Slumdwellers also fall prey to lifestyle diseases
Daily wage labourer Deepak Sutar, 35, who works in a plastic moulding factory and earns Rs 155 a day, has one thing in common with his employer. They both have diabetes. Sutar’s is one of the many cases of individuals from the lower economic strata of society having lifestyle diseases like diabetes and hypertension.

With civic dispensaries witnessing a surge in diabetes and hypertension patients coming from slums, the Brihanmumbai Municipal Corporation (BMC) will survey the city’s slums and find out the number of patients, and the severity and patterns of the cases.

The civic body will screen at least 16 lakh slumdwellers, above the age of 30, for hypertension and diabetes under a project flagged off by the Union Ministry of Health and Family Welfare. A similar survey is to be carried out later in other metro cities of the country.

In the last week of September, a meeting was held between officials from the civic department and the state government to chalk out a way in which the survey will be carried out.

A team of five people will be chosen to screen 150 people on a daily basis. According to the 2001 census, 60 per cent of Mumbai’s population lives in slums. “The funds and logistics required to carry out the exercise will be provided by the Centre,” said Dr GT Ambe, civic executive health officer.

Ambe added that the Centre has given them fasting blood sugar and blood pressure levels for reference. And, if any person is found to have levels above the reference levels, then he/she will be referred to a civic hospital, which will track the case. “Any blood pressure levels above 120/80 mm HG would be referred to civic hospitals. For diabetes, fasting sugar levels more than 126 mg will be tabulated,” said Ambe.

According to statistics available with the health department, cases of hypertension and diabetes have risen by at least 30 per cent at slums in Kurla and Govandi.

“Earlier these diseases were restricted to the upper-middle class population, but now even the slum dwellers are contracting these ailments,” said a senior civic official.

In a high-level committee meeting held on Wednesday presided by Chief Secretary Bijaya Kumar Patnaik decided to undertake constructing of three new residential projects in the city on the PPP mode.

It has been decided that Bhubaneswar Development Authority (BDA) will construct two projects in Gadakana and Paikrapur and the Odisha State Housing Board (OSHB) will construct one project in Suanga near Sijua.

The revenue department will provide 25 acres of land to BDA in Gadakana. About 3,000 residential houses will be constructed there. About `300 crores will be invested for the purpose.

About 600 residential houses will be constructed at a cost of `150 crore in Suanga. In all the projects 70 per cent will be residential accommodation and 30 per cent commercial property. In total about 4,200 residential houses will be constructed in an expenditure of `600 crore. Out of which 10 per cent will be reserved for low income group and 10 per cent will be reserved for middle income group.

For the lower income group one bed room, for middle income group two bedrooms and for the higher income groups three bedrooms will be available.

The LIG houses cost has been fixed at `10 lakh, MIG `10 to `12 lakh and for HIG `20 lakh. Besides, for the LIG groups flats will be available at `5 lakh.

Mohali:  The wait of over three lakh aspirants to own a dream house in Aerocity will end soon. The Greater Mohali Area Development Authority (GMADA) is likely to conduct the draw of lots in the middle of this month — for the allotment of 3,800 plots in its first independent integrated township spread across 1,000 acres in Sector 66 (East) and 82 (East) in the vicinity of the upcoming international airport here.

Though the scheme, which had evoked an overwhelming response as it offered freehold residential plots at affordable price of Rs 12,000 per square yard (Rs 3 lakh per marla) — at least three times less than the market price of Rs 9-10 lakh per marla — had closed on July 6. But it took two months for the authorised banks to transfer the forms to GMADA. In an affidavit before the High Court, GMADA has undertaken to conduct the draw of lots in third week of September.

Of the total 3,21,943 applicants, the maximum number of 85,600 aspirants are for eight marla plots numbering 760 while the minimum of 5,467 applicants are for 16 marla plots, which are only 47 in number.

According to the official figures available with Newsline, the break-up of application forms is 4,21,85 for 1 kanal (617 plots), 5,87,23 for 12 marla (694 plots), 26,358 for 10 marla (494 plots), 34,490 for 6 marla (523 plots) and 68,490 for 5 marla (665 plots).

To process such a large number of forms, which was a record response evoked by any housing scheme in Punjab so far, GMADA has deputed seven teams, comprising three to four staffers each, which were working overtime. 

GMADA Chief Administrator (CA) Vivek Partap Singh said, “If all goes according to plan, we would begin the process of holding the draw of lots tentatively from September 15.”

“Since it is a cumbersome and lengthy process, it is likely to take another week or so to be completed, following which we will upload the list of applicants of our website to invite objections, if any, on the name and category of plots applied for, before going ahead for holding the draw,” said GMADA Estate Officer Balbir Singh Dhol.

According to the plan, GMADA will hold draw of lots separately for each category and it was likely to be concluded in seven rounds. Each round will be held on a single day. A ground in front of PUDA Bhawan in Sector 62 was likely to be the venue, Dhol said.

GMADA CA added the final lists of applicants will also be displayed outside the authorised bank branches and the applicants will be required to file their objections, if any, on their entry in the list with the same bank, with which they had submitted their forms.

“The banks will transfer the received objections to us for making necessary corrections,” he divulged. Meanwhile, GMADA has also written to the state government to appoint an observer to supervise the draw of lots in order to ensure its complete transparency.
