KOLLAM: Labour Minister P.K. Gurudasan on Thursday commissioned a Rs.30-crore garbage treatment plant of the Kollam Corporation at Kureepuzha.

He said the plant, included under a scheme of the Kerala Sustainable Urban Development Project, was constructed in a time bound manner taking into consideration the requirements of the city.

The Minister said under the LDF rule, various development projects had been implemented in the city. Development works of Kollam Canal was in the final stage and many schemes for easing traffic congestion were are also being implemented.

In his presidential address, Mayor V. Rajendrababu said the garbage treatment plant was a dream project of the city. It would bring lasting solution to one of the biggest problems faced by the city. He said the Corporation would be constructing two more such plants at Eravipuram and Kilikollur.

The plant can process 40 tonnes of garbage a day. A good portion of it will be converted to organic manure. Health Standing Committee Chairperson of the Corporation Prasanna Earnest welcomed the gathering.

Work on waste treatment plant at Sabarimala to begin soon

Thiruvananthapuram: Minister for Water Resources N.K. Premachandran on Wednesday said work on a waste treatment plant at Sabarimala would begin this festival season.

He told the Assembly during question hour that the Rs.29-crore project would come up before the next meeting of the Cabinet for administrative sanction.

Minister for Devaswom Kadannapally Ramachandran informed the House that the government was awaiting the report of a survey for the construction of a ropeway at Sabarimala.

Answering a question raised by Aisha Potti, he said the ropeway would begin at the Pamba Hilltop and end before the police mess at the Sannidhanam. He said Rs.3 crore had been sanctioned for the renovation of temples under the Malabar Devaswom.

Labour banks

Minister for Local-Self Government Paloli Mohammed Kutty said the government would encourage labour banks to tide over the shortage of labourers for farming. Mr.Kutty said the local bodies had been directed not to grant approval for houses constructed on land reclaimed from paddy fields within the last 10 years.

Minimum wages

Minister for Fisheries S.Sarma said moves were on to introduce minimum wages for peeling workers. He said a decision would be taken after a committee set up for the purpose submitted its report to the government.

Home Minister Kodiyeri Balakrishnan told the House that an amount of Rs.96.11 crore had been levied from the public as fine for various traffic offences since the government assumed power.

In a written reply, he said no target had been fixed for police stations to register petty cases on violation of traffic rules. Replying to another question by P.K. Abdurab, he said 22 police officials had been given permission to act in films and TV serials. He explained that the permission was issued on the basis of a declaration that the officials would not accept remuneration and that the filming would not affect their official duty or public interest.

Master plan to manage waste

 

BANGALORE: The state government on Wednesday submitted the detail action plan report to the Lok Adalat on establishing Effluent Treatment Plants (ETPs) in the state hospitals.

Subir Hari Singh, Additional Chief Secretary, and Sarojamma, under secretary, Department of Health and Family Welfare, had filed separate affidavits before the Lok Adalat on July 23 on the action taken to treat bio-medical liquid waste.

The government stated that the master plan for the treatment of bio-medical liquid waste at 144 taluk hospitals, 182 community health centres and 19 district hospitals will be taken up at a cost of `5.5 crore.

The Department of Health and Family Welfare stated that the Karnataka Health System Development and Reforms Project will undertake the works. It also said that tenders had already been invited.

Solidwaste management

Singh has stated that the Commissioner of Municipal Administration has evolved a scheme of Integrated Solid Waste Management for 218 urban local bodies in the state.

His report states that the project, comprising of segregating, storing, collecting, transporting, treating and disposing solid waste, is being implemented under the 11th Finance Commission.

According to  this scheme, hospitals, nursing homes, clinics, dispensaries, pathology laboratories and blood banks are responsible for collecting, transporting and disposing bio-medical waste they produce. It states the urban local bodies will take steps only to provide land for the development of bio-medical waste treatment and disposal facility.

While a few municipal corporations have already identified land for disposing waste and for slaughter houses, others have been instructed to identify suitable land after  consulting the pollution control board.

 The BBMP has issued instructions to industries and slaughter houses in the city to set up treatment plants and stated that trade licence of those failing to comply would be cancelled.

The government stated before the Lok Adalat that presently, the Palike is handling bio-medical waste in six referral hospitals, 29 maternity homes and 45 daycare centres, out of which all the referral hospitals and maternity homes have established ETPs and they were running  satisfactorily. It also said that the liquid waste generated in the three slaughter houses, coming under the BBMP limits, was being treated in ETPs.
