SHGs, NGOs boost tax collection

PUNE: The Pune Municipal Corporation's decision to involve women's self-help groups (SHGs) and NGOs in distribution of property tax bills has helped increase the collection by three times this year as compared to the previous fiscal.

"The civic administration wants to improve bill distribution so that more citizens pay their bills on time. So, a target-based system for bill distribution has been set up wherein the NGOs and women self-help groups have been engaged to carry out the work," said Hemant Nikam, the head of PMC's property tax department.

Nikam said that over 400 people, including women from SHGs, have been assigned the task of distributing bills. Each individual has been asked to meet the target of 500 bills a day. The civic body maintains a record of the distribution where they also cross-verify the details. The PMC has to distribute 7.5 lakh bills out of which 6.5 lakh bills have already been dispatched.

Nikam said that the department has mopped up three times more revenue in April than last year, due to proper bill distribution.

Nikam said that the number of bill submissions have also increased three-fold. In April 2012, the civic department had earned about Rs 40 crore whereas in April 2013, the department mopped up Rs 117 crore. Also, tax for nearly 61,000 properties was paid in April 2012, while the number has gone up to 1.61 lakh in April 2013.

For the civic body, property tax is one of the main sources of revenue. The department handles the billing and collection of property tax on residential, commercial, plots and other types of properties - held privately or by the government (state and central) - within the PMC limits.

Property tax is the tax charged on immovable or tangible real property, such as land, buildings and any permanent improvement. Based on PMC's assessments, all property holders are expected to pay the taxPMC assesses all residential and commercial properties situated within its limits

. Property tax may also include basic house or building tax plus service taxes such as street tax, and conservancy or scavenging tax. The tax is collected either half yearly or annually.

The Bruhat Bangalore Mahanagara Palike’s (BBMP) tax collection has taken a hit with most revenue officials posted on election duty.

According to BBMP’s Deputy Commissioner (Revenue) I. Ramakanth, the civic authority had garnered only Rs. 305 crore so far.

The BBMP started collecting tax for the 2013-14 fiscal from April 1. With a five per cent rebate on till April 30, many citizens are keen on paying their property tax but compared to last year, the tax collection has dipped. Last year, the BBMP had created a record of sorts by collecting Rs. 410 crore during the same period. This clearly shows that the elections have affected the BBMP’s revenue generation.

With most revenue officials posted on election duty, people have been complaining of being unable to pay their taxes at the BBMP’s help centres across the city.

While Mr. Ramakanth claimed that BBMP’s essential services have not been affected, a revenue official, on the condition of anonymity, told The Hindu that some help centres were closed on Saturday as many officials on election duty were at a training session. “Tax collection is routine work, election work is our national duty. This takes precedence over routine work,” he said.

Mr. Ramakanth said that citizens need not go to the BBMP’s help centres to pay tax. “Property tax can be paid at BangaloreOne centres and online,” he said.

Meanwhile, sources said that the BBMP had written to the government seeking permission to extend the five per cent rebate till the end of May.

Failure to collect the huge property tax dues in respect of the buildings belonging to the central and state governments has led commissioner and director of municipal administration (CDMA)  B Janardhan Reddy to ask the commissioners of the municipal corporations in the state to make all-out efforts to recover the dues immediately.

The CDMA dashed off letters to the commissioners of the municipal corporations of Visakhapatnam, Rajahmundry, Guntur, Anantapuram, Warangal and Hyderabad. He asked them to expedite collection of the property tax dues from the central and state governments.

The cumulative dues of tax on government buildings in the the above-said cities are to the tune of Rs 188.76 crore.

The urban local bodies (ULBs) have been able to collect property tax dues successfully from house-owners through various means and the CDMA wants the same strategy to be adopted for government properties as well in collecting the property tax dues.

The CDMA reminded the municipal commissioners that property tax was the main source of income to municipalities and corporations, and the money is spent for the overall development of the city or town concerned by the local body.

The dues from the central and state governments’ properties to the municipal corporations are Visakhapatnam (Rs 27.19 crore), Rajahmundry (Rs 47.50 crore), Guntur (Rs 29.04 crore, Anantapuram (Rs 44.06 crore), Warangal (Rs 25.52 crore) and Hyderabad (Rs 15.42 crore). The total dues are more than Rs 188.76 crore.

The CDMA has issued instructions to the municipal commissioners to take personal attention and ensure that the dues were collected at the earliest.

Letters should be addressed to the departments concerned frequently and a few officers in the cadres of rewvenue officer, town planning officers be entrusted with the task of collecting the dues.

If there is a lack of coordination between the ULBs and the departments concerned on recovering the huge property tax dues, the municipal commissioner should inform the district collectors concerned through letters.
