BBMP meet on solid waste management today

BANGALORE: City dwellers will soon be made to cough up more for garbage disposal, if the proposals of the finance and taxation committee of BBMP are approved.

The proposal of charging a cess for garbage will soon be implemented if it gets the approval of the council and the state government.

The committee has scheduled a meeting on Tuesday to examine proposals on solid waste management. The process of initiating the tender process will be discussed and there will be review proposals on garbage disposal.

Chairman of the committee, PN Sadashiva, said that the proposals would have to be reviewed by the committee and then would be sent to the council to be discussed and approved. After this, it will be sent to the government for approval and only then will BBMP be able to float tenders.

He said that the committee would also discuss the proposal of inviting wardwise tenders.

On the implementation of garbage cess, Sadashiva said that the cess was implemented during SM Krishna's tenure as chief minister, but did not work as there was no proper implementation.

He said that there were prescribed rates for homes depending on the size of the homes and other factors. He said that health inspectors were also entrusted with the collection of money.

Sadashiva said that there were JNNURM guidelines that money should be collected for such services. He said that the committee would also discuss the issue of garbage contractors.

BELLARY: The general body of the Bharatiya Janata Party-controlled city corporation, which met here on Saturday, gave its unanimous approval for the action plan for utilising the Rs. 2.55 crore released under the 13th State Finance Commission. Mayor Noorjahan presided over the meeting.

The action plan has accorded top priority to solid waste management and cleanliness by allocating Rs. 63.81 lakh, including Rs. 30 lakh for purchase of 10 auto tippers for collection and transportation of garbage from the city to the compost yard, Rs. 20 lakh for purchase of 40 containers and Rs. 13.81 lakh for a tractor-mounted road sweeping machine.

Another Rs. 63.81 lakh has been earmarked for the construction of storm-water drains at various places. Of this, Rs. 38.28 lakh will be used for the installation of streetlights and Rs. 25.53 lakh for development of parks and afforestation.

The action plan envisages improvement of drinking water supply by way of constructing overhead tanks and ground-level reservoirs in a few places and laying of water pipelines in various wards at a cost of Rs. 25.53 lakh.

The plan has earmarked Rs. 25.53 lakh to extend the underground drainage system to the area near the APMC here and the municipal workers colony. Another Rs. 25.53 lakh has been set aside for development of park and planting of trees in Beechi Nagar, Havambavi area and improvement of the Dr. Rajkumar park and the ones in municipal employees colony and Gopalgoud Nagar second stage.

The civic body plans to spend Rs. 12.76 lakh on furnishing the municipal offices and the meeting hall.

MLA and chairman of the Karnataka Milk Federation G. Somashekar Reddy and MP J. Shanta were present.

Mumbai:  The Mumbai Metropolitan Region Development Authority (MMRDA) is planning to set up a solar park along with the Common Regional Landfill Site on the 117-hectare plot at Taloja. Apart from the solar park, the MMRDA that has surplus land in this area also wants to utilise it for organic farming.

According to MR Shah, Principal Advisor to the MMRDA’s Solid Waste Management Cell, the processing unit at the landfill site would take up 17 hectares and development of other infrastructure would take another 25 to 30 hectares. “The landfill site will be progressively occupied. The processing unit will be set up in 17 hectares. There is surplus land in hand and we want to use it for solar park and also organic farming as compost if freely available,” said Shah. He added that huge land cost is the major deterrent for setting up a solar park in most case, since there is zero land cost here it is easy to set it up. The MMRDA is still working out the exact area where the solar park will be set up.

“We have made a survey on the Taloja plot and the sun yield is good to set up a solar park. It receives 200 days of continuous sun rays as per the requirement,” Shah said. 

Solar parks are being set up in Patan, Gujarat where the state government is in talks with Asian Development Bank (ADB) and International Finance Corporation (IFC)  to fund its most ambitious project to promote solar energy on a 3,000-hectare plot, and it has also been set up in Haldia, West Bengal on 250 hectare plot. 

The power generated from the park would either be hooked back in the grid as per the norms or will be utilised for the running of the processing unit.

Meanwhile, the MMRDA is also keen on organic farming. “There is a new trend that we have seen. Organically cultivated crops fetch 20 per cent more cost as they are chemical free. The developer is free to choose on cultivating or giving it to someone else,” Shah said.
