'Recover property tax revenue loss from staffers'

NAGPUR: Standing committee chairman of Nagpur Municipal Corporation (NMC) Avinash Thakre has strongly reprimanded city engineer Sanjay Gaikwad for harassing citizens over a property tax case. He also told Gaikwad that if he felt that NMC had incurred a loss due to wrong assessment then he should recommend that this should be recovered from the employees concerned.

Fourteen property owners of Deshraj Layout, Jaripatka, had been directed by the then Asi Nagar zone commissioner Rajesh Karade to pay tax with effect from 1970 even though they had already paid it till 2008. Strangely, many of their neighbours did not get demand notes with retrospective effect. The affected citizens claim that many of their neighbours had paid bribes to NMC staffers.

Gaikwad simply rejected the appeal without assigning any reason in August 2012. The citizens led by consumer activist Shankar Gulani met municipal commissioner Shyam Wardhane in November who agreed that grave injustice had been done to them and ordered Gaikwad to hold another hearing. However, the official is yet to decide the case.

When these citizens went to meet Gaikwad on Monday, he was in Thakre's chamber. Some of them urged Thakre to help them. This TOI reporter was also present there.

After going through the case, Thakre asked Gaikwad the reason for not passing an order. At first, the officer said some of the residents had been occupying the property for several years but did mutation in 2008. Thakre pointed out that reassessment could not be ordered on this count. Gaikwad then said the assessment had been done as per rent chart, whereas it should have been done on the basis of area. He also claimed that he had not overruled Karade's order as both were of equivalent rank.

The standing panel chief then lost his cool. "Whose fault is it if the assessment was not done properly? How can you harass citizens for the fault of our people? If you feel that NMC has incurred loss then recommend it in clear letters that the amount should be recovered from the employees concerned and send this to your senior officer for further action."

The citizens also told Thakre about harassment by Asi Nagar zone officer Prakash Warade following which the chairman has convened a meeting of Warade, ADMC Ravindra Kumbhare and Gaikwad on Tuesday morning.

It's matter of attitude

Many NMC officials are accused of insensitivity towards citizens but rarely a journalist gets an opportunity to witness such behaviour. This TOI scribe had also seen the Jaripatka residents first meet additional deputy municipal commissioner (ADMC) Ravindra Kumbhare over Gaikwad's non-compliance of Wardhane's directives.

Kumbhare told them that if Gaikwad did not follow his orders then there was nothing he could do. "He is not my junior. Please take up the issue with the municipal commissioner," Kumbhare asked the residents.

Kumbhare is senior to Gaikwad and even if the latter is not directly working under him he has to obey Kumbhare's directives in property tax cases.

Property tax for New Town soon

KOLKATA: Residents of Rajarhat New Town have been complaining of the lack of civic amenities in the township. Their worries can now be put to rest. On Monday, the state cabinet cleared the proposal to enact the New Town Kolkata Development Authority (Amendment) Bill, 2013 that will allow the authority to function as a municipality.

The urban development department will now prepare the draft for the proposed amendment bill to be placed at the next assembly session. Once approved, the civic body will not only be able to collect property tax from the residents but will also provide civic amenities to them.

This apart, the cabinet also passed a proposal to acquire 5.76 acres of land at Chakpachuria mouza in Rajarhat New Town for development of civic amenities like roads, sewerage and drainage and water supply.

State urban development minister Firhad Hakim said that by bringing this amendment bill, New Town Kolkata Development Authority (NKDA) will get a municipal structure and act as a municipality for New Town.

On January 1, 2009, NKDA was formed after the New Town Kolkata Development Authority Act, 2007 was passed by the state legislature. The purpose of the authority was to provide planned development and civic services to Rajarhat-New Town residents. At present, NKDA acts as the local civic body for the township, but Rajarhat New Town does not fall under any municipality or corporation.

Residents are, however, not satisfied with the services. "There is an overall lack of civic amenities in New Town. While garbage is seen piled up in many places, car parking is a big problem. The quality of water has been a long standing problem and the sewerage and drainage system is yet to be fully developed," a resident of the township said.

Taking into consideration the inconvenience faced by the people, the state urban development department had mooted the proposal in the cabinet to allow NKDA to assess, levy and collect property tax from residents of Rajarhat New Town. However, the proposal was deferred since the chief minister wasn't sure if an authority could function as a municipality. The department was then asked to work on proposing some amendments in the NKDA Act so that the authority could be entrusted with the responsibility to act like a municipality or corporation and be able to collect tax. The move has been welcomed by the residents.

The proposal to acquire 5.76 acres of land at dag number 1,365 and 1,366 (P) of Chakpachuria mouza will also give a boost to the township. The land will be used for development of internal road network, sewerage and drainage and water supply system.

Though Hidco authorities were tightlipped about the land acquisition proposal, Hakim said that the land was already in the possession of Hidco and that no fresh acquisition was required. Officials said that there was no problem in acquisition of land for any public interest project.

Presently, though NKDA acts as the local civic body, Rajarhat New Town does not fall under any municipality or corporation and residents of the township do not pay property tax to the government.

HYDERABAD: Buoyed with the record Rs 1,890 crore revenue collections, especially property tax, Greater Hyderabad Municipal Corporation (GHMC) commissioner MT Krishna Babu has announced a three-month special drive (April-June) to bring under-assessed and un-assessed properties into the tax net by using technologies like Google Maps.

Addressing the media at a joint conference with mayor Mohd Majid Hussain here on Monday, the GHMC commissioner said priority would be given to improve civic infrastructure under the Greater Hyderabad Development Project with the additional Rs 179 crore collected over last year's revenue. He said priority would be given to localities where tax collection was high. tnn

Though the GHMC had a windfall, 4.92 lakh of the total 13 lakh assessed properties, mostly residential, had not paid property tax in the 2012-13 financial year which ended on March 31.

The highest number of defaulters, 76,802 properties, was in circle IV (Charminar) areas like Saidabad, Chandrayangutta, Old Malakpet, Dabeerpura, Uppuguda and Rein Bazaar followed by 46,702 defaulters in Circle VII (Khairatabad) areas like Ahmednagar, Mangalhat, Tolichowki, Vijaynagar colony and Red Hills. Another 44,588 property owners have not paid property tax in Circle V (Charminar) areas like Hussaini Alam, Falaknuma, Begum Bazaar, Puranapul and Shah Ali Banda, he said.

"A list of top 1,000 property tax defaulters will be posted on the GHMC website () by April end after revising details. With regard to cheque bounce cases, property owners will be given time till April 5 for payment in the form of demand drafts. If they do not make payment, legal notices will be served on the property owners," Krishna Babu said.

Mayor Mohd Majid Hussain said the corporation had earned Rs 1,890 crore record revenue from various wings, including Rs 779 crore property tax, Rs 515 crore from the town planning wing, Rs 158 crore from BRS, Rs 26 crore for trade license receipts and Rs 27 crore advertisement tax.

"The town planning wing's revenue rose by 54% compared to the previous financial year. This was mainly due to increase in building permissions at circle and zonal level apart from Building Penalisation Scheme (BPS) and Layout Regularisation Scheme (LRS). Capital expenditure has also increased to Rs 610 crore for taking up several works like roads, bridges and flyovers and development of parks & play grounds," the mayor said.
