Mayor rules out property tax hike


 

HYDERABAD: There is no proposal to increase property tax rates for residential and commercial buildings for the financial year of 2010-11, Mayor Banda Karthika Reddy has said. Even if any such proposal is put forward by the officials, it will not be accepted by the Council, she has clarified.

At a Meet-The-Press programme organised by the Hyderabad Union of Journalists (HUJ) here on Thursday, the Mayor said instead of revising the property tax emphasis would be laid on collecting tax dues from defaulters which went up to a few hundred crores.

GHMC officials have made a written request to the State Government to revise property tax rates for both residential and non-residential buildings from the coming financial year to shore up the falling revenues of the civic body. The officials also sought relaxation in the ceiling on tax revision for non-residential proper- ties.

The Mayor said as against a target of Rs 600 crore for the current financial year, the GHMC could collect a little over Rs 300 crore. With just two months left for the financial year to end, special drives would be taken up to collect the remaining amount.

“The GHMC is planning to open temporary property tax collection points in residential colonies for the convenience of tax payers,” she said.

In view of the growing fire mishaps, the GHMC would take up a time-bound identification of multi-storeyed buildings that had not installed fire safety equipment. Legal notices would be served on them to initiate corrective measures immediately.

Non-compliant owners would be prosecuted, she declared.

On the extension of Building Regularisat ion scheme, she said necessary steps would be taken in this regard after carefully considering the issue.

Karthika Reddy s a i d that the GHMC would establish Citizen Service Centres with a tollfree number to enable the public to convey their grievances regarding civic amenities.

A coordinated effort would be made by the Traffic police, GHMC and other departments to reduce traffic congestion in the twin cities. Major projects like the Hyderabad Metro Rail, Multi Modal Transportation System (MMTS) and Bus Rapid Transit System are on the anvil, the Mayor explained.

Feb. 4: Property tax will not be revised in the Greater Hyderabad limits without consulting the elected body of 150 corporators. The tax rates will neither be rationalised nor hiked unless the GHMC elected body approves it.

Mayor Kartika Reddy gave this assurance to the Telugu Desam corporators who staged a dharna in front of Mayor chambers in the corporation office building. The TD corporators, led by Saidabad corporator, Mr Singireddy Srinivas, squatted before the Mayor’s chambers and raised slogans seeking withdrawal of the proposal to hike property tax.

The row over property tax surfaced after the GHMC officials approached the state government seeking permission to revise the property tax, completely ignoring the elected body.

They should have consulted the 150 corporators before writing to the government, Mr Singireddy said.

The TD corporators contended that less than 60 per cent of the total property owners in the city were paying tax as on date. “Instead of increasing the tax, the GHMC should try to bring the remaining 40 per cent evaders under tax net to increase its revenues. There are thousands of tax defaulters too. It is an act of clear injustice to impose additional tax burden on prompt tax payers,” Mr Singireddy said.

The GHMC officials are believed to have taken only the Mayor into confidence and sent the letter to the government. “The TD will oppose, tooth and nail, any move to hike tax,” TD corporators said. It may be mentioned that the GHMC could collect only Rs 311 crore property tax till date agianst Rs 600 crore.

MCD struggling to recover property tax dues

NEW DELHI: While the Municipal Corporation of Delhi continues to struggle to meet its property tax collection targets, some municipal officials claim its task has been made more difficult by various government agencies that owe it over Rs.400 crore in property tax dues.

According to MCD Master Plan-2021 Implementation Committee chairman Ved Prakash Gupta, who raised the issue at a discussion on the budget in the MCD House, the top offenders include the Delhi Development Authority which owes the civic agency Rs.333 crore.

Other defaulters

Other government departments and undertakings that owe the MCD property tax dues include NDPL (Rs.2.65 crore), Delhi Jal Board (Rs.23.62 crore), Airports Authority of India (Rs.20.46), Public Works Department and Central Public Works Department (Rs.8 crore combined).
