DDA flats: No address, power or water

NEW DELHI: As if a two-year wait for a house is not long enough, Delhi Development Authority (DDA) is now giving out flats without the basic amenities water and electricity connections. "Successful'' allottees of DDA's 2008 Housing Scheme in Vasant Kunj have been living in their flats without water and power. They were allotted the 795 flats in March 2010.

That's not all. Harish Chand, owner of flat number 783, claims he doesn't get mail as the DDA colony hasn't even got an address yet. "No pocket number has been allotted to this area and that's why couriers don't come here,'' says Chand. There aren't any shops in the neighbourhood either.

It is, however, the lack of water and electricity that has stopped allottees from taking up residence. "We had been told that in 10 days we would get a permanent connection but that didn't happen. The only connection available is a temporary one which we use for basic purposes like pumping water up to our flat,'' said Krishna Meena, who stays in flat number 279. When the TOI visited the place, it saw empty electric and water boards, with naked wires dangling in the open. In place of a meter, a plastic bottle was kept in the meter box. Some residents say they were forced to take up temporary connection for day-to-day living, but with high rates Rs 8/unit as against the regular rate of Rs 2.5/unit the costs are too high, they say.

Even the temporary connection doesn't help. The families living in the complex complain of power cuts for four days at the stretch. "We can't rely on the temporary connections power does not come for days together,'' says Meena. "They haven't provided us with water meters either. We have to buy from tankers for Rs 500, which barely lasts for four days,'' Rajesh Kayala, resident of flat number 562, added. TOI found that water meters were also seen missing from their designated place, with supply pipes going into empty boxes.

DDA spokesperson Neemo Dhar claims DDA is not responsible. "I am aware of some conflict with the discom but the residents were asked to sign an undertaking of approval before getting the possession slip.'' Senior DDA officials say a review meeting had been held last month with the V-C, Ashok Nigam. "We had told the residents to go for temporary connections for now. We will provide permanent ones later. They had agreed,'' said the official.

Kayala says the undertaking is not valid. "We had signed it six months ago. when we were told that it won't take more than 10 days to get the connections. It's six months now.''

A BSES spokesperson said it had indeed given no connections since "there are no electricity lines laid by the BSES in the area.''

The residents also complain of the approach road to the society getting submerged in knee-deep water. "There is no drainage system for the water to pass and it's stagnant for days together. When it rains, the lanes inside the society also get flooded and there is no way you can bring your car inside the society,'' said Suman Chandra, a resident.

"DDA should not be allowed to cheat people like this, I am thinking of selling my flat to some property dealer, the fight is not worth it,'' adds Chand.

Jyoti Basu Nagar beckons Rajarhat New Town

KOLKATA: Come October, Rajarhat New Town will be rechristened Jyoti Basu Nagar. The children's park here will also be named after the country's longest-serving chief minister. Housing Infrastructure Development Corporation (Hidco) plans to celebrate the naming ceremony of the township -- close to Salt Lake aka Bidhannagar named after Basu's senior and former CM Bidhan Chandra Roy -- with various cultural programmes through the month.

"We will install a statue of Jyoti Basu at the new township. Chief minister Buddadeb Bhattacharjee will be present on the occasion," said state housing minister Gautam Deb, who has reportedly sent an invite to Prime Minister Manmohan Singh with a request to lay the foundation stone of the business hub, Dalhousie.

"We want the PM to lay the foundation stone for the project. Many senior central government officials will be present on the occasion," said Deb, who also planned to invite railway minister Mamata Banerjee even as she had stayed away from a similar programme at New Town earlier.

Announcing Rs 250 crore for Metro to share the cost of setting up a tube network up to Rajarhat, the minister added, "We will give land for free and also inform Banerjee about it."

Upbeat about Infosys chairman NR Narayana Murthy seeking a presence at New Town, Deb said, "Murthy had positive talks with the

CM and state IT minister Debes Das. Infosys officials saw the land and wanted to know how much floor area ratio (FAR) they could get. We will give them the best deal because the CM too is keen on having Infosys in the state," Deb said.

With plans of a government school, college and hospital in the new township, he added, "We have allotted 20 acre to SSKM hospital for setting up its new campus. We will also try and get a hospital here along the lines of AIIMS with the help of Union health minister Ghulam Nabi Azad."

With 20,000 flats reportedly ready for an inauguration on September 6, the minister said, "We have requested Banerjee to hand over the keys to the occupants, but a reply from her is still awaited. We had also invited Union finance minister Pranab Mukherjee, but he conveyed his inability to come." This apart, there will be 10,000 new flats for the lower income group, of which 5,000 flats will be reserved for landlosers.

Deb took the opportunity to clear the controversy over distribution of plots to individuals under Hidco chairman and special quotas.

"We have so far distributed 296 plots to individuals and cooperatives under the chairman's quota and 184 plots under the special quota. Transparency has been maintained in the entire process," the minister added.

More satellite towns planned: Katta

The State government has planned to develop satellite towns adjacent to the tier-II and III cities. The first satellite town will come up in Shimoga district.

“Along with Bangalore, even the tier-II and III cities are getting congested. Satellite towns will be developed to ease the pressure on such cities,” said Minister for Housing and Information Technology Katta Subramanya Naidu here on Wednesday.

The State government will acquire 500 to 1,000 acres of land near the City for the purpose. Houses will be constructed on 50 per cent of the land, he said.

The Minister said that applications for BSY-Bhagya-Sampada-Yashas housing scheme will be invited from August 30. The scheme will be implemented on experimental basis in Bangalore, Mysore and Hubli. The process of constructing 5,000 houses under Vajpayee Housing Scheme will commence in a month, he added.

Naidu said that Rs 50,000 will be provided in the form of subsidy and loan from banks respectively while beneficiaries will have to pay Rs 30,000 under the scheme. The loan can be cleared in 15 years in annual installments, he informed.

He said construction of 34,000 houses in flood-hit north Karnataka has already begun and expressed confidence of completion of 90 per cent of work by December.
