SC issues notices to municipal bodies on plastic waste

Observing that amount of plastic waste in the country has become “frightening”, the Supreme Court today issued notices to municipal commissioners of Delhi, Bangalore, Chennai, Agra, Jaipur and Faridabad on its management and disposal.

A Bench, headed by Justice G S Singhvi, also issued notices to Pollution Control Boards at the Centre and all States to file their responses on the way plastic waste is being handled by the authorities after the Centre submitted that 15,342 tonnes plastic waste generated per day.

The court granted four weeks time to them to file their responses and posted the case for hearing on May 3.

The Centre told the Bench that 40 per cent of the total plastic waste generated per day remain uncollected and littered.

Expressing shock over the figure, the Bench said, “The data is frightening and steps needed to be taken as the plastic waste will affect not only this generation but generations to come.

“We need to call upon the Central and State Pollution Control Boards to submit their reports on the compliance of rules for disposal of plastic waste,” the Bench said.

The Bench said that it will first examine the plastic waste disposal system in six cities——Delhi, Bangalore, Chennai, Agra, Jaipur and Faridabad——and issued notice to their Municipal Commissioners to file their responses.

“On the basis of the survey conducted in 60 major cities, the total quantum of plastic waste generated in the country is estimated to be 15,342.46 tonnes per day and out of that 9,205 tonnes are recycled and rest 6,137 remain littered,” the Centre told the Bench.

The Tripunithura Municipality has decided to implement waste management proposals introduced in the 2013-14 annual budget this month. According to the municipal authorities, discussions are progressing in this regard under the aegis of the Health Department.

As part of the decision, the proposal to grant cash awards and certificates to hotels and flats that treat waste properly will be implemented soon. “A  monitoring committee has been formed to implement the proposal. The  committee will divide the hotels in the area into three categories taking account of its infrastructure capacity. Flats will be considered as another category. Each category will be given grades based on their efficiency in waste management. The committee will also conduct monthly inspection at flats and hotels. The hotels and flats that bag highest grades will be given the awards,” said S Vidyadaran, health supervisor, Tripunithura Municipality.

He added that the municipality will suggest perfect waste-treatment systems at hotels, flats, private firms, public firms that lacks one.

“The `1 lakh earmarked in the budget will be used to implement the project. The committee has fixed the first prize at `10,000. The second and third price will be `5,000 and `3,000, respectively, to each category,” he added.

Moreover, the committee will encourage the treating of waste at its source in the municipality. “In the pilot project, as many as 4,000 pipe composts will be distributed. A catalyst will also be suggested to speed up the waste treatment in the pipe compost,” he said.

He added that solid food wastes from the houses will be collected and taken to the Brahmapuram waste treatment plant.

 “Residents will have to pay `1 for taking one kg waste. The municipality is searching for land to set up waste dumping yard,” Vidyadaran added.

Protest against A2Z continues, memo submitted to DC

Continuing its protest against the garbage lifting company, A2Z, Valmiki Samaj Bachao Andolan on Monday submitted a memorandum to the Deputy Commissioner requesting him to deal with the matter on a priority basis.

Surinder Kalyan, chief, Valmiki Samaj Bachao Andolan, said, "We have asked DC to forward the memorandum to CM Prakash Singh Badal immediately so that our jobs can be saved."

Opposing the door-to-door garbage collection from the entire city, VSMA has been holding continuous protests against the company for past many months.

Kalyan added that "protests can also take an ugly turn if MC does not listen to our demands".

At present, the company is lifting garbage from more than 25 wards while from the remaining wards, members of the Samaj lift the garbage from homes and dump it at the dumping grounds marked by the MC, from where A2Z lifts the garbage and takes it to the main dumping ground.
