Civic bodies clash over property tax

Hyderabad, Oct. 26: The Greater Hyderabad Municipal Corporation and the Water Board are at logger heads over sharing of property tax collected within the city limits.

While the Water Board officials are demanding that the civic body should cough up 25 per cent of the `500-crore property tax it collected for the 2009-2010 financial year, the municipal corporation on the other hand is of the view that the Board is “asking for the moon.”

Officials of the Water Board say that one of the components in property tax includes the water tax. They say that as the Water Board has taken over water supply operations in the 12 surrounding municipalities from the GHMC, the Board should get its share of property tax collections.

The civic body officials said that the water tax component was excluded from the property tax when the Water Board was formed as a separate entity in the city in 1974 itself. They also maintained that the sewerage infrastructure in surrounding municipalities was still being maintained by the GHMC while the Water Board was collecting sewerage cess along with water bills in peripheral areas. Now, the GHMC is asking the Water Board to repay the sewerage cess it is collecting in the surrounding municipalities.

Senior officials in Municipal Administration and Urban Development department have constituted a joint committee comprising Greater Hyderabad Municipal Corporation and Water Board officials to settle the property tax dispute among themselves.

 BANGALORE: Tax evaders, beware! Thanks to the impending revenue crisis, BBMP is finally girding up to tighten its property tax collection process. The long-pending process of random scrutiny for all three years in this block period will take off shortly.

"Overall, 30% of the returns filed will be scrutinized in the next three months, with 10% earmarked for each year. Notices will be immediately issued to property owners who have filed wrong returns. We hope to start it soon and continue with property surveys for the PIDs," BBMP special commissioner K R Niranjan told TOI.

However, before this, the Palike hopes to target properties yet to get into the tax bracket. The coming week will see them issuing notices to properties identified so far using the GIS-based survey.

TAXING NUMBERS

As on date, tax counters have collected a total of Rs 800 crore for 2010-11. The revised target set for the current block period is Rs 1,500 crore.

GB approves 2 per cent fine for property tax defaulters

PUNE: The general body (GB) of the Pune Municipal Corporation (PMC) on Monday approved the state government's notification to impose a 2 per cent penalty on property tax defaulters.

On May 31, 2010, the state government had issued a notification authorising the civic body to impose the fine every month if property tax was not paid in a given period of time.

Property tax for the first six months of the year has to be paid before September 30. Those who fail to do so will now have to pay a 2 per cent penalty on the tax amount every month till the tax is paid. The second instalment of the property tax has to be paid before December 31 every year.

In the last two years, the PMC has brought nearly 80,000 properties under its tax net. However, an estimated 45,000 properties still remain out of its reach. The standing committee has repeatedly told the administration to make an effort to widen its tax net. Once the unassessed properties are covered, the civic body is expected to get an additional revenue of Rs 100 crore to 150 crore.
