MCC to tom-tom tax defaulters

To rein in tax evaders, the Mysore City Corporation (MCC) is planning to tom-tom the defaulters.

This was disclosed by Chairman of Tax, Finance and Appeal Standing Committee B L Bhyrappa to a delegation of citizens under the banner of Association of Concerned and Informed Citizens of Mysore (ACICM), here, on Tuesday.

Bhyrappa said, he has already instructed the revenue wing of the local body to vet into the arrears from different establishments like industries, marriage halls among others. In case of any failure in executing the plan, the assistant commissioners of respective nine zonal offices will be held responsible.

Earlier, convener of ACICM M Lakshmana appealed to Bhyrappa to bring all possible revenue sources, including government buildings (both State and Centre) into the ambit of tax.

Lakshmana pointed out that despite provisions to government buildings, they have been omitted from the ambit of tax. If not all government buildings, at least profit making government office buildings could be made to cough up tax. Lakshmana cited the example of the railway buildings in the city.

Most importantly, the MCC could get richer at least by Rs 50 crore if the civic body plans to collect tax from 40,000 houses in 15 layouts developed by the Mysore Urban Development Authority (MUDA) alone. That apart, there are 40 more private layouts, including revenue layouts, that could fill the MCC coffers further.

Lakshmana urged Bhyrappa to look into the complaints of 12 prominent places in the city where tax is not being paid according to self-assesment scheme (SAS).

Revision in tax

Bhyrappa reiterated that the new property tax will come into effect only from the next financial year.

This follows Lakshmana’s reminder to Bhyrappa for a customary hike of 15 per cent in property tax from the next fiscal (2014) in the gamut of law. Lakshmana said, following the recent meeting on the move to hike property tax, there is an apprehension among the people anticipating an immediate hike in the tax slab. According to the gazette notification in the year 2005, the new tax slab came into effect under SAS, with a rider of automatically increasing the property tax up to 15 per cent once in every three years. After the previous hike in the year 2008 and 2011, the hike is due in the next year.

KANPUR: A sum of Rs 2.34 lakh was collected as tax during a camp at Aryanagar in ward 22 of zone 4 on Friday.

The officials received 13 complaints regarding revenue, engineering, streetlight, sanitation, Jal Sansthan and garbage lifting during the public redressal camp. Nine complaints were settled.

Meanwhile, more than 1,200 challans have been issued under Nagar Nigam Act-1959 and Plastic Act. An anti-encroachment drive was also carried out.

The civic officials warned that the teams would confiscate the goods displayed on footpaths.

KMC takes tech route to curb property tax evasion

KOLHAPUR: The property tax department of the Kolhapur Municipal Corporation (KMC), which is struggling to generate revenue, will start mapping properties in the city based on Geographic Information System (GIS). The KMC could generate revenue worth Rs 10 crore, which is just 20% of the target, in the first six months of the current financial year. KMC officials said GIS mapping could curb property tax evasion by bringing transparency into the system.

The KMC will start mapping properties from the C ward in the first phase, which will be rolled out in the end of November. "We completed the survey of the households recently, according to which there are 1.26 lakh properties in the city. The commercial, residential and institutional properties have been surveyed and the data generated through the survey will be incorporated in the GIS-based maps along with the photographs of the properties," said estate officer Sanjay Bhosale.

According to the system, every property will be given a unique identity number. Once the number is fed into the system, information unearthed by the survey such as the corresponding house number, detailed address and owner's name as well as electricity and water connection numbers, built-up and carpet area, number of floors and year of construction will be made available to assess the property tax.

KMC systems manager Nazia Mullani said, "The GIS mapping system not only covers properties, but also has data related to trees, temporary structures and municipal as well as other service utilities. It also helps in better urban planning and effective implementation of developmental schemes by providing exact measurements, size and location of buildings. It would give a clear picture of illegal encroachments and other violations."

The KMC has set a target of Rs 41 crore as revenue generation from the property tax department. The mapping of properties and proper assessment of tax will help to achieve the target.
