Civic body to prepare its employees for local body tax

NASHIK: The Nashik Municipal Corporation (NMC) is all set to introduce the local body tax (LBT) in the city and will soon train its employees to make them aware of the provisions of the tax which, according to the Bombay high court verdict, is to be implemented within seven weeks from now. The civic body is also planning similar workshops for the traders and industrialists.

On March 26, the Bombay high court had directed the civic administration to implement of the LBT within eight weeks. The deadline ends on May 20 and the LBT is expected come into effect from May 21.

"As LBT is a new concept, we need to train our employees on its provisions and other details. The senior officials will impart the training but the structure of the programme is yet to be finalized. We can expect it to begin in May," said a senior NMC official.

Speaking on the NMC's octroi department, he further said that around 400 employees in the department and 100 employees outsourced from private firms might be shifted to the LBT department. "We have still not decided on the number of employees we will need for the LBT department. The employees from the octroi department will be shifted as per requirement," he said.

In June 2012, the state government had issued a notification to introduce LBT in Nashik with effect from July 1, 2013. Maharashtra Navnirman Sena corporator, Gulzar Kokani, and Shiv Sena's Sudhakar Badgujar, leader of the opposition in the house, had then challenging the decision of the state governmentto introduce LBT in Nashik

About 300 cheques for Rs 2 crore issued by house owners towards payment of property tax to the Greater Hyderabad Municipal Corporation for the recently- ended financial year 2012-13 have bounced.

The GHMC has decided to initiate legal action against the ratepayers whose cheques  bounced. In the meanwhile, it has engaged  a private consultant to recover money from the defaulters.

GHMC is contemplating not to entertain cheques hereafter and to insist on DDs, cash and other mode of hassle-free payments.

Besides lack of sufficient funds in their bank accounts, several cheques bounced due to incomplete signatures, overwriting and corrections to signatures without making counter-signatures. The bankers rejected such cheques.

Speaking to Express, additional commissioner (finance) K Ashok Reddy said  the consultant would serve notices on the owners, whose cheques bounced, under the  Negotiable Instruments Act. A 15-day-time will be given to them to clear their dues  with penal interest. If they fail to do so within 15 days, criminal cases will be registered against them for issuing cheques which were dishonoured for lack of funds in their bank accounts.

Actually, 2,414 cheques to the tune of Rs 9.10 crore bounced but, after stern warnings, the corporation recovered over Rs 7 crore from 2,162 property-owners.

A few hundred more cheques, which were issued on the last day (March 31) of the financial year, are yet to be cleared. GHMC will wait for a few more days for their clearing and credit of the money into its account. GHMC anticipates bouncing of some more cheques.

In the last four years since 2009-10 nearly 12,600 cheques, issued for Rs 43 crore towards payment of property tax to the GHMC, have bounced. Of that, the civic body has been able to recover Rs 33 crore from about 11,000 defaulters through the consultant.

PCMC lists items exempt from local body tax

PUNE: The Pimpri Chinchwad Municipal Corporation (PCMC) has taken the lead in making clear which items will come under the local body tax.

Several essential items and goods such as cereals, wheat, rice, flour, pulses, bread, vegetables and fruits, milk and curd are exempt from local body tax (LBT), the civic body has said.

On Friday, it issued public notices in several newspapers to clear doubts. Speaking to TOI, municipal commissioner Shrikar Pardeshi said several essential goods are exempt from paying LBT, but many traders are unaware of it. "They are unnecessarily worried that they would have to pay LBT and are protesting. They should see the list of goods that are exempted from LBT," he said.

The civic body has informed citizens that information about goods exempt from LBT is on the website www.pcmcindia.gov.in.

Meanwhile, citizens went through hardships on the fifth consecutive day because of the traders' protest. Citizens complained that vegetables are being sold at exorbitant prices. Bapu Gore of Chinchwadgaon said, "The vegetable market of Chinchwadgaon is closed. People are buying vegetables at exorbitant prices. There is shortage of milk as most shops are closed."

Anand Shinde of Akurdi said that besides facing problems in getting groceries, milk and vegetables, pre-paid cellphone users are facing difficulty in recharging their instruments as shops and general stores are closed.

Nagari Hakka Suraksha Samiti (NHSS) held an agitation in Pimpri against the exploitation of people by traders. Citizens were being harassed by traders, the samiti said. It has demanded that citizens get essential goods. Manav Kamble, president of the samiti, said, "Our organisations will give protection to small hawkers, stall holders and shop owners willing to sell essential goods to citizens," he said.

The traders' association continued their protests in Pimpri outside the PCMC main building. Shiv Sena MP Gajanan Babar and president of the Federation of Association of Pimpri Chinchwad appealed to them not to register for payment of LBT. He warned that the agitation could get violent if the state government does not take notice.
