KMC to deliver house tax bills from next week

KANPUR: House tax bills would be delivered to the residents from next week.

The bills would be in accordance with the new tax which is 10% more. According to sources, more than 4.5 lakhs bills have to be sent to the people.

Additional municipal commissioner Uday Narayan Tiwari stated that delivery of bills would commence from next week and by July 15 all the bills would be delivered.

The state had increased 10% in current financial year. Initially municipal corporation had proposed to enhance house tax at the rate of 15%. But corporators and local residents had opposed it.

The matter was referred to the state government it had decided to enhance house tax in Kanpur at the rate of 10%.

Tax payers wait for July every year as municipal corporation used to announce a rebate of 10% on house tax payments. For that, KMC used to deliver bills in June every year.

A resident of Swarupnagar said that KMC had to extend the date of rebate as residents would need at least 30 days in depositing the house tax.

People can soon pay their property tax at banks and avoid going to BBMP help centres to pay the taxes.

Speaking to reporters on Tuesday, BBMP Commissioner M Lakshminarayana said the civic body planning tie-ups with banks.

“We have already tied up with a few banks and talks are going on with other banks. Tax can also be paid online,” he said.

He also said that every year, people are made to fill Self Assessment Scheme (SAS) forms at ward offices before paying their tax.

“From now on, we are planning to consider prevent filling SAS forms until there is any change in their buildings or BBMP revises tax. Thus, they need not have to come to ward offices,” he said. The public can also pay through DD or pay order. “Paying tax through cheques will be discontinued. There are around 170 BBMP help centres across Bangalore. “When everything can be managed online, including getting receipt, there is no need for such centres. We will merge the staff working in these centres at the ward offices. Thus, the ward offices will get additional staff who can be deputed to revenue offices,” he said. 

Earlier,  ruling party leader Nagaraju suggested that no official should be allowed to work at the same place for more than three years.

He was referring to the recent incident in which  tax collectors at Herohalli sub-division at Rajarajeshwari Nagar zone were involved in alleged irregularities.

The Commissioner said, “I will get the list of those people and transfer the staff who are working in the same ward office for more than three years,” he said.

Bill collectors to issue notice, collect property tax on the spot

Come July, property owners in parts of Hubli-Dharwad can paying property tax at their doorstep. In a first-of-its-kind initiative, the Hubli-Dharwad Municipal Corporation (HDMC) will launch door-to-door collection of property tax from July 1.

Bill collectors appointed by the corporation will visit houses and issue notice for the annual property tax. Earlier, notice to defaulters was issued manually in the first three months of the financial year.

However, the corporation faced problems in collection due to lack of manpower.

From July, point-of-sale (POS) machines will be provided to bill collectors who will not only issue the tax notice but also collect the money and issue receipts to property owners.

Three bill collectors, who are ward clerks of the HDMC, have been trained to use the POS machines. Two of them will make visits in Hubli and one will do the same in Dharwad.

Under the new system, tax will be computed as per database records. Taxpayers can make the required payment to the collectors in cash on the spot, which will be posted to their khata (property tax account). Failure to pay taxes would lead to the issuing of warrants and confiscation of property.

HDMC Joint Commissioner Veerendra Kundagol said, “This project will prove beneficial in two ways. First, the notice issued by collectors will be acknowledged by the recipient immediately, thus avoiding miscommunication. Secondly, it will take care of the procrastinating attitude of the public.”

Mr. Kundagol claimed that often there was a conflict between the authorities and the public, as the latter failed to receive notice or got it late. The new system would put an end to such discrepancies. He was confident that it would accelerate tax collection, and thereby increase investments in developmental projects.

Currently, three PSO machines procured from a local vendor will be used. The authorities are confident about the success of this project and plan to launch it on a larger scale if they receive a positive response.

The HDMC achieved a record collection of property tax during the previous financial year, with a collection of Rs. 32.6 crore.

This year it plans to collect Rs. 35 crore to Rs. 36 crore. By May-end, the corporation had already collected over Rs. 10 crore.
