Municipality constructing flats for 17 adivasi families

KOZHIKODE: This is not a tall story but an action set in concrete - a step that won't leave anyone flat, at least the Paniya families for sure. The Kalpetta Municipality is building a residential flat for them to make them feel at home.

The new building with all the modern-day facilities is coming up at Onivayal in Kalpetta in Wayanad. The beneficiaries will be 17 Paniya families who are, at present, put up in a make-shift camp at Mundoor.

On Saturday, chief minister Oommen Chandy laid the foundation stone for the flat, the first of its kind in the state. The 1.5-crore flat is being constructed on 17 cents of land.

While the municipality will allot Rs 43 lakh for the project, Rs 75 lakh has been granted from the Backward Regions Grant Fund. An amount of Rs 42 lakh will be provided from the ST Development Department corpus fund.

"Initially the Paniyas were loath to the flat concept. But we took them to Attappady to show them the houses constructed by AHADS for the tribals. Now they are convinced and ready to be shifted to the flats," said Kalpetta Municipality chairman A P Hameed.

The 17 families were living in cramped and dingy surroundings at the Onivayal colony. "Every monsoon we have to relocate them to make-shift camps as the entire area is inundated with water. So we decided to find a permanent abode for them - a dwelling that is safe and hygienic," the chairman added.

The Onivayal colony was demolished six months ago for constructing the flat.

"We want the work on the flat to be finished at the earliest. We are finding it difficult to go out for job from this camp," said Polan, the chief of the Onivayal colony.

However, some tribal organisation leaders are sceptical about the motive of the project.

Adivasi Gothra Mahasabha leader C K Janu said the 'flat culture' would lead to erosion of the tribal identity and culture. "We had expressed our concerns when we saw the news of the project in newspapers. This would only aggravate the woes of the adivasis and lead to more suicides," she said.

A Manibhooshan, deputy director (anthropology), Kerala Institute for Research, Training and Development Studies of Scheduled Castes and Scheduled Tribes (KIRTADS), said it does not seem to be a good project.

"Ideally Paniyas should have been given land and houses at different places. Bringing them together again will not help in addressing issues like alcoholism," he said.

Slums in the State will be eradicated in a phased manner, said Minister for Urban Affairs and Minority Welfare Manjalamkuzhi Ali.

He was speaking after laying the foundation stone for flats to be built at Mattamburam in Madakkathara panchayath, near here, on Thursday as a corporation initiative to eradicate slums in the city.

“The State government has envisaged a mammoth project of Rs. 6,000 crore to rehabilitate slum dwellers. The Central fund for an amount of Rs. 3,000 crore has already been sanctioned,” he said.

The municipalities and corporations in the State have been facing many problems, including shortage of staff and infrastructure, the Minister said. He promised to take initiatives to solve these issues.

Mayor I.P. Paul presided over the function. Therambil Ramakrishnan, MLA; Deputy Mayor Subi Babu; and others participated.

The flats for rehabilitating slum dwellers will be built on 18 acres of land at Mattampuram at a cost of Rs. 4.5 crore. Costford is building the flats. The building, which can accommodate 120 families, is expected to be completed in 18 months.

There will be facilities like anganwadis and library in the complex. Each family has to pay an amount of Rs. 17,000 to own the flat.

Earlier, the Minister visited the Thrissur Corporation office and reviewed the functioning of various departments.

The Minister asked the corporation to find ways to improve its own fund. Development activities should be done in private-public participation mode, he said.

Admn to regularize 55 slums in Chanda

CHANDRAPUR: District administration has decided to regularize 55 slum areas in the city and award land lease (patta) to the encroachers dwelling since 1995. Population of nearly 89,000 will be benefited by the move. Similar regularization drive for the slums in other parts of district will also be taken up soon, claimed collector Vijay Waghmare.

"The regularization drive will start from Ghutkala talao slum in couple of days. A camp will be set up by the administration and Chandrapur Municipal Corporation (CMC) in the slum, where the applications for regularization will by processed and land lease (patta) would be awarded to eligible beneficiaries," said Waghmare.

CMC commissioner, Prakash Bokad, who accompanied Waghmare, informed that there are 80 slums, out of which 55 are recognized, while 25 unrecognized. "30% population of the city lives in slum areas. In all 12,165 families resides in 55 recognized slums and they will be benefited with the regularization drive," he said.

Waghmare claimed that similar practice will be followed in the other slum areas of the town. The other civic bodies in the district have been asked to submit details of the slum areas in their jurisdiction for regularization, he said. He appealed to the beneficiary slum dwellers to submit necessary proofs of their residence in encroached land since 1995.

Ex-MP Naresh Puglia had taken up the issue of regularization of slums. He had collected 16,000 applications from slum dwellers and submitted to the administration for regularization. But, as matter remained unresolved, he took up hunger strike to push his demand. Revenue minister Balasaheb Thorat during his visit here to end Puglia's hunger strike had assured to see that slum regularization drive starts immediately.
