Professional Tax: AMC struggles to meet target of Rs 60 crore

The absence of adequate legal provisions has made collection of Professional Tax in the municipal limits a tardy affair for the civic body staff.

To add to their woes, authorities have fixed an “unrealistic” target of collecting Rs 65 crore by March 2010, which has now been scaled down to Rs 60 crore, said sources in the Ahmedabad Municipal Corporation (AMC).

The initial target was fixed based on the previous year’s impressive collection of Rs 43 crore as tax. But in doing so, the authorities perhaps forgot that a major portion of this had come from arrears, which is not the case this time, said the field staff.

According to them, this year’s recovery has reached Rs 38 crore so far, but there is still a huge deficit of Rs 27 crore as per the original target and Rs 22 crore according to the revised target.

The present collection also includes arrears that have trickled down and it has now become difficult to collect the remaining Rs 22 crore, they said. So far, the AMC has enrolled 94,000 individuals and registered 18,000 firms for the same.

This covers 70 per cent of the total individuals and firms put together, leaving around 20 per cent new registrations and enrolments considering that 10 per cent of them come under the exempted category, said sources.

Deputy Municipal Commissioner U C Padia admitted that the target was scaled down, but given the fact that three lakh notices had been issued to commercial property holders in the city, there would be a substantial rise in collection figures. He, however, agreed that the virtually ineffective penal provisions in the cases of non-compliance were hurdles in good collection.

All that the AMC can do against defaulters is charge 18 per cent penal interest on the amount due, which is not a big amount in any case.

A fine of Rs 2,000 also cannot play as a major deterrent, Padia said.

40 pc rebate on property tax: NCP-Cong oppose PMC move

The NCP-Congress alliance in the civic body on Tuesday opposed the administration’s proposal to roll back 38-year-old scheme of 40 per cent rebate on property tax for self-occupied properties while urging for action against the telephone companies having pending dues of Rs 140.95 crore.

“The civic administration should not roll back the scheme of rebate in property tax for self-occupied residential properties,” said Congress leader Ulhas Bagul.

The private telecom companies have in total dues of Rs 140.95 crore, he said adding, “The state government in 2006 had directed the civic bodies to recover the road digging charges from private telecom companies for laying their cables. Around 523 km of the road was dug in the city since then, but no charges have been recovered so far.”

Six private telecom companies had dug the roads for laying their cables and the total charges for dug roads is Rs 140.95 crore, said Bagul.

NCP leader Anil Bhosale too demanded the civic administration to initiate strict action against the private companies for recovery of the pending dues.

“The civic administration has been taking action against defaulters of property tax, but this private companies should also be made to pay their dues,” he said.

Civic body cracks whip on tax defaulters
Struggling to reach its estimated revenue collection for the financial year, PMC has intensified its drive against defaulters of property tax by sealing a private education institute, industrial unit.

“The Institute of Information Technology and Management in Kondhwa Budhruk had dues of Rs 7.30 lakh of property Tax. It has been sealed since the institute failed to pay the money despite reminder,” said Vilas Kanade, PMC Tax Collection and Assessment Officer.

Similarly, Shahid Industries in Vishal Mega Market too have been sealed by the civic authorities for failing to pay the pending dues of Rs two lakh.

He said the strict action has enabled six commercial firms in Wanoworie to pay the Rs 31.5 lakh of pending dues. Thus, the civic administration appeals all the defaulters to pay their dues on time failing to which the properties will be sealed, warned Kanade.

Margao civic body cracks whip on tax defaulters

MARGAO: Zero tolerance towards illegalities. That apparently was the message sent out by the chief officer of the Margao Municipal Council (MMC) Prasanna Acharya when he did a round of the city on Thursday paying visits personally to the several big commercial units which had defaulted in paying taxes to the civic body for the last several years, and issuing notices to pay up their dues.

A private sector bank, which, according to MMC sources, owed the council some Rs 4.25 lakh towards house tax arrears, was one of those units that came under the radar of the MMC authorities. Confirming this, Acharya said that the bank authorities have agreed to pay up the outstanding amount by Friday.

"I accompanied the taxation officers of the MMC with a view to sending out a strong message that such blatant evasion of taxes by business establishments will not be tolerated. Besides, I wanted to develop the much needed confidence among the staff to deal against big time defaulters with an iron hand," Acharya told TOI, adding that shoring up the revenue of the civic body ranked high among his priorities.

"Punitive action against defaulters will follow. But recovering the revenue of the council is what I am focusing on. We have listed out over 50 establishments who owe the council Rs 25,000 and above by way of taxes. We will issue notices to all and take necessary action against those not clearing their dues," Acharya said.

The MMC, sources informed, also cracked a whip against a branded sports and accessories showroom by slapping a fine of Rs 5,000 per day for operating the unit without obtaining trade license. The MMC recovered an amount of Rs 30,000 towards penalties from the outlet before granting it the trade license, sources added.

Notice has also been slapped on a call centre that was operating from the open terrace of a building in the city without obtaining trade license. The MMC has directed the call centre to pay a penalty of Rs 5,000 per day till the trade license is obtained.
