakhapatnam Municipal Corporation's budget estimates for 2011-12 will have, for the first time, a separate head with 40 per cent allocations to slums. Funds from the Rajiv Awas Yojana (RAY) slum development programme and those from the 13 {+t} {+h} Finance Commission will also be included in the budget. The 40 per cent funds for development work covers the 15 per cent, 7.5 per cent and 5 per cent allocations for Scheduled Castes, Tribes and Women and Child Development.

Disclosing this at the standing committee meeting on the budget on Thursday, Municipal Commissioner V.N. Vishnu said non-plan grant that had not been received for the last four years was also expected. The bills due to contractors for 2009-10 financial year had been cleared and those for the current year paid up to May. Besides,

Mayor Pulusu Janardhana Rao said the standing committee members should discuss the budget threadbare and if necessary department-wise debate could be taken up. Estimates for 2011-12 and revised budget for 2010-11 were taken up on Thursday and Engineering department's expenditure and revenue was discussed.

Give landowner chance to come up with slum rehab scheme: HC

 
The state can’t directly acquire a private property encroached by slums for rehabilitation of slums, unless an opportunity is given to the landowner first to come up with a rehabilitation scheme, ruled the Bombay High Court on Wednesday. “The acquisition is vitiated as the landowner’s right under section 13(1) of the Act (Maharashtra Slum Areas Act, 1971),” observed the division bench of Justice BH Marlapalle and Justice Roshan Dalvi while setting aside an acquisition of a private plot admeasuring 1,830 sq m at Andheri (East).

The plot, owned by Anil Shah and some others, was acquired along with some other properties for slum rehabilitation  in Saiwadi without giving an opportunity to the landowners to come up with a rehabilitation scheme as required under the legislation.

The bench further observed that, “When scheme of the Act has set out various steps for undertaking rehabilitation schemes, it is mandatory to take all steps before issuing Letters of Intent.”

The court also censured the Slum Rehabilitation Authority (SRA). “It is not known why SRA was in such a hurry and it did not even think to apply its mind to the requirements of the Act,” observed the bench.

“The whole process appears to have been short circuited,” the judges added. The bench struck down a government notification saying, “Works of improvements and rehabilitation of slum dwellers cannot go together under the scheme of the Act.”

The notification was issued by the housing department on May 6, 1999, for redevelopment of entire Saiwadi area — covering 44,330 sq m, which also covered the private property. The notification was issued for acquiring the private land for “works of improvement”, which the court said was just a facade.

CHB decides to float housing scheme for Sector 51 next month

 Chandigarh:  The Chandigarh Housing Board (CHB) decided at a Board of Directors meeting today that a housing scheme for Sector 51 would be floated in the first week of December and possession would be given in June 2012. The Board also decided that after floating the scheme next month, the draw of lots would be held in January.

The brochure would be sold for Rs 1,000 and an applicant can fill up any number of forms. However, in case the applicant is successful more than once, only one house would be allotted to him.

As many as 160 houses are being constructed under the scheme at a cost of Rs 50 lakh each. Terming the Sector 51 housing scheme one of the fastest to be implemented, Chairman Mohanjit Singh said that successful applicants would be allotted the houses in June 2012.

The housing board has also invited sealed bids from banks in order to work out an arrangement for sharing the earnest money deposit and processing fee. After the bids are received, the housing board would designate a principal banker.

Cash-starved CHB is making various efforts to generate funds. The concerns about funds were also raised with the team of officials who came to the city to review the status of the slum rehabilitation scheme under the Jawaharlal Nehru Urban Renewal Mission (JNURM).
