PMC octroi drive: banks feel the heat

Going a step further in its crackdown on tax evaders, the octroi department of the Pune Municipal Corporation (PMC) has filed a criminal suit against seven banks in the city for evading octroi worth Rs 17.66 crore out of which ICICI Bank alone has to pay Rs 14 crore.

The seven banks include ICICI, Bank of India, Bank of Baroda, Indian Overseas Bank, Kotak Mahindra and two branches of the Corporation Bank, located in Shivajinagar and Sarasbaug. The civic body has also decided to attach properties of four out of the seven banks.

Chief of PMC's octroi department Rajendra Muthe said, "We had identified 39 banks in the city and two post offices that deal with gold coins. They bring gold coins from Mumbai, which comes from overseas. Out of these, twenty banks have informed us that they did not deal in gold."

"The seven banks evaded octroi of Rs 17.66 crore, for which we have registered police complaint against them after serving them notices," he said.Out of the total tax evaded, the biggest chunk comes from ICICI - Rs 14 crore followed by Rs 1.6 crore from Bank of India, Rs 1.3 from Bank of Baroda, Rs 6 lakh from both the branches of Corporation Bank, Rs 50 lakh from IoB and Rs 40.72 from Kotak Mahindra.

Muthe also said that the civic body had acted against Tara Jewellers for evading tax on jewellery.

"They had put up the jewellery for exhibition at Ashish Plaza. When our squad checked all the jewellery and cross-checked the octroi paid for it, they found that while the total goods was worth Rs 1.55 crore, octroi was paid only for jewellery worth Rs 1.13 crore. Thus octroi on goods worth Rs 40 lakh was not paid. Therefore, the jeweller had been served a notice for paying Rs 11 lakh as amount including fine."

The octroi department has also tightened vigilance against the godowns to keep a check on the octroi paid by the transporters.

The Bruhat Bangalore Mahanagara Palike (BBMP) has served notices on as many as two lakh property owners for defaulting on payment of property tax for the year 2008-09.
  


The Palike has estimated the number of defaulters at 6.5 lakh. The BBMP has also begun the physical verification of the properties served with default notices.

The property owners have been given 15 days to comply with the notice following which an additional penalty of two percent and a fine of Rs 100 will be levied. “We expect nearly 2.6 lakh defaulters in the old Bangalore city area and nearly four lakh in the areas brought under BBMP limits recently,” informed a Palike official.

Substantial increase

Meanwhile, the BBMP has raked in Rs 455 crore in the first half of the property collection drive. “This is a substantial increase over the last year’s collection. Our target is Rs 1,000 crore this year. We still have time till March to collect the tax that includes payments with penalties,” said the official.

The present property tax revenue is 60 pc of that collected during 2008-09. Palike had put the collection at Rs 728 crore on the last occasion. The BBMP has claimed that the tax due under the cheques which have been dishonoured, does not exceed Rs one crore.

The GIS system will be in place by December this year to assist and identify the properties under BBMP jurisdiction.

“The system is being updated and it should be operational by this year end,” the official said. However, the number of vacant sites for the tax collection purpose is yet to be ascertained. Vacant sites number very few in the old Bangalore area. Those in the areas newly brought under BBMP limits are yet to be accounted for, said the official.

Sufficient sum

The Palike authorities claim that the local body has sufficient sum for payment of staff salary. “The expenditures are being made as per our budgetary allocations that includes the funds from the collection of property tax for the year 2008-09,” an official revealed.

VISAKHAPATNAM: The Greater Visakhapantam Municipal Corporation requires more funds to meet its commitment under the Jawaharlal Nehru National Urban Renewal Mission and to take up regular development and maintenance works, which necessitates a hike in various civic taxes, Mayor Pulusu Janardhana Rao says.

At a press conference on Thursday, he said the GVMC was only trying to implement a GO issued by the State Government in 2006 and it was difficult to specify the percentage of hike (for property tax) in view of zoning norms and rental basis.

“It’s for the council to decide,” he said, appealing to people to cooperate. The Mayor’s appeal comes ahead of the proposed hike to be taken up by the corporation general body meeting on Saturday.

The Mayor said for the Rs.1,925 crores worth JNNURM works sanctioned, the corporation’s share was Rs.580 crores. For the mission, in its fifth year of implementation, Rs.505 crores has been released so far (corporation’s share Rs.110 crores). There is a need to improve resources if further grants are to be obtained. The corporation could get a maximum of Rs.14,000 crores, it was projected at one point of time.

Mr. Janardhana Rao said considering the Rs.70 crores already raised by way of issuing bonds and another Rs.200 crores of borrowing for which government’s permission had been sought, for the JNNURM commitment and other regular expenditure, the corporation required Rs.390 crores, including an additional Rs.108 crores a year.

On the reasons for the crunch, he said property tax had been last revised 16 years ago though it had to be raised every year. The non-residential property tax had been raised only by 50 per cent. The tap connection deposit had been reduced from Rs.5,000 and Rs.7,000 (at Gajuwaka) to Rs.2,000. On the other hand, the corporation had to foot an additional Rs.10 crores each for minimum wages to sanitation workers and revised pay for employees.

Pending bills

The Mayor pointed out that in 2008-09 the revenue was Rs.281.27 crores and the expenditure Rs.326 crores. In the first half the current year, revenue was Rs.115.48 crores and expenditure Rs.95.14 crores. But the corporation’s pending bills stood at Rs.50 crores, bills for ongoing works at Rs.35 crores. For works sanctioned by the council and the standing committee it needs a total of Rs.189 crores.

Additional Commissioner (Finance) P. Purnachandra Rao and Financial Advisor Y. Mangapathi Rao were present.
