New definition for slums

NEW DELHI: A new “reliable statistical model” to enumerate people living in urban slums indicates that their population will be 93.06 million in the 2011 census, against 75.26 million estimated in the 2001 census. This shows a growth of 17.8 million.

Incidentally, as per the new model, the number of those living in urban slums is 75.26 million, against the 52.4 million, according to the methodology followed by the Registrar General of India, in 2001 census. It is a jump from 23.50 per cent to 26.31 per cent.

The new statistical model is based on the report of the committee headed by Pranob Sen, Principal Advisor to the Planning Commission set up in 2008, which presents its report to the Ministry of Housing and Urban Poverty Alleviation on August 30.

The Committee's report also gave a broader definition of slums to replace the existing one used by Census of India and the states. From now on, any compact housing cluster or settlement of at least 20 households with a collection of poorly built tenements which are, mostly temporary in nature with inadequate sanitary, drinking water facilities and unhygienic conditions will be termed as slums.

This new definition will serve as a guideline for Slum Census 2011 and will replace the existing one used by Census of India and the States. So far, while various States have their own definitions to identify slum, the Registrar General of India office that conducts Census identified only cluster of 60 houses as slums, leaving out smaller ones.

“Even non-notified slums are often kept out of the purview of the census because the States only acknowledge notified slums,” Union Housing and Urban Poverty Alleviation Minister Selja said while releasing the guidelines on Friday.

KHB park to get facelift soon

The long pending demand of improvement of a park in Karnataka Housing Board (KHB) colony, is likely to be completed in a few months.

 

 

 

 

 

 

 

The residents are happy now, as the local body has taken up improvement  of this park at an estimated cost of Rs 30 lakh under the Chief  Minister’s Special Grant.

The works are going on in full speed. Keeping in view the demands of senior citizens, children and people of all ages, the park is being given a new look. 

This park had turned into cricket ground for colony students, besides a dumping yard,  and fitting venue to host functions all these years due to negligence of CMC officials.

A contractor who has bagged the contract, has  already fenced the whole area, erected two gates and completed other works. Works on construction of fountain, walking track, playground for children,  seats and other facilities are going on. The CMC is planning to grow ornamental flowers.

The contractor has been given three months time to complete all the works. The people have demanded improvement of all other parks in the city out of the funds given by the government.

Housing colony for the poor at Abdullapurmet

HYDERABAD: Chief minister K Rosaiah inaugurated a housing colony for weaker sections on Sunday.

The houses have been constructed under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) at Abdullapurmet on city outskirts.   

On this occasion, the chief minister also released the action plan for a slum-free Andhra Pradesh. The colony has been constructed at an estimated cost of Rs 63.34 crore.

Greater Hyderabad Municipal Corporation (GHMC) has constructed 4,808 houses in the Abdullapurmet Housing Colony. The colony has 4.7 km of roads, with 2.3 km underground drainage system. 65 borewells, 16 transformers and 452 streetlights have also been installed as part of the project.

Other facilities provided are schools, hospitals, a police station, public distribution system and transport system.

GHMC officials said they had taken up construction of housing facilities under the JNNURM scheme at an estimated cost of Rs 1486.93 crore. Of the proposed 78,746 houses, GHMC has completed 21,238 houses and 7,897 are yet to begin.
