Hyderabad has 151 unauthorised hoardings

HYDERABAD: In a startling revelation, the Greater Hyderabad Municipal Corporation (GHMC) has stumbled on the fact that 151 hoardings belonging to various advertising agencies have come up in the heart of the city without either the knowledge or the clearance of the corporation and evading advertising tax to the tune of several lakh of rupees.

As per rules, the GHMC allots one number per hoarding and the ad agency pays the annual advertising tax accordingly. "However, for the last several years, the agencies have been using one permitted number to install several hoardings. And while they pay the corporation advertising tax for only one hoarding, they are actually making money in crores of rupees through the additional illegal hoardings," said an official. Most of the unauthorized hoardings have come up in prime locations like Ameerpet, Khairtabad, Abids, Dilsukhnagar and other city core areas. Officials suspect some staffers of the corporation are hand in glove with the advertising agencies in the scam.

The scam came to light recently when the GHMC started allotting a unique Advertising Identification Number (AIN) to each permitted hoarding under its limits. Under the recently evolved system, the advertising agencies should display the AIN number (AIN) on the hoarding along with details like the name of the agency, location and size of the hoardings etc.

"In the old system, the advertising agencies need not display the permitted number on that hoarding. Once we computerized the records and generated one AIN number per hoarding, we found that some agencies have been using one permitted number for all unauthorized hoardings located in different areas and thus avoiding paying the advertising tax to the municipal corporation," a senior GHMC official said.

GHMC is contemplating action against the agencies which have erected these unauthorised hoardings. "The corporation will soon lodge a criminal case against the defaulting agencies besides imposing a fine and blacklisting them as per the act," GHMC additional commissioner (advt) G D Priya Darshini said on Tuesday. The additional commissioner said a meeting with all advertising agencies will be held soon where it would be made clear to them that within a month, all the permitted hoardings should display the AIN allotted to them.

Officials said there are about 2,600 hoardings in the city and the illegal ones could number another 2,000. In the GHMC council meeting held in May 2012, former deputy mayor Jaffer Hussain raised the issue of unauthorized hoardings and even demanded that the city be made 'hoarding free' on the lines of Chennai. While the total advertising tax revenue is Rs 30 crore per annum, the revenue through hoarding amounts to Rs 15 crore per annum. Earlier, several irregularities were identified such as erecting hoarding at prime location when permission was granted for other place, increased size of the hoardings than permitted,

irregular advertising tax payments etc.In the council meeting, officials claimed that 419 unauthorised hoardings were removed in the city.

Mayor M.C. Rajeshwari inaugurated this year’s activities of the Children’s Movement for Civic Awareness (CMCA) at the old Council Hall of Mysore City Corporation (MCC) here on Tuesday.MCC Commissioner M.R. Ravi and Deputy Mayor Mahadevappa were present.

At 65 schools

CMCA Mysore was launched in 2008 as a joint initiative of the CMCA and the MCC. The CMCA’s activities began with 40 schools in its first year. This year, it has spread to 65 schools.

This year, around 3,000 children, who are part of the CMCA, will be engaged in activities related to creating awareness on civic issues as well as the environment, according to a press release from CMCA, Mysore.

Stree Shakti groups

Being a volunteer-driven programme, CMCA Mysore has involved women from Stree Shakti groups who facilitate the conduct of the programme in member schools. They are trained by the CMCA and the yearlong programmes are conducted with the support of the MCC.

This year’s activities include planting saplings; celebrating festivals such as Ganesha Chaturthi and Deepavali in an eco-friendly manner; celebrating World Democracy Day, Pourkarmika Day and Traffic Police Day; organising campaigns to create civic awareness in schools and neighbourhoods, attending MCC council meetings and interacting with officials of urban local bodies and elected representatives, the release stated.

Speaking on the occasion, the Mayor expressed happiness over the activities of the CMCA Mysore in the last few years.

In his address, the MCC Commissioner said that public movements and campaigns should continue until the aims and objectives were realised.Many children from the member schools attended the inaugural programme.

RMC intensifies property tax drive

RAJKOT: Intensifying its property tax collection drive, Rajkot Municipal Corporation (RMC) has decided to auction 14 properties of defaulters.

RMC officials said, "The auction will be held between July 16 and July 21 and we will recover Rs 20.30 lakh from the proceeds."

The corporation has so far collected Rs 84.31 crore as property tax, which is Rs 28 crore more than what had been collected till now during the previous year.

With a view to encourage people to pay their taxes, RMC has decided to extend five per cent rebate scheme being offered till July 15. Officials said RMC has given Rs 5.5 crore as rebate to tax payers in the city so far.

The branches of RMC will remain open on Saturday and Sunday to facilitate tax collection. Officials have warned that after July 15, strict action will be initiated against 350 property tax defaulters. "These properties may be auctioned if they fail to pay up their taxes,'' an RMC official said.

RMC has set a target of Rs 150 crore to be realized from property tax collection this year.

Tax alerts for property tax collection

RMC has used SMS alerts to remind property owners about their pending tax dues and it has received good response. RMC officials said there are a total of 33.32 lakh properties in city out of which 1.5 lakh are registered online. RMC has sent SMS messages to 97,169 property owners. "We have observed that whenever we have sent SMS alerts, the tax collection has increased. Our estimates suggest that Rs 53 crore was collected after property tax alerts were sent,'' a senior RMC official said.
