15,000 houses in DDA's next big draw

Delhi Development Authority will announce a draw for 15,000 houses sometime in September

New Delhi:  The Delhi Development Authority (DDA) will announce a draw for 15,000 houses sometime in September. DDA vice-chairperson Ashok Kumar Nigam said on Thursday that the houses are in areas like Jasola, Narela, Vasant Kunj and Dwarka. Of the 15,000 houses, nearly 8,000 are ready for possession, while the rest are in various stages of completion.

DDA sources said that while the authority was not keen to announce a housing scheme before the Games, it was spending a lot of money hiring security personnel to guard completed units and ensure that fittings and fixtures are not stolen.

“We are currently working out the costing of these flats,” Nigam said. The new scheme will also include houses in D-6, Vasant Kunj that are currently being constructed for the Commonwealth Games.

DDA member Finance Nand Lal said the new scheme will be introduced with a new maintenance policy. Under the new policy, a certain charge will be added to the cost of flats to cover 30 years of maintenance by the DDA.

Officials expect the scheme being announced in September will draw at least 10 lakh applicants.

The last DDA housing scheme was announced in September 2008, when the authority put up 5,328 houses up for a draw. The authority received nearly six lakh applications, the draw for which was held in December 2008.

After the draw in December 2008, it emerged that a cartel of property dealers — later arrested by the Economic Offences Wing — had tried to manipulate the allotment system by submitting doctored applications. 

The property dealers particularly targeted houses that were reserved under the special SC/ST category. Their reasoning was that since the special category was smaller, the odds of getting a house allotted would be higher.

To avoid scams in future, the DDA hopes the Ministry of Urban Development (MoUD) will clear a new policy that it proposed soon after the draw in 2008. As per the proposed policy, a clause will be inserted into future housing schemes whereby houses allotted under the SC/ST category will not be allowed to be re-sold for at least 15 years. “We are discussing the proposal with the ministry,” said the DDA vice-chairperson. It remains to be seen whether the MoUD will clear that proposal.

CUTTACK: The Orissa High Court today adjourned the hearing on the case of rehabilitation of the evicted families from Jay Mangala Basti at Ranihat till Thursday.

  The adjournment came in response to seeking of a couple of days more time by the Central Government Counsel for producing the plans and programmes on urban poverty alleviation and slum rehabilitation.

    While giving the Centre time till Thursday, the bench comprising Chief Justice     V  GopalaGowda and Justice I Mohanty directed the State Urban and Housing Development Secretary and Director of Urban Poverty Alleviation Programme to remain present in the court on the day.

The government was asked to inform the court whether any scheme was available to rehabilitate slum-dwellers


CUTTACK: The Cuttack district administration which has burnt its hands in the sensitive slum eviction drive would continue to provide free food and shelter to all evictees of Maa Mangala slum till Thursday next as Orissa High Court on Tuesday adjourned the hearing of the case to that day.

Allowing time petitions filed by both State and Central government counsel, the bench of Chief Justice V Gopalagowda and Justice Indrajit Mohanty also summoned the State Urban Development Secretary and an official from the Union Poverty Alleviation Department to remain personally present on Thursday to assist the court.

Unable to file affidavits on the day as asked, the respondents sought at least seven more days to reply to the court's notice. But observing that the matter was very important and needed to be urgently addressed, the bench allowed only two days to both State and Union governments.

The government was asked to apprise the court whether any scheme was available to rehabilitate the slum dwellers who would be evicted from their unauthorised inhabitations on government lands.

The HC had earlier directed the district administration to evict the slums in the city. Upon this direction, more than 300 families in the slum located near SCB medical college and hospital were forcibly evacuated earlier this month.

But treating a letter petition from evicts as PIL, the HC had asked the district administration to provide free food and make temporary arrangements for their settlements.
