New rules framed for allotment of flats

Low-cost housing for Capital’s slum dwellers

NEW DELHI: The Delhi Cabinet on Wednesday approved modified policy guidelines for allotment of 7,900 low-cost houses to jhuggi-jhonpri dwellers under its ambitious Rajiv Ratan Awas Yojna.

Elaborating on the decision, Chief Minister Sheila Dikshit said the 7,900 flats at Bawana, Narela, Bhorgarh, Gogha and Bapraula have been constructed by the Delhi State Industrial and Infrastructure Development Corporation and are almost ready for allotment. Allotment to the residents of 44 jhuggi-jhonpri clusters would be taken up as part of the scheme. The multi-storey residential complexes have been provided with civic amenities such as schools, shopping centres for essential items and public transport system.

The average size of the flats will be 25 square metres. The allottee will have to contribute Rs.60,000 which will be arranged as a soft loan. The Union Government will contribute Rs.1,19,000 the contribution of landowning agency will be around Rs.90,000, and the Delhi Government’s contribution will be Rs.62,000.

Noting that the JJ clusters would be identified in phases as per the determined priority, Ms. Dikshit said the Slum and JJ Department has been made the nodal agency for relocation and rehabilitation of jhuggi-jhonpri clusters from the land belonging to the Municipal Corporation of Delhi and the Delhi Government. Besides, the Railways, the Delhi Development Authority, the Land and Development Office and the New Delhi Municipal Council have been empowered to carry out this process themselves as per the policy of the Delhi Government.

It was also stated that the cut-off date for residing in jhuggis for making a jhuggi-jhonpri dweller eligible for allotment would be December 31, 1998.

For availing of the scheme, the applicant’s name should be there in the voters’ list as on the referred date and he/she should also posses a ration card issued on any date before the cut-off date or up to the date of survey.

The eligibility criteria also lay down that the annual income of the family of the allottee should not be more than Rs.60,000 and that he or she must be a citizen of India and not less than 18 years of age on the date of eligibility. Besides, neither the allottee nor any of family members should own any plot or permanent house in full or in part in Delhi.

A priority list for relocation of JJ clusters will be prepared by the Slum and JJ Department in consultation with the Urban Development Department of the Delhi Government. It is also necessary that the name of JJ dweller should figure in the joint bio-metric survey conducted by the Slum and JJ Department with representatives of the concerned landowning agency.

Each dweller will be entitled to only one residential flat even if he or she may be occupying more than one dwelling unit. However, no flat will be allotted if the jhuggi was being used for commercial purpose. And in case the jhuggi was a multi-storey one for residential purpose, the allotment will be considered for the occupant of the ground floor only.

The Chief Minister said in order to enhance the status of women it has been decided to make allotment in the joint names of husband and wife with bio-metric details along with photos of both. The allotment of flat will be made initially for 15 years, which may be extended later, and the flat will be allowed to be used only for residential purposes.

CHANDIGARH: The Haryana Housing Board has published details of the registered applicants for its housing scheme floated for Sector 4, Part-II, Hisar in August 2009 on its website www.hbh.nic.in

An official spokesman said here on Tuesday that the details are also available for inspection at the head office of the Board in Panchkula and in the office of the Estate Manager, Haryana Housing Board, Hisar.

He said these details are also available at the offices of the Executive Engineer of the Board in Karnal, Faridabad, Rohtak and Gurgaon.

The applicants should check their details and submit objections or discrepancies, if any, to the Secretary, Housing Board, in Panchkula on or before February 23, he said, adding that the draw of lots would be held on March 5 at 10-30 a.m. in the Housing Board Colony, Sector 4, Part II, Hisar.

All the applicants would be entitled to witness or participate in the draw.

NEW DELHI: Municipal Corporation of Delhi Master Plan-2021 Implementation Committee chairman Ved Prakash Gupta has drawn the attention of Lieutenant-Governor Tejendra Khanna to the issue of regularisation of unauthorised colonies and providing provisional certificates to them.

Mr. Gupta said that as per MPD-2021 Chapter 17, Section 3(11), the layout plan, site plan and building plan were sought to be approved by the local bodies and the authority in their area of jurisdiction but instead they were approved by the Delhi Government.

“Of the 1,600 unauthorised colonies, 1,400 were provided provisional certificates by the Delhi Government before the last State Assembly elections. However, as per the list of unauthorised colonies fit for regularisation released last month by the Delhi Government, only 600 colonies have been approved by them leaving the status of the rest in a lurch. Furthermore, the provisional ownership has been transferred to these colonies by the Delhi Government without approval of their layout plans by the MCD to extract political benefit,” he added.

Mr. Gupta alleged that it was in the jurisdiction of the MCD and the Delhi Development Authority to approve these colonies but the Delhi Government had tried to take “undue advantage of their power” by surpassing the MPD provisions. “The MCD made the peripheral survey of these colonies and asked the RWAs to submit their layout plans. But they are of the opinion that since they have already been provided the provisional certificate why should they go through the process of submission of plans,” he added.

Mr. Gupta said: “Unless the layout plans in these colonies are passed either by the MCD or the DDA, we would not be able to provide civic services such as roads, drains, parks, community halls and barat ghars in these colonies. We have asked the L-G to intervene in the matter and ensure that regularisation of unauthorised colonies and providing of provisional certificates is done through proper channels.”
