CM assures houses for slum dwellers by 2010

Chief Minister B S Yeddyurappa on Saturday said the Government will construct houses for all slum dwellers by December 2010 and make Bangalore a slum-free City.

 

 

Speaking after laying the foundation stone for construction of 1,500 houses in the Ragigudda slum at JP Nagar 2nd phase, the chief minister said, “All 570 slums in the City will be rehabilitated under the JNNURM-BSUP scheme.

Nearly 10 lakh people continue to reside in slums. The priority of the government is to provide housing facilities for the backward classes and the downtrodden.”

Yeddyurappa further said that title deeds would be given for nearly 15,000 people who reside on Government land.

Residents of the Ragigudda slum have been provided a bio-metric identity card for rehabilitation at the new block. The function was organised by the Karnataka Slum Clearance Board.

Major projects

In his address Jayanagar MLA B N Vijayakumar said the dwellers in the 30-year old Ragigudda slum will be rehabilitated in a three-storey housing block.

“The park adjacent to the slum that will house temporary sheds to facilitate construction, will later be developed again. The Government will soon begin construction of a new stadium named after Kittur Rani Chennamma at Jayanagar, apart from a new eight-storey building at the Jayanagar shopping complex. It is likely to begin in about a month-and-a-half. The foundation stone for e-Library will also be laid,” Vijayakumar said.

It may be recalled that a portion of the existing shopping complex, housing the vegetable and fruit market at the 4th Block was gutted a few months ago.

LIG housing: now, project cost pegged at Rs 750 cr

After a two-year lull, construction of the low-income group (LIG) housing project in Pimpri Chinchwad has once again gathered pace. But the project that was originally to cost Rs 450 crore, is now estimated to cost Rs 750 crore.

Now, the first phase will cost Rs 396 crore. For the first phase, while the central government has so far given Rs 56.21 crore, the state government has not yet given its share. Initially, the central government share was Rs 225 crore, Rs 135 crore was the state government share and Rs 90 crore was to be given by Pimpri Chinchwad Municipal Corporation (PCMC).

The two-phase project will have 13,250 tenements and the beneficiaries would be people from economically weaker sections who need to pay only Rs 1.5 lakh per flat. Each flat actually costs Rs 5.5 lakh and the PCMC would pay Rs 4 lakh from its kitty. “I had initiated this proposal in 2006 and applied for funds under the Jawaharlal Nehru National Urban Renewal (JNNURM) scheme as an affordable housing scheme for urban poor. There were some issues like the land under the control of Pimpri Chinchwad New Town Development Authority (PCNDTA) had to be acquired. In 2008, the PCNDTA handed over 65 acres to the municipal corporation,” said Divisional Commissioner Dilip Band, who was then PCMC municipal commissioner.

Houses would be built on public-private partnership by giving the private developers an FSI of 2.5. Also, JNNURM had certain norms for constructing tenements under low-cost housing, which says that each unit should be of 325 sq. ft. But the PCMC is building flats of 550 sq ft and the carpet area will be 350 sq ft,” said a PCMC officer.

Currently, construction under the first phase of the LIG housing scheme is under way where 6,620 flats of 550 sq ft each would be built at Shahu Nagar. Each building would be of seven storeyes and would consist of 42 flats. The first phase will have as many as 160 such buildings. The project would take two years to complete. The residents would be provided facilities like internal roads, sealed gutters and a bus stop inside the campus.

Pimpri Chinchwad Municipal Commisioner Asheesh Sharma said, “There is no delay, the project was sanctioned in 2008 and the construction work began on February 28.”

Our priority is to complete and hand over as many units that we can construct with the funds we have. Following up with the central and the state government for funds is a regular process that we will continue to do,” said Pimpri Chinchwad Mayor Yogesh Behl.

Pvt developers may get stake in housing scheme

The Centre may allow private developers to use surplus land in housing projects under the Rajiv Awas Yojana (RAY) for commercial activity, according to the Union Minister of State for Urban Development, Mr Sougata Roy.

The proposal has already received green signal from the Planning Commission, Mr Roy said here on the sidelines of the annual members' convention of the Indo-American Chamber of Commerce.

The proposal has been sent to different State Governments and the final guideline for the implementation of the proposal is likely to emerge in a month after receiving their feedbacks, he added.

Slum eradication

The Centre sponsored RAY scheme, announced in this year's Union Budget for setting up dwelling units for the urban poor, aims to promote a slum-free India by 2014. Under the Government subsidised scheme, slum-dwellers require to bear only 20 per cent of the cost for residential units.

“In order to lure private players into the scheme, we plan to allot separate land to developers near the project sites for their own commercial use,” Mr Roy said.

On the implementation of Jawaharlal Nehru National Urban Renewal Mission (JNNURM) in West Bengal, Mr Roy said that though Rs 3,200 crore was sanctioned for the State, Rs 1,400-crore-worth projects had been sanctioned so far.

The Centre has released over Rs 700 crore under JNNURM to West Bengal so far, he added.
