NEW DELHI: A delegation of the Delhi Meat Merchants’ Association met Delhi Chief Minister Sheila Dikshit on Wednesday to demand waiver of certain taxes on them by the Municipal Corporation of Delhi and to protest against the filth around the new slaughterhouse at Ghazipur.

During the meeting, Ms. Dikshit heard the grievances of the traders and told them to meet MCD Commissioner K. S. Mehra to sort out their demands. “I told them that as far as the issue of foul smell emanating from the Ghazipur landfill site is concerned, we are already working on shifting to new sites. Also, as they claimed that a number of the meat traders would be rendered unemployed, the Municipal Commissioner has been asked to see how they can be accommodated in related trades,” she said.

The Chief Minister said the meat traders have also been clearly told that there is a limit to which the Government can act as the Supreme Court is monitoring the entire issue. “We have to go by the law,” she said.

Meanwhile, Delhi Meat Merchants’ Association president Mohammad Aqil Qureshi said the traders have some big concerns. He said about 3,500 butchers were engaged in slaughter at Idgah but only about 150 of them have been accommodated at Ghazipur where the slaughtering is done with modern machines. “All the other butchers have been rendered unemployed and something needs to be done for them.”

Mr. Qureshi said the meat merchants, who have been on a strike since October 22, when Idgah slaughter house was closed, also want the monthly Rs.10,000 tax imposed by MCD on slaughtering at Ghazipur to be waived. He said a meeting of the All India Janait-ul-Qureshi has been convened where a final decision on how to proceed with the ongoing agitation would be taken. Incidentally, ever since the butchers at Idgah have been on a strike the price of meat has shot up by nearly Rs.75 per kg while that of chicken too has risen by about Rs.30 per kg.

Delhi Food and Civil Supplies Minister Haroon Yusuf, who has been interacting closely with the meat merchants, said he is still working on finding an amicable solution to the problem. “The Supreme Court has ruled that no slaughtering can take place at Idgah but it has allowed the trading in livestock to continue there for another two weeks before it would again review the matter.”

In the meantime, he said, efforts would be made to ensure that those who have been rendered unemployed are provided related jobs.

The PCB has hiked parking charges
The Pune Cantonment Board’s (PCB) decision to double parking charges has drawn flak not only from traders in the locality, but also from political parties. On Tuesday, the MNS strongly opposed the PCB move.

As per the public notice issued by the PCB the parking charge for four-wheelers for four hours has gone up from Rs 5 to Rs 10. For parking a four-wheeler for the whole day, the charges have gone up to Rs 20 from Rs 10 earlier. For two-wheelers, the rate has gone up to Rs 4 from Rs 2 for four hours. The rate for a day was Rs 4, now it is Rs 8. The move to increase pay-and-park charges in Cantonment areas faced stiff opposition from the traders in Camp area. The local unit of MNS has opposed the move and has threatened to launch an agitation against it. “The parking employees are not collecting the charges as per the rates laid down by PCB, which should immediately be stopped in the absence of which we would launch an agitation.”

MNS has also demanded that the PCB should also raise signboards like Pune Municipal Corporation (PMC), which will inform public about the exact charges. The group of traders claimed they were not informed about the changes and the new rates have been imposed without taking them into consideration prior to the decision.

Civic body extends scheme to Dec 31, expects to exceed last year’s collection

The ambitious Amnesty Scheme launched by the Municipal Corporation of Delhi (MCD) for property tax defaulters seems to have fallen flat as merely 27,000 property owners in the Capital have availed it.

The civic body collected merely Rs 70 crore under the scheme, which was launched in September and aimed at bringing all defaulters under its tax net.

According to the MCD estimate, there are an estimated 30 lakh registered properties in the Capital and only nine lakh people pay property tax.

The Corporation has now extended the scheme till December 31, surpassing its earlier deadline of October 31.

The MCD, meanwhile, has collected Rs 480 crore as the property tax for the current fiscal year till now. The collection during the corresponding period (till October 31) last year was Rs 388 crore.

The civic body, however, is “satisfied” with the collection so far. “We have managed to collect this amount despite the ongoing recession in the economy. The number of taxpayers have also increased to 8,02,223 from last year’s 7,48,621,” said R K Singhal, Chairperson, MCD standing committee.

The Opposition leaders of the MCD, however, say that since the new unit area method for property tax was introduced in 2004, the MCD has failed to meet the target by a huge margin year after year.

Past records show that despite making a promising start in the financial year 2008-09, the MCD collected Rs 1,064 crore as against its targeted Rs 1,463 crore. Similarly, in 2006-07, the civic body managed to garner just Rs 750 crore, which is even less than the tax collected in the previous fiscal (Rs 794 crore).

“We are still to receive some payments from various government departments, and some residents are still coming to us to make payments. Similarly, some cases that are in arbitration would also get finalised soon, increasing our collections. We will improve our last year’s revenue collections this time,” Singhal said. “More people will pay pending dues as the amnesty scheme has been extended.”

Under the Scheme, 30 per cent of the penalty amount will be waived for the defaulters who pay the pending dues before December 31. Besides, the Corporation will also waive off the interest charged on the pending amount. Those who fail to pay the tax by then will be penalized — imprisonment upto seven years or a fine upto Rs 10 lakh.

The Survey of India is currently conducting a door-to-door survey for the MCD to locate the exact number of property tax defaulters in the Capital.
