VISAKHAPATNAM: Not being able to collect the property tax it has hiked, the Greater Visakhapatnam Municipal Corporation is caught in a predicament and has been awaiting the government's nod to implement it.

Awaiting the government's approval that brings in additional revenue, the GVMC has not generated the demand notice for property tax for the current financial year. Since the demand has not been generated on its computers, the property tax is not being collected from the assesses.

The average property tax collection nets anywhere between Rs.2 crore to Rs.3 crore every month and by not collecting it the corporation has to make do with less revenue thus far in this financial year.

The increase in property tax is an administrative decision which the Commissioner is empowered to effect.

After the municipal corporation passed a resolution increasing the property tax, it had been sent to the government as its permission was required to increase property tax on residential buildings in view of its earlier order restraining hike.

The approval is now awaited from the highest quarters in the State Government.

The municipal corporation normally generates demand by the quarter though many still pay it half-yearly.

Contrary to the practice, it has not generated the demand notice so far and property tax payments are not accepted in spite of the first quarter entering the third month.

Waiting for approval

“Once the government gives its approval, the demand notice will be issued and the property tax collected,” said an official expressing hope that the approval would be received by the month-end.

The property tax hike approved by the corporation in February is expected to bring in additional revenue of Rs.20 crore. The hike is capped at 50 per cent for all buildings and 40 per cent for non-residential buildings above 25 years of age.

Pune: The Pune Municipal Corporation (PMC) administration had a record collection of Rs 198.25 crore of property tax by the end of the first two months of 2010-11. The collection was Rs 54 crore in April and crossedRs 140 crore deposited in May. The enthusiastic response to the revenue collection is being attributed to the civic body’s scheme of 10 per cent rebate in general tax if paid by May-end. The civic body has also offered five per cent rebate to properties with eco friendly measures.

Pune:  Even as the civic administration proposal to rope in private agencies in octroi collection is yet to get the nod from its standing committee, the Pune Municipal Corporation (PMC) is now planning to involve private agencies in recovery of pending property tax dues.

“There has been a discussion on involving private agencies to carry out certain responsibilities of the department, but no decision has been taken so far,” said Vilas Kanade, PMC Tax Assessment and Collection officer.

He said the number of properties in the civic jurisdiction have been on the rise over the last few years and there have been complaints from corporators that not all new properties are being assessed by the civic staff on time and the civic body stands to lose revenue due to it. The assessment responsibility can be carried out only through civic staff and not by private agencies, Kanade said the only possibility is to take the service of private agency in recovery of pending dues.

The civic body issues warrants to defaulters but there are many that fail to respond and private agencies can be allotted areas and asked to visit all the properties with pending tax dues for collection, he added.

Meanwhile, the civic administration’s initiative to encourage citizens to pay property tax by May-end and get 10 per cent rebate has yielded good response. The civic body managed to collect revenue of Rs 56 crore in April and is going to cross Rs 100 crore collection by the month end.

The civic administration also gives rebate to properties that takes environment-friendly initiatives like rainwater harvesting, solar energy and so on.
