33,500 property owners in merged villages to get tax waiver

Pune:As many as 33,500 property owners living in 18 merged villages of Pimpri-Chinchwad will not have to pay property tax up to March 31. This means the Pimpri-Chinchwad Municipal Corporation is slated to lose around Rs 30 crore property tax.

The decision to waive the property tax arrears of the villagers has been taken by the state government. The government has passed a resolution to the effect , a copy of which was made available to the media by MLA Vilas Lande on Monday. "The state government has taken this decision in a bid to break the deadlock between the protesting villagers and the PCMC," Municipal Commissioner Asheesh Sharma said on Tuesday. Sharma said the amnesty scheme of the state government was aimed at making the agitating villagers pay up their property tax thereby accepting their status as residents of Pimpri-Chinchwad.

Lande said the villagers have been protesting after the government decided to merge 18 villagers around Pimpri-Chinchwad with the PCMC. "Thousands of residents have refused to pay their property tax for years now. They have been demanding delinking from Pimpri-Chinchwad. The deadlock had refused to end. With the latest government decision, thing hopefully would be resolve now," Lande said. Sharma said the 100 per cent property tax arrear waiver is applicable to those pay their current bill within one month.

“If they delay beyond a month or so, then they won't get cent per cent waiver.”

“They will be getting 70 per cent or 50 per cent waiver as per the delay they making in paying the current property tax bill," he said.

But the key question of what happens to those villagers who have been pay their property tax regularly ? Out of the 60,000 property holders, 33,500 have no paid their property tax over the years.

Lande said nothing has been decided yet by the government, but efforts are on to provide them some kind of relief.

However, Sharma said the government decision to provide amensty was aimed at making those opposing the merger status pay up.

"The move is clearly not applicable to those have been paying up regularly. It is aimed at bring those around who are objecting to the merger itself and refusing to pay property tax," he said. Calling the state government move as one-sided, Shiv Sena corporator Sulbha Ubale said,"It is a clear injustice to those who have been honestly paying their tax. Those who have not paid taxes will get relief in the form of the government amnesty while those who dutifully paid their taxes will have to suffer in silence," she said. Ubale said the issue will be taken up in the ensuing civic general body meeting.

After complaints, civic bodies rework tax break scheme for defence personnel

Pune: After the Pune Municipal Corporation (PMC) and the Pimpri Chinchwad Municipal Corporation (PCMC) found out that their decision to give a tax break to defence personnel had a flaw, both the civic bodies are now reworking on the scheme.

The PMC and the PCMC had decided a few months ago to waive the general component of property tax for those who served in the forces. But district sainik welfare office said the scheme had a flaw as the benefit was applicable to only those drawing pension, thus disqualifying about 7,000 ex-servicemen. These 7,000 included those who retired before 1985 and those who served under short service commission.

Now, those who have put in short service for the defence feel cheated. Capt (Retd) Mohan Mahajan said, “I have given five golden years of my life for the country. I should also get the benefit like other ex-servicemen.” Mahajan who retired in 1987 said, “The civic body should understand that the very purpose of the gesture shown towards defence personnel gets defeated if there is discrimination.”

“Groups of ex-servicemen had approached the civic body seeking tax relief in property tax. The proposal was prepared as per the discussion with them but it has now been brought to our notice that not all ex-servicemen will benefit,” said PCMC Additional Commissioner Subhash Dumbre.

Dumbre said the district sainik welfare office has asked them to reconsider this clause. “We forgot to consult the welfare office. The definition of ex-servicemen includes those from short service commission,” he said.

Meanwhile, PMC has made good the shortcoming by its counterpart. “The PMC wants to give the benefit to all ex-servicemen and would recognise all those who are registered with the district sainik office,” said Vilas Kanade, PMC Tax Assessment and Collection Officer. District Sainik welfare officer Lt Col (Rtd) S S Karajgi said, “The PMC made the changes in the clause to enable all the ex-servicemen to benefit from the scheme.”

April 26: The proposed hike in water rates is not likely to be implemented from May 1 as announced by BWSSB Minister Katta Subramanya earlier. The BWSSB is yet to receive an order from the government on the tariff hike.

BWSSB chairman P.B. Ramamurthy told Deccan Chronicle that no order has been received so far and so it would be difficult to implement the hike from May 1.

When contacted, Mr Naidu said: “We intend to implement the tariff hike but do not feel this is the right time to do it after receiving a host of opinions on the subject.” The hike will be enforced once summer is over, he said without indicating when it would happen. While the minimum rate was to be reduced from Rs 48 to Rs 36, the tariff was to go up with the utilisation of water. “The hike has been proposed due to the recent increase in the power tariff. With the city’s water sources 120 km away, BWSSB is spending Rs 33 to pump a kilolitre of water but is charging only Rs 9 per kilolitre from consumers. The board spends Rs 100 crore per month on the power utilised to pump water but the revenue from water bills is only Rs 48 crore”, said a BWSSB official
