Garbage cess: BBMP rings in taxing 2011

Dec. 29: Citizens of Bengaluru will not have much to celebrate this new year, as the BBMP has plans to levy Solid Waste Management Cess or Garbage Cess on residential and non-residential units. During the meeting on Wednesday, amid all the pandemonium, the ruling BJP did manage to approve some resolutions, including imposition of the garbage cess.

According to the Municipal Solid Waste (Management & Handling) Rules, 2000, the local body has to collect the garbage at source, segregate it and dispose of it scientifically. Besides that, it was a mandate imposed by the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) to make use of the funds, said BBMP standing committee chairman on taxation and finance P. N. Sadashiva.

The cess would be collected along with the property tax from property owners for residential units, and along with the trade licence from traders. “The cess will be collected retrospectively from 2010 as the BBMP has included collection of the cess in its budget. Under Section 103A of the Karnataka Municipal Corporation Act, 1976, provision has been made whereby the corporations can levy solid waste management cess. This should not exceed 1000 rupees per month,” he said.

BBMP opposition parties raised objections over the collection of garbage cess from residential units. Earlier, JD(S) members shouted anti- government slogans in the council and accused the BJP government of not being pro-people. They have also said that they have paid Rs 111.55 crores to contractors involved in the same. Additionally, the Palike have stated that they spent Rs 4.39 crores on Transfer stations and have also spent Rs 5.84 crores on disposing of the waste scientifically. They stated that the cess would reduce their financial burden.

The BBMP council on Wednesday approved the proposal to renew advertisement licenses for a year and collect the rent in the meantime. Launching a campaign against the unauthorised hoardings across the city, the BBMP had suspended the renewal of licenses until the revision of the advertisement fee.

The proposal to increase the taxes for advertisement hoardings have been put on hold for the moment by the council. Resolutions have been passed to provide chainlink fencing mesh to Devasandrakere, Chikkabasavanapura kere, Garudachar playa kere, Sadaramangala kere, Hoodikere; construct residential complex for dhobis at Malleswaram Dhobi ghat, to celebrate Kempegowda Day in February 2011 and to take up measures for overall development of Herohalli lake.

Property tax rebate scheme gets lukewarm response

AHMEDABAD: The ongoing tax incentive and rebate scheme of Ahmedabad Municipal Corporation (AMC) on property has got a lukewarm response from the citizens, according to leader of opposition in AMC, Badruddin Sheikh. AMC had last month announced that defaulters will get a 50 per cent rebate on property tax interest rates and penalties.

Under the new and old formula, AMC has tax arrears totalling Rs 1,600 crore. Also, against the expected collection of Rs 629 crore as arrears in the current financial year, AMC has collected only Rs 331 crore.

"The property tax collection this year is just 50 per cent of the expected amount. Also, the current rebate scheme has neither helped the citizens nor AMC. So, I have requested the authorities to extend it for two more months and also give a 100 per cent rebate on interest levied on defaulters," said Sheikh.

The present rebate scheme will come to an end on December 31.

Initiative:The civic body has launched a drive to collect property tax from owners of commercial establishments.

MYSORE: The Mysore City Corporation (MCC) has stepped up the drive to collect property tax from commercial establishments.

The drive was launched to augment the revenue for the MCC to meet its exigencies and provide civic amenities. Sources in the MCC said the authorities have fixed Rs. 65 crore as target for the financial year 2010-11, against which the authorities have collected upto Rs. 35 crore till now. In a novel move to draw the attention of property owners and embarrass them, the authorities resorted to drum beating in front of the shops. This would catch the interest of the passersby. Though officials said it was a “wake-up call” for property owners, sources maintained that it helped bring pressure on the owners. The tenants would rather cough up the money to minimise attention and public gaze. The officials said that though the owners had rented out premises, there was provision in the Act to collect property tax for commercial establishments from the tenants and the latter could adjust it with the owners. The drive was necessitated to meet the revenue target as the financial year was just three months away and the target was stiff. The MCC had a target of Rs. 50 crore during the previous financial year and fell short of meeting the target.
