Civic authority, hotel owners signpact with private firm.

To ensure that the garbage generated by bulk generators, including hotels, marriage and community halls, malls and business parks, don’t burden landfills, the Bruhat Bangalore Mahanagara Palike (BBMP) and the Bruhat Bangalore Hotels’ Association (BBHA) on Tuesday signed a memorandum of understanding with NobleExchange Environment Solutions (NEX).

Hotels, including small eateries and darshinis, alone generate around 750 tonnes of waste every day. As per the MoU, the BBMP will provide NEX five acres of land in Kannahalli and Kudlu to set up waste processing plants.

“The plants are expected to be operational in a year. Hoteliers will pay 90 paise per kg of waste to NEX, which will provide zero odour and zero drip bins to the BBHA members,” said BBMP Commissioner Siddaiah.

BBMP, it is said, will levy a fine of Rs. 5,000 on hotels and eateries littering on footpaths. For the second offence, the fine will double and their trade licence will be cancelled after the third offence.

BBMP has also given 30 acres at Kudlu and Chikkanagamangala to the Karnataka Compost Development Corporation (KCDC) and will send 100 tonnes of wet waste to it from June 1. From August 1, it will send 300 tonnes of wet waste there.

Mr. Siddaiah said that dry waste collection centres (DWCC) would be operational by the month-end in 140 wards, and by June-end in others. As much as 50 per cent of the garbage packages were being managed by the new contractors. The tender process for the other packages is on. “However, BBMP’s Solid Waste Management committee has suggested recruiting 4,000 pourakarmikas and providing them [with proper] equipment. This way, the BBMP need not depend on the garbage contractors. [We] already employ 3,400 pourakarmikas,” he said.

Mr. Siddaiah said that Manipal Hospitals had been made the nodal association to monitor disposal of biomedical waste. “A survey is on to ascertain who are not disposing of it as per the prescribed methods. The BBMP will soon include household sanitary and medical waste and [designate] biomedical waste collection centres,” he said.

While making his submissions before the High Court in a bunch of petitions filed against the inefficient handling of the solid waste in the city BBMP Commissioner H Siddaiah said that the BBMP is in the process of setting up dry waste collection centres in 95 places and 44 of them are already set up.

All the dry waste collection centres would be set up by June 30 and waste segregation at source can be made mandatory in all the 198 wards of the city by July 1. Different service providers have come forward to collect and dispose of around 1,000 tonnes of dry waste everyday. Waste segregation can be implemented in 44 wards immediately.

Siddaiah also submitted that the bulk generators have agreed to reduce 1,500

metric tonnes of garbage by disposing of the waste on their own and the hotel owners association has already entered into an agreement with a private service provider to dispose 700 tonnes of hotel waste.

The BBMP has agreed to give land at two places to the service providers.

Karnataka Compost Development Corporation has agreed to collect 1,200 tonnes of wet waste in another six months and is developing facilities to treat 700 tonnes of waste in Kudulu and 500 tonnes at Chikkanagamangala with the BBMP’s assistance.

As Rs 81 crore would be required to set up bio mining facility a proposal has been placed before the government with the permission of the council.

While replying to a query on the BBMP paying money to RAMKI, a private solid and medical waste management firm, despite not treating the waste, Siddaiah said, “We have stopped sending waste to RAMKI as they were not treating waste. But, the waste for which the BBMP has paid the money is already dumped in their facility. As they have proposed to start treating the waste by installing advanced machines very soon we have not initiated any action against them.”

Extension for Siddaiah Sought

All the petitioners wanted Siddaiah’s term to be extended by six month to ensure the issue is dealt with in an appropriate manner and settled once for all.

Some of the petitioners even maintained that the BBMP could not have addressed the issue in this manner without Siddaiah.

Award for smart solid waste management

An award for best practices in solid waste management has been instituted by the Bangalore Chamber of Industry and Commerce (BCIC) for its member companies.

The most innovative model in solid waste management will be honoured by the jury under the chairmanship of C.S. Kedar, Additional Chief Secretary. An evaluation approach has been developed by The Centre for Sustainable Development (CSD) for the applications that will be received, according to a release. Winning companies will be honoured at the 36th BCIC annual general meeting, which will be followed by a handbook listing out the best practices adopted by winners, to inspire other companies to bring about a change in the environment.

After being actively involved in the Bruhat Bangalore Mahanagara Palike’s ‘Wake Up Clean Up Bengaluru’ campaign, BCIC intends to play a significant role in reducing and managing solid waste in the city, the release added.
