GMC mayor’s term ends, to hold office till November 13

A piquant situation has arisen with regard to a new mayor for the Gandhinagar Municipal Corporation (GMC). The term of incumbent Mahendrasinh Rana ended on Thursday, but an order of the Gujarat High Court has banned election of a new mayor till November 13. Speaking to The Indian Express, Rana said that as there was a judicial ban on election of a new mayor, the incumbent mayor would be holding office till a new mayor was elected.

"The High Court has ordered a ban on the election of a new mayor till November 13 and hence, I will be in office till November 13 or till further orders of the court," Rana said. He added that he would step down as soon as a new mayor was elected.

Rana was a Congressman when the newly formed GMC faced its first elections in April 2011. In a house of 33 seats, Congress had won 18 seats, against 15 by the BJP. This was the second municipal corporation in control of the Congress after Junagadh and Rana was elected the first mayor.

GMC commissioner Lalit Padalia, when questioned about the stalemate, said: "We have the court orders not to elect a new mayor until November 13. We will go as per court orders and till then the incumbent mayor will continue."

BMC polls set for Jan 8

The State Election Commission (SEC) on Friday announced that elections to the Bhubaneswar Municipal Corporation (BMC) would be held on January 8, 2014 and counting of votes would take place on January 9. The BMC's present term would end on December 9, 2013. While the filing of nominations would begin from December 16 and close on December 20, the scrutiny of the nominations would be held on December 23 and withdrawal of the nominations would be on December 26.

The elections of the Mayor and the Deputy Mayor would take place on January 17 and February 5, respectively.

“With the announcement of the poll schedule, the model code of conduct was put to immediate effect and will remain in force till the completion of the counting of votes on January, 9,” SEC Ajit Kumar Tripathy told reporters here.

The elections will be held to 67 wards of the BMC. A total of 34 wards are reserved for women, six for SC, three for ST and 19 each for Backward Class Citizens (BCC) and Reserved Women (RW) categories while 20 wards as unreserved.  

Tripathy said two IAS officers and three other officials would be engaged as observers and expenditure observers for smooth conduct of the polls. A candidate can spend up to Rs 50,000.

“A control room will be opened at the SEC office and it will function till the announcement of the results on January 9,” said Tripathy.

SEC issues notification for BMC election

Bhubaneswar, 7 December - The State Election Commission (SEC) today issued notification for the election to Bhubaneswar Municipal Corporation (BMC). According to the notification, the polling will take place on 8 January and counting of votes will be held the next day. 

“The aspirants can present their nomination papers between 16 December and 20 December. The scrutiny will take place on 23 December. Those interested to withdraw their candidature can do so on 26 December,” said a senior official in the Commission. 

According to the election schedule, polling will take place between 8 a.m. and 5 p.m.
