After seven years, Housefed housing project gets rolling in Sec-79, Mohali

Mohali: After remaining stalled for almost seven years, the housing project of Housefed will finally roll. On Tuesday, the Greater Mohali Area Development Authority (GMADA) has formally issued in-principle approval to construct 632 super deluxe multi-storied flats in Sector 79.

GMADA allowed the Managing Director (MD) of Housefed to begin construction on almost 11 acres of land after receiving formal order to this effect from Punjab Chief Minister Parkash Singh Badal, who is also GMADA Chairman, GMADA Chief Administrator (CA) Vivek Partap Singh told Newsline .

The permission, which was awaited since the allotment of two chunks — 5.5 acres and 5.49 acres— for housing project to Housefed in 2003, was granted on the condition of self-arrangement for sewerage disposal.

Singh said, according to the condition, Housefed would construct an underground sump to discharge sewerage in compliance with the pollution control and environment protection guidelines and would dismantle the same as and when GMADA connects the flats with an underground sewerage line.

The sewerage connection to the Housefed site was not feasible so far as the area required for the purpose was a disputed territory.

Taking note of the plight of 632 allottees, who paid Rs 40 crore to Housefed in 2004, Badal had asked GMADA to find some way out and allow construction on the site. Accordingly, Estate Officer, GMADA, allowed construction according to the approved plans except in an area of 3 kanal 2 marla under litigation in the pocket of 5.5 acres.

GMADA told Housefed that as the area under litigation was spread across roads connecting the project site, the connectivity of public health services and civil works could not be given to the pocket of 5.5 acres.

Earlier, GMADA had sought duly sworn undertaking from Housefed with a declaration to the effect that it would construct flats at its own risk, cost and condition that in case of any future litigation arising out of non-provision of public health services and civil works and any competent court awarding any compensation/damages, the whole responsibility in that case would be that of Housefed.

However, Housefed MD V K Bansal had refused to give any such undertaking and had instead asked GMADA to find any alternate route for connecting the sewerage line to the project or allow underground sump for disposal of sewage waste.

“We are ready with the DINT, designs and plans of the project and will begin construction on receipt of permission,” he said.

Housefed Flats Sangharsh Committee, which had been spearheading the crusade against the delay, has hailed the development. “We now hope our dreams will come true though after a long time,” said Suresh Kumar, an allottee.

15,000 new affordable houses

The Maharashtra Housing and Area Development Authority (MHADA) has taken up the task of constructing 15,008 affordable houses, expected to be ready in Mumbai in the next two years.

The flats are located in suburbs such as Dahisar, Ghatkopar, Mankhurd and Goregaon. They will be released in the market in phases and allotted by a lottery system, said Amarjeet Singh Manhas, Chairman, MHADA (Mumbai Board) while presenting his annual budget on Monday.

MHADA also gave its nod for development of colonies across Mumbai that house 30,000 tenants. Put together, all plans will create 1.25 lakh houses in the city, which is likely to pull down real estate prices, Manhas said.

Speaking to the media, Manhas explained MHADA’s decision to provide low cost houses to the citizens. “In a city where realty prices have skyrocketed, we are the only ones to provide low cost houses and we will stick to our agenda,” said Manhas. He said that MHADA has earmarked Rs 105 crore capital for the year to undertake this mandate. The government is also expected to chip in with a grant of Rs 103 crore as impetus towards this project, he added.

In another significant announcement, the housing board has given the green signal to 30,000 of the tenants living in its colonies spread across the city to undertake redevelopment of their premises. It has also given a go-ahead to 241 slums located on its land to redevelop.

The decision is expected to rehabilitate approximately 60,000 slumdwellers. “This move will ensure at least 1.25 lakh new houses in the city and could also result in realty prices coming down,” said Manhas.

HYDERABAD: ‘Buy one get one free’ - the most popular offer used by retailers in the city to attract customers seems to have inspired politicians who are now bent on implementing it in allocation of houses to their followers in weaker section colonies.

District officials said that in the upcoming housing scheme for the poor in Unnikunta and Phoolbagh, leaders of various political parties are applying pressure on them to illegally allocate one extra house to each of their henchmen living in the respective localities.

The government has decided to construct pucca houses for the slumdwellers in Unnikunta and Phoolbagh under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) considering the abysmal living conditions in the two localities. It sanctioned 496 and 608 houses respectively in Unnikunta and Phoolbagh.

“On behalf of some residents, a few local leaders tried to influence us to allocate more than one house. But we plainly rejected such proposals,’’ sources in the Hyderabad Collectorate told Expresso.

Meanwhile, officials of the Greater Hyderabad Municipal Corporation (GHMC) and the Hyderabad Collectorate, a few days ago, held discussions with the residents to get them vacate their houses at the earliest so that construction can begin.

Many, however, were reluctant to move out as they were not shown alternative dwellings. Some expressed their desire to continue in the same houses, though they are in a dilapidated state.

“Most of the residents in Unnikunta agreed to vacate their houses while it is exactly the opposite case in Phoolbagh.

However, we will shift out all the residents and won’t hesitate to use force, if the situation warrants,’’ sources said.

It may be noted that such forcible vacation of residents of Bhim Rao Bada by officials sometime back came under severe criticism from all sections.

Another interesting issue is the request by some residents that they be allocated houses based on the sizes of their existing encroached plots. “There is no uniformity in plot sizes in both the slums since the residents encroached the plots depending on their capacity to grab. Irrespective of their existing plot sizes, all the beneficiaries will get houses of equal area,’’ Hyderabad District Collector Navin Mittal said.

Officials are planning to complete the eviction within a month and take up construction.
