Property tax: GVMC to issue demand notices

They relate to assessments for which there is no increase in tax

Assessments for which the hike is below 100 per cent will be taken up later

Disposal of revision petitions also to be taken up simultaneously


VISAKHAPATNAM: The Greater Visakhapatnam Municipal Corporation has generated 55,000 demand notices for property tax payment. After final verification of the notices on Wednesday for any mistakes, the serving of notices will begin on Thursday, say officials.

The notices relate to the assessments for which there has been no increase in tax.

The GVMC issued special notices for payment after revision of the tax based on plinth area and average rental value to all the 3.31 lakh assessments. Following resentment that the hike was steep, political parties launched agitations.

Mayor P. Janardhana Rao led an all-party delegation to Chief Minister K. Rosaiah and Municipal Administration Minister Anam Ramnaryana Reddy seeking a rollback of the tax.

After that the government asked the Principal Secretary, Municipal Administration, and the Director for remarks. They asked the GVMC in turn for a status report and it had been sent, say officials.

After serving of the 55,000 notices, those assessments for which the tax hike was below 100 per cent would be taken up.

Simultaneously, disposal of revision petitions would be taken up.

A total of 46,719 revision petitions had been received. However, the progress on the disposal of the revision petitions appeared to be sluggish.

Though hearing for 26,955 petitions was completed and statements recorded, after physical verification only 1,950 were disposed of.

Corporation officials intend to start an across-the-table exercise to separate the casual petitions merely asking for lowering the tax. Those with complaints about mistakes about plinth area, use and tenant/owner mismatch will be physically verified before the demand notices are issued.

Having basement parking or stilt in residential properties will not draw rebate in property tax for building owners as proposed by the deliberative wing of Municipal Corporation of Delhi in February 2008. Citing that such rebate not only will have adverse effect over revenue collection of the civic body but the move will also create jealousy among people, Municipal Commissioner turned down the proposal. A proposal for repealing of the decision will be placed before next standing committee meeting on Tuesday. The civic body has announced a 75 per cent rebate on property tax to the part of basement or stilt of residential properties which is being used for parking purposes.

While rationalizing its current decision, the civic body now saying basement and stilt usually used fro parking in cooperative group housing societies, though basement parking or stilt are also created in other residential properties by their owners but they are hardly use for the purpose.

“These spaces are illegally used for other purposes. Like it has been observed normally that basement parking or stilt are used fro commercial purposes or converted into godowns,” said an official of MCD. He also added the decision of granting rebate is not feasible also as it will be difficult for MCD to ascertain that the area is actually being used for the parking?

It was further stated rebate will principally be in favour of Group Housing Societies as recently as per the provisions they are getting 15-20 per cent rebate if the payment of property tax is made in advance.

“A plot measuring 100 square metres or below are already given 10 per cent rebate. If further concession is also granted to them, they will pay minimum property tax hence the revenue collection of MCD will be affected.

And on the other, the Group Housing Societies will be entitled to have huge concession and it will be not justified for people belonging to other categories,” said he.

He also said with the said proposal for repealing of previous plan, another proposal for charging property tax according to commercial rate from those properties, whose parking are being used as parking or paid parking will also be bring for approval in the standing committee.

PCMC to levy penalty on property tax defaulters

PUNE: Propoerty tax defaulters in the Pimpri-Chinchwad township will have to pay a penalty of two per cent of the tax amount per month from this year, said Shahaji Pawar, assistant commissioner, Pimpri-Chinchwad Municipal Corporation (PCMC). Pawar added that municipal commissioner Ashish Sharma had approved the proposal based on the new government resolution (GR) permitting civic bodies to levy penalty on defaulters.

There are 2.71 lakh properties in the municipal limits. The PCMC property tax department had, for the first time in the 26 years of its existence, crossed the Rs 100 crore collection mark in 2009-10 with the collection of Rs 106 crore. The department auctions properties of defaulters if they fail to clear their outstanding dues. The department had initiated auction against 315 properties and mopped up Rs 2.87 crore from these defaulters in 2009-10.

Pawar said, "Property tax payers have to pay the tax for the first six months of the financial year till September 30 every year. If they fail to pay the tax in this period, they will have to pay a penalty of two per cent of the tax amount from October 1 onwards. The tax for the second half of the financial year has to be paid by December 31, failing which taxpayers will have to pay the penalty from January 1 onwards." He said that for 2010-11, people should pay the tax for the first six months by October-end to avoid payment of penalty.

The state government had issued a GR on June 5, 2010, empowering municipal corporations to charge two per cent penalty per month for delay in payment of tax. The Pune Municipal Corporation decided to implement the GR a month ago. The property tax department starts sending property tax bills for the first six months of the financial year from June, giving three months time to pay the tax. The bills for the second half are sent from October onwards.
