Pay tax for hoardings on towers, civic land: South corporation to agencies

South Municipal Corporation has written to various agencies, including Northern Railway, Delhi Metro Rail Corporation (DMRC), Delhi Integrated Multi-Modal Transit System Ltd (DIMTS), UP Irrigation department, Delhi Tourism and Transportation Development Corporation, Delhi International Airport Ltd (DIAL) and various oil companies to pay tax on advertisement hoardings.

B N Singh, Assessor and Collector, South Municipal Corporation, said: “According to the law, the advertisements on hoardings and towers, erected on the ground or on top of buildings, have to pay property tax. The corporation has asked the agencies to send in their report by September 15. After this the corporation will inspect the sites and take action. This tax is in addition to the hoarding tax paid to the corporation.”

“This is the first time that any corporation would be demanding property tax for advertisement hoardings which is permitted under Delhi Municipal Corporation Act, 1957.

Major agencies like DIMTS, DIAL , Railways and Metro along with the Indian Oil Company, Bharat Petroleum and Hindustan Petroleum Corporation Limited, Indraprasth Gas Limited and various ad agencies will have to pay dues,” said Singh.The property tax of such hoardings will be ten times the property tax of the area, he said.

“Hoardings — as specified under the Municipal Act — means large boards used to display ads, erected on poles, buildings or ground. It will be computed as covered area which means the square of extremities of the poles on which hoardings are erected plus the area of the building,” reads the notice sent to the Northern Railway.

“It is to be noted that under the provisions of DMC Act property tax dues on these ads are recoverable together with penalty and interest, besides penal action,” the notice further said.

The letter sent to these agencies also said the agencies have been displaying and allowing the display of advertisement on land belonging to the corporations, details of which are being collected.

THIRUVANANTHAPURAM: A week after the state government freed city-based IT companies from paying tax dues to the corporation, the civic body has decided to forget the past and look ahead. The tax issue had resulted in a bitter feud between certain IT firms and the coropration. For the first time, IT major Infosys will extend its corporate social responsibility (CSR) programme to the city corporation.

Sanjeevani, the CSR wing run by the employees of Infosys, will serve Onasadya to the inmates of the beggar rehabilitation centre run by the city corporation on Friday. "We will provide a delicious Onam feast to the inmates for the next three days. We are glad to extend our services to the city corporation for the first time. When the corporation came up with this proposal, we were so excited to be a part of it," said an Infosys official. The CSR wing is also planning to provide lunch to the inmates on a regular basis.

"We are willing to carry on this initiative on a permanent basis. We will hold talks with the corporation and we hope there won't be any hassles," the official added. The corporation had earlier declared attachment procedures against Infosys for defaulting on the payment of dues. The corporation had slammed three demand notices seeking tax dues worth Rs 40 lakh. It was following the controversy over the tax dues that the government had issued an order stating that the companies coming under the special economic zone need not pay tax to the corporation.

Infosys has also agreed to sponsor sewing machines to a small-scale industrial unit run by widows and desolate women at mayor K Chandrika's ward, Muttada. Although corporation officials said that the ruling council is now keen on breaking the ice with Infosys, mayor Chandrika termed the CSR initiative as a "routine affair". "The tax dues and the recent programmes have to be viewed in two different perspectives. It is good to see Infosys coming up with such humane endeavours. But the corporation is still disappointed by the government order that has resulted in a huge economic loss for the corporation," said Chandrika.

The mayor, however, added that the corporation will not be hesitant to welcome similar initiatives by IT companies in future also. "As I said, both things are different. If they come up with programmes that could be beneficial to the people, the corporation will facilitate them," she said.

Ranchi Municipal Corporation asks defaulters to pay water tax by September 30

RANCHI: The Ranchi Municipal Corporation has issued letters to government institutions and officials here who have not paid water tax for the past several years. An amount of Rs 4.58 crore is to be recovered from 56 such defaulters by the RMC. Institutions like RINPAS, Rajendra Institute of Medical Science, Central Coalfields Ltd and RRDA are also in the list of defaulters among others.

Chairperson of Water Board, Suresh Sahu said, "The maximum revenue has to come from RIMS which has more than Rs two crore as dues. We have sent letters to all the defaulters to clear the dues for which September 30 is the deadline."

Apart from RIMS, the other institutions which have defaulted with regard to payment water tax to RMC are the Birsa Agricultural University (Rs 67.19 lakh), Bacon factory (Rs 12.88 lakh), Jharkhand State Transport Board (Rs 4. 26 lakh), CCL (Rs 13. 93 lakh), Insulator Factory (Rs 5.18 lakh), RRDA (Rs 2.32 lakh) etc. Other institutions have to pay less than Rs. 2 lakh. The RMC chief said strict action would be taken against those who do not clear dues on time. "We will start disconnecting the water connection of those institutions that do not clear dues by September 30. The RMC will start disconnecting the water connections from October 15 of those who fail to clear their dues by September 30," he said.
