HC pulls up state on land records

Bengaluru, Dec.10: The high court on Friday pulled up the state for not providing the original records pertaining to the aerospace project at Devanahalli taluk.

While hearing the petition challenging the acquisition of land for the project, Justice D.V. Shylendra Kumar criticised the government for not providing enough documents on the proceedings of the high level committee which had approved the project. With the government coming up with lame excuses, the court would have to check for illegalities, the judge observed. It adjourned the hearing to January 6 while directed the government to submit the original records and related documents on the project.

BBMP defends cess

The Bruhat Bangalore Mahanagara Palike (BBMP) has defended its decision to collect cess from land owners for constructing residential and commercial buildings where ten percent of the utilised land is not set aside as open space.

Plea dismissed

The high court dismissed a petition by M/S Wipro Ltd, directing it to approach the joint commissioner of commercial tax. Wipro had approached the high court challenging the notice issued by the commercial tax department asking them to pay Rs 22.5 crore as tax for its software operations.

BBMP gets Rs 900 crore from property tax

BANGALORE: The Bruhat Bengaluru Mahanagara Palike (BBMP) has collected Rs 904 crore as property tax from April 2010 to December 9 2010, the Palike Commissioner Siddaiah said on Thursday.

The Palike’s budget for 2010 had estimated to earn Rs 1,500 crore from property tax this year.

The BBMP stated in a release that they were pursuing efforts to ensure that all the properties are brought under the tax net.

The drive to collect property taxes was started in all the eight zones of the BBMP.

No one will be spared: Siddaiah

The commissioner stated that the ongoing survey would be completed within a month and those properties that do come under the tax net and had not paid their dues would be served notices.

Added to this, the commissioner said even those who falsely declare their property tax would be dealt with sternly.

Siddaiah said the Palike would undertake all efforts in its endeavour to ensure that they reach the target of collecting Rs 1,500 crore from property tax by March 31, 2011.

 Mumbai:  Staff shortage and protest by Brihanmumbai Municipal Corporation (BMC) employees are set to delay the implementation of capital value-based property tax assessment system. The civic body has only 300 personnel across 24 wards to measure nearly 1 lakh properties for calculation of property tax on the basis of capital value. To add to BMC’s worries, the 300 employees have protested against the increased workload on them to meet the deadline for assessment of properties. The BMC was supposed to acquire Geographic Information System to assess the properties but the project was scrapped and the work has to be done manually now.

If property tax bills are to be dispatched in March next year, the data on the 1 lakh properties, including 60,000 slum properties, should be in by January next year, assessment and collection department officials said. The state government had orderd civic bodies to switch from rateable value-based property tax system (tax calculated on the basis of the rent-earning capacity of a property) to capital value-based system (tax calculated on the basis of capital value as per the ready reckoner) from April 2010. In the current financial year, the BMC dispatched bills as per the old system as it did not have data for the new system. “It is impossible for 300 ward inspectors to inspect so many properties in 20 days. Each property has 10 units on an average. Security of the ward inspectors while measuring properties in slum areas is another major issue. If such problems continue we will be able to implement the new system only by 2012,” said an official from the assessment and collection department. 

On Tuesdy, ward inspectors led by union leaders refused to take up work claiming that they are burdened. Inspectors said additional manpower should be outsourced and assistants should accompany each inspector for security.

To ease pressure on BMC workers, the civic body will concentrate on the 40,000 non-slum properties this year, deputy assessor and collector RB Dalvi said. “Slum properties are less than 500 square feet so their property tax changes won’t affect us much. We will try to complete the measurement of at least 40,000 non-slum properties in the next few days,” said Dalvi.
