CM nod to low-cost houses in city

Project for lower income groups migrating for jobs

Chief Minister Ashok Chavan on Monday approved the construction of affordable rental houses for middle and lower income groups in Pune who migrate from rural areas to the city in search of a livelihood.

The civic bodies of Pune and Pimpri-Chinchwad have taken up a project on the lines of a similar project undertaken by the Mumbai Metropolitan Development Authority (MMRDA) in Mumbai.

The Minister of State for Housing Sachin Ahir said Chavan was now keen on starting similar projects in Pune and Nagpur. “In Pune, there would be an FSI of 2.5 for encouraging private builders to help out with this project,” he said.

Though the figure of the number of houses has not been decided as yet, the houses will consist of multipurpose rooms. “The houses will be transit points where people can stay before they move to bigger houses,” an MMRDA official said

Each house will be 160 sq ft in size and leased out at Rs 800-Rs 1,000 a month. “With job-seekers from lower income groups flooding metros, these houses were essential,” he added.

The Maharashtra Housing and Area Development Authority (MHADA) will look into the construction of the houses.

“The FSI will be 2.5 as there was a need for creating rental housing stock and private land owners willing to hand over their land for these constructions,” the official said.

In Mumbai, the MMRDA has joined hands with a private developer for a mass housing project that has been projected as the country’s biggest rental housing project in the post-independence period.

The project is being developed near the Virar railway station to cater to 1.33 lakh families. The criteria for rental houses include a monthly income of Rs 5,000 and a 15-year stay in the state.

FSI for MHADA homes set to go up

As many as 17,000 low-income group families in the city and Pimpri-Chinchwad staying in Maharashtra Housing and Area Development Authority (MHADA) apartments have a reason to cheer as the state government is in the process of increasing the Floor Space Index (FSI) for the apartments - from 1 to 2.5.

Now, MHADA residents of age-old buildings can get more spacious rooms designed as per their choice. The state has already implemented its plan in Mumbai and Nagpur. For Pune, the Urban Development Department has cleared the plan which now awaits chief minister’s approval. The plan is aimed at increasing more low-cost housing in the city at subsidised rate. Deputy director of town planning Sadhana Naik said, “The plan submitted to the chief minister is most likely to be cleared soon and MHADA colonies in Pune will get the benefit of 2.5 FSI,” she said.

Pune MHADA chief Ankush Kakade said,

“Even as the owner stands to be benefited, the developer of these colonies will have to get back to MHADA with a new construction plan using 2.5 FSI and the costs involved,” said a MHADA official.

“More tenements and a lot of re-development of houses built in the 1960s is on the cards. The present two-storeyed houses may even rise up to 10-12 storeyes.”

The 2.5 FSI will be applicable only in the city areas. Pune city has 24 colonies spread across 11.70 lakh sq mts with 11,600 tenements and 5,309 tenements in three colonies spread across 5.04 lakh sq mts in the Pimpri-Chinchwad area. In all, MHADA has 171 hectares of land in the city and 510 hectares in the district. At present, MHADA housing extends from 215 sq ft homes to 861 sq ft homes.

For slum-free cities, state govt appoints authority

The state government has decided to appoint an authority, to be led by the chief minister, to ensure slum-free cities in Maharashtra.

The authority will undertake surveys of the slums, ensure affordable houses for the poor, coordinate with other central agencies in slum rehabilitation projects and establish a fund to finance such projects.

The decision on this regard was taken on Monday in the review meeting of the housing sector called by Chief Minister Ashok Chavan attended by officials from the Maharashtra Housing and Area Development Authority (MHADA) and Slum Rehabilitation Authority.

The slum rehabilitation project in the city has been moving at a snail’s pace for the last 13 years, with just 1.20 lakh families being rehabilitated till date.

The state government had promised to expedite the process and so these steps are being taken.

In addition, a separate directorate will be formed to oversee slum rehabilitation across all major cities in the state.

There will also be monthly reviews to keep track on the progress of the work.

All MHADA projects in state to get 2.5 FSI

During Monday’s meeting, Chavan also announced that all MHADA projects across the state would avail of 2.5 Floor Space Index (FSI), an incentive earlier limited to Mumbai and Thane. FSI is the ratio between the built up area allowed in building and plot area available to built it.

A detailed discussion was held on reconstruction of old, dilapidated buildings, formation of a regulatory body to cater to the grievances of home buyers, amendments in the Development Control regulations, easing of cluster development norms and methods to derive the maximum benefits of central schemes on housing.
