GHMC to go after 5 lakh property tax defaulters

After collecting a record property tax collection of more than Rs.750 crore, the GHMC has announced its intent to go after the chronic defaulters of about five lakh property owners. At the same time, the top brass also promised to ‘incentivise’ early tax payers.

A rebate of five per cent property tax was to be given to citizens paying the entire year amount before April 30 as per the proposed changes to the GHMC Act by the Municipal Administration & Urban Development Department.

Officials clueless

But, with less than 10 days left for the month to end, municipal officials have no clue about the status of the incentive or even whether the changes to the Act have been made or not.

Earlier, it was announced that the amendments to the Act would be passed during the ongoing budget session of the Legislative Assembly.

None in the senior position is able to say whether the bill cleared by the Cabinet has been passed or not.

“We have to find out. Even otherwise we can announce any tax incentive to the early birds after a government order is issued through a gazette notification,” say senior officials.

They were also not sure whether the incentive time line would be extended beyond April end.

“Usually, any deadline comes into effect only after we have issued the demand notice for the year. Since, we are in the process of issuing demand notices from next month only, there is a chance of the incentive being made applicable for June end,” they claim.

Citizens in a fix

However, the officials are not willing go on record and want to wait till Commissioner M.T. Krishna Babu returns from his China trip. In the meantime, citizens have been calling up newspaper offices enquiring about the tax incentive. “We read about the five per cent rebate for early tax payers. Is it on?,” wondered Herman Papali.

A time limit of 90 days from the commencement of half year for payment of property tax without levying a simple interest and 100 per cent tax penalty on unauthorised constructions are also among the proposed changes.

VADODARA: Vadodara Municipal Corporation (VMC) that will begin issuing tax bills in the coming months has asked its officials to take a series of steps to ensure that the process is free of glitches. In the past, the process has been marred with errors and, in some cases, delays.

The VMC collects property tax and other charges from persons holding property in the city in advance every year. The bills for these are issued at the same time. Sources said the officials have been asked to ensure that citizens get the tax bills with a round seal mentioning the number of the ward in whose precincts the property is located. There are still several properties that are located in a particular ward, but get the bills from another.. tnn

The officials have been asked to ensure that any dispute regarding assessment of tax is resolved within a fortnight. They have also been asked to ensure that all debit or credit card swiping machines are in order and functioning during the process. Ensuring this and other facilities like cheque drop boxes will be the responsibility of ward officers.

Credai to decide policy on paying lumpsum LBT

NASHIK: Even as the preparations by Nashik Municipal Corporation (NMC) to introduce Local Body (LBT) have gathered momentum, the Confederation of Real Estate Developer's Association of India (Credai), Nashik, has said that it will soon decide its policy on option of paying LBT on total construction.

On March 26, the Bombay high court had directed the civic administration to implement LBT within eight weeks. The deadline ends on May 20 and LBT is expected come into effect from May 21.

The NMC has already made it clear that it would implement LBT in city as per the Central government's guidelines.

After the introduction of LBT, city builders and contractors undertaking construction work within the municipal limits shall registered themselves with the civic body.

They will have the option of either paying LBT on the value of goods imported into the city limits for construction or making lump sum payment of LBT on total construction.

Speaking to TOI, Kiran Chavan, president of Credai, Nashik, said, "Builders have been given two options. But there is no clarity on the option of paying lump sum LBT on total construction. We will soon discuss the issue at the meeting of Credai office-bearers shortly and decide the policy in this regard."

In case of paying lump sum amount, the builders will have to pay LBT of Rs 100 per sq mt for construction up to four floors (where the building is without a lift), Rs 150 per sq mt for construction up to 7 floors (building with a lift) and Rs 200 sq mt for construction of high-rise buildings above seven floors.

A senior NMC official told TOI, "The LBT is to be introduced in the city as per the guidelines of the state government. We have started preparations for the LBT which is to be introduced in the city from May 21. Besides, we are also focusing on the recovery of octroi which will be replaced by the new tax system."
