GVMC to launch drive on property tax

Corporation to issue ‘Red notices' to defaulters and invoke penal provisions

Having been unable to garner at least half of the property tax for the first half-year, the Greater Visakhapatnam Municipal Corporation now will go all out to realise the much-needed revenue with the Mayor taking an unequivocal stand of collecting the hiked tax.

Of the estimated Rs.70 crores for the first half year from property tax after a hike has been effected, the corporation has so far realised around Rs.30 crores.

“We followed a sort of go slow approach during the past few days without pressing for the tax payment what with the corporation's special general body meeting on the tax issue. Insisting on payment even as the meeting was scheduled for Wednesday would have sent contradictory signals. Now that it is over we will go ahead with our efforts to collect the tax,” said an official on Thursday.

Of the 3.3 lakh assessees, 1.3 lakh have so far paid the first half year's tax netting the Rs.30 crores.

The dilemma over government taking some decision favourable to tax payers has so far led to sluggish payments. The general trend in the city has also been to pay in the last three months of the financial year. The first half-year's tax is generally paid with interest. Sources say those paying the first instalment now have to pay it with interest.

About 1.3 lakh demand notices for the second instalment have been issued and the issue of the remaining notices has been going on. However, of the 45,000 revision petitions filed, 17,000 are yet to be disposed of.

Fresh demand notices will not be served to them.

The GVMC will now launch an intense campaign with the Finance wing drafting the services of staff from Town Planning and Public Health wings also. GVMC would issue ‘Red notices' to defaulters and invoke penal provisions like cutting off water supply if they do not comply, say officials.

    Mayor Pulusu Janardhan Rao said that there was no going back on the hike in property tax and appealed to members of all political parties to cooperate in the collection of revised taxes for development of the city.

    After a marathon debate for more than four hours on ‘property tax' at the Council Hall of Greater Visakhapatnam Municipal Corporation (GVMC) on ‘property tax' at the Council Hall on Wednesday, the Mayor made this observation and left the hall amidst protests by the Opposition members.

    The Opposition members, however, demanded roll back of the hike and staged a protest outside his chamber.

    Earlier, the house witnessed heated exchanges between the ruling and Opposition members.

    MLC MVS Sarma said that no pre-condition was set in the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) guidelines for release of funds.

    He found fault with the ruling party members and the officials in trying to link the tax hike to release of funds.

    He alleged that the officials were spreading a misinformation campaign that the JNNURM funds will be stopped if the tax was not hiked. Interrupting the MLC, Congress member Banala Srinivasa Rao wanted to know whether the former would make the people pay the revised tax if there was link between funds and tax hike. There were heated exchanges between the Opposition and ruling party members on the issue for sometime.

    Deputy Mayor Dora Babu said that a Gazette notification was made and a G.O. was issued on property tax hike.

    A note was also circulated among the council members but the amount of hike was not specified.

    GVMC Commissioner V.N. Vishnu said that a tripartite agreement was reached with between the Government of India, State Governments and the local bodies for implementation of JNNURM. The MoU was non-negotiable but admitted that the reforms had not specify about the amount of revision in taxes but only wanted tax collection in a scientific manner

    Telugu Desam Party Floor Leader in the GVMC Pattabhi wondered who was vested with the responsibility of revision of taxes -- the bureaucrats, the Government or the Council. CPI Floor Leader A.J. Stalin recalled that it was resolved by the council that the hike shouldn't be more than 50 per cent. Congress Floor Leader Behara Bhaskara Rao said “We had all either knowingly or unknowingly agreed to a 50 per cent hike in property tax and now we can't go back on it. JNNURM has led to the development of the city as never before and not respecting guidelines would mean losing crores of rupees.” Senior Congress Corporator Koppula Venkata Rao felt that instead of taxing the public, the corporation could generate revenue by collecting taxes from the Gangavaram Port and Visakhapatnam Steel Plant, reducing expenditure and not allowing contractors to form a ring and deprive the GVMC of its revenue.

    Property-related transactions in Mysore will be barred from April 1 without the property card by way of Form 13 to be issued under the Urban Property Ownership Records (UPOR) project now under way in the city.

    The embargo will not apply to the entire city immediately but only to certain zones so far covered by the UPOR and will be extended to the entire Mysore City Corporation jurisdiction and 42 villages around it, covering an area of 180 sq. km, in a phased manner. This was disclosed by Rajeev Chawla, who is in charge of the UPOR project and Secretary of the Bhoomi project, here on Wednesday. Mr. Chawla said that in all 2.75 lakh properties would have to be surveyed and the owners would be issued property ownership records. He said no transaction of properties in urban areas would take place without this document and the sub-registrar's office would stop registration in case of change in ownership due to sale or purchase of property, if the relevant document was not produced by the owner.

    The project is being implemented under the public-private partnership (PPP) model in association with Secon Pvt. Ltd. Out of nearly 2.75 lakh properties, the authorities have covered around 50,000.

    Under the UPOR project, the entire city is being surveyed and all the properties mapped in relation to other coordinates and the draft database will be posted on the website for the public who will be given time to file objections, if any, or point out any discrepancy regarding their property.

    While nearly 50,000 property owners have submitted their documents and will start receiving the property card from April, the remaining owners have been urged to visit the UPOR project office either at the old tahsildar's office at Nazarbad (0821-3261547) or Room Number 22 at the Deputy Commissioner's office for details and follow-up action.
