CUTTACK: Chief minister NaveenPatnaik of Monday spent a busy day in Millennium City inaugurating and laying the foundation of many projects. Naveen laid the foundation stone of Rs 25 croreRajivAwasYojana (RAY) at MundaSahi to provide cheap concrete houses to 1,000 slum-dwellers.

He also laid the foundation stone for streetlights from the Biju Patnaik Park till Naraj Barrage. The Rs 60 lakh project will be completed by Cuttack Municipal Corporation by June. The foundation stone for the new building of Odisha Administrative Tribunal was also laid down by Naveen.

The chief minister tried to woo the women and disabled by distributing loans among SHGs and wheelchairs and tri-cycles to the handicapped. A special meeting was organised at the Saheed Bhawan where Patnaik distributed pension among 25 disabled persons.

The CM also inaugurated the OCA Club and the swimming pool built inside Barabati stadium by Odisha. The OCA club has17 luxurious double-bed rooms, a cafeteria, table tennis room, conference hall, state-of- the-art gymnasium and many other facilities. "Our swimmers were facing problem due to lack of swimming pool but now their problem has been solved. We have also hired coaches to train them," said secretary of OCA Asirbad Behera.

City to be slum-free in 5 years

While a majority of slums in Greater Hyderabad do not even have basic amenities and slums dwellers are being forced live in shabby conditions, the Greater Hyderabad Municipal Corporation is charting a route towards making Hyderabad slum-free in the next five years.

The GHMC has prepared a slum-free city plan of action and prioritised slums based on their social status and deficiencies in infrastructure facilities. For the project, funds would be tapped under Rajiv Awas Yojana (RAY). RAY, a program initiated by the Ministry of Housing and Urban Poverty Alleviation aims at a ‘Slum-Free India’ in the next five years.

It envisages bringing existing slums within the formal system and enabling them to avail the same level of basic amenities as the rest of the town, while also tackling shortages of urban land and housing that keep shelter out of reach for the urban poor.

The Centre will provide 50 per cent funds, state government 20 per cent, and GHMC 30 per cent.

The decision of the central government is awaited for taking up this plan of action over a period of five years. 

A total expenditure involved for development of 1,476 slums would be around `11,732 crore, of which `9,185 crore is earmarked for housing. As much as `2,398 crore has been allotted for environmental infrastructure and another `148 crore for social infrastructure.

GHMC officials said the corporation had selected Keshav Nagar in Serilingamplly circle as pilot slum.

Municipality to build 100 houses as centenary gift

The Attingal municipality will fund the construction of houses for 100 homeless families as part of its centenary celebrations. Piped drinking water will be given free to about 600 families belonging to the Scheduled Caste/Scheduled Tribe community.

These are among the projects laid down in the municipality’s annual Budget for 2013-14 presented by vice-chairman M. Pradeep on Saturday. “Normally houses are constructed under a scheme. This is perhaps for the first time that the municipality is directly funding the construction of houses,” he told The Hindu . The civic body would also renovate 200 other houses, he said. The Budget has set aside Rs.2.3 crore for the housing sector.

Priority will be given to laying of 7,000-metre pipelines to bring drinking water to SC/ST families in Attingal. Money will be given to these families to take domestic water connections. Eight biogas plants will be set up at various locations including the Attingal market, the government ITI, the Valiakunnu hospital, and the government college.

A modern slaughterhouse will be set up at the Attingal market. The municipality will acquire additional land for its solid waste treatment plant. “We already have more than four acres of land for the plant. We will add another acre to it. This plant has already won seven awards for its efficiency,” he said.

The Budget has allocated Rs.51.35 lakh for education, enhanced scholarships for differently abled children, and has provided for construction of toilets in all schools, new buildings for selected schools and construction of a children’s park. On the health front, the Budget promises a new outpatient block of the taluk hospital at Valiakunnu, special treatment facilities for the aged at the government Ayurveda hospital and a special scheme for homeopathic treatment for the elderly. Health schemes have been set aside Rs.18 lakh in the Budget.
