5 more sites sold on 2nd day of GMADA auction

FIVE more sites out of 23 sites put up for auction by the Greater Mohali Area Development Authority (GMADA) were sold for Rs 13.53 crore against a reserve price of Rs 11.1 crore on the second and final day of the auction on Tuesday.

With this, the total number of sites sold off went up to 10 out of a total of 51 sites put under the hammer.

Significantly, less than 50 people turned up for the auction at PUDA Bhawan, Sector 62.

While a nursing home site in Sector 67 was sold for Rs 5.12 crore against a reserve price of Rs 4.1 crore, four shops-cum-offices (SCOs) in Sector 56 were sold for around Rs 2.1 crore each against a reserve price of Rs 1.75 crore each. Former mayor of Chandigarh Raj Bala Malik bought an SCO in Sector 56 for Rs 2 crore.

Two nursing home sites, 11 residential sites and 10 commercial sites were put under the hammer on Tuesday. While none of the residential plots was bought, all four SCOs of Sector 56 were bought, lifting the spirits of the GMADA authorities. In the commercial plots category, GMADA only put up SCOs and there were no booths or showrooms on auction.

The two-day auction of residential plots, commercial sites, nursing home sites, group housing sites and a site for school has generated a sum of around Rs 54 crore for GMADA against a reserve price of Rs 48.71 crore. "The response has been reasonably well as we have managed to sell off sites worth more than Rs 50 crore. Considering the current market conditions, we are satisfied with the response," said Additional Chief Administrator (GMADA) Manjot Kaur, who presided over the auction.

Chief Administrator (GMADA) A K Sinha agreed that the target was not achieved but said the response was good enough under the prevailing conditions.

However, Shalinder Anand, chairman of Mohali Property Consultants' Association, blamed the poor response on the current slowdown and the land-pooling scheme. "The auction should not have been conducted during a festival season when nobody is interested in buying property. Moreover, the land pooling scheme by the government, which attracts a better response, has led to the poor turnout at GMADA auctions," he said.

On Monday, 28 sites were put up for auction, out of which only five sites — two commercial and three residential —were sold. None of the group housing sites was sold. Out of the residential plots sold, the two sites in Sector 68 fetched Rs 2.7 crore and Rs 2.78 crore against a reserve price of Rs 2.63 crore each while another one in Sector 69 was sold for Rs 4.02 crore against a reserve price of Rs 3.95 crore.

The total reserve price of the 51 sites auctioned was around Rs 277.5 crore.

The response has been worse than in June this year when there were only 18 successful bidders for a total of 66 sites put on auction while two successful bidders had backed out. Around Rs 17.5 crore were fetched in that auction, with mostly booths attracting the successful bidders. No booths were put up for auction this time. The response to GMADA auctions has been consistent for the last several years. It was only in November 2011 that 42 out of 61 sites were sold.

After the Karnataka High Court issued a contempt notice on August 29, the State Government has finally constituted a lake protection committee for maintenance and development of water bodies in the city. This three-member committee will be headed by the Commissioner of the Bangalore Development Authority (BDA), the Chief Executive Officer of the Lake Development Authority and the Deputy Conservator of Forests, Bangalore Urban district.

The purpose of this committee will be to ensure wise usage, appropriate rehabilitation, protection and conservation of lakes and their canal networks as well as  strict compliance with the directives. The Committee has also been instructed to hear any appeals on violation of the Court's directives and issue appropriate orders.

The committee has been constituted as per the Karnataka High Court’s orders on April 11, 2012 on a public interest litigation (PIL) filed by Environment Support Group (ESG), B. Krishna Bhat and others, seeking directions to the State on the preservation of lakes.

Leo F Saldanha, a full time coordinator at the Environment Support Group, says, "I'm sure this will help the lakes in Bangalore. Already, people have started filing complaints regarding lakes to the committee. Now all the State government has to do, is make sure that this concept works. If even now the committee doesn't work, it will clearly point to the pathetic state of governance in this city."

According to Saldanha, the main advantage of this panel is that now the people need not rush to the High Court for registering a complaint. And if the panel fails to give a ruling, an apex committee has also been put in place to take care of matters.

This allows the High Court to deal with wider issues, rather than work with specific lake problems.

"The real responsibility now actually lies with the people of Bangalore. They can't complain anymore and should finally take the onus onto themselves. The public needs to use the committee and get the surveys done of each and every lake in the city. And these surveys need to be done on the basis of legitimate maps that were made in 1907 and 1915 and not the bogus maps that are floating around these days. The surveys should also include the rajkaluves (canals) and not just the lakes, as it is the canals that ensure lakes are filled with water," says Saldanha.

In an effort to protect lakes, the Government of Karnataka had set up the Lake Development Authority (LDA) mandating it with the task of conserving them as they form a critical support system for extending water security. However, weak regulations led to widespread encroachment and pollution of lakes and this has resulted in a variety of environmental and public health impacts.

To stem the degradation of lakes across Karnataka, the Environment Support Group and several other individuals filed a PIL in the High Court of Karnataka. The Court responded by constituting a Committee under Justice N. K. Patil, to provide a series of recommendations and guidelines to protect, conserve, rehabilitate and wisely use lakes and their watersheds in the Bangalore region.

Following this, the Court instructed the State Government to immediately constitute District Level Lake Protection Committees and an Apex Committee at the State level in consultation and collaboration with the Karnataka Legal Services Authority.

However, action was initiated more than a year later, last week, after a contempt notice was served on the state government.

Mayor vows to make Berhampur child-friendly city

During observation of the World Habitat Day on Monday, the newly-elected Mayor of the city K. Madhavi promised to make Berhampur a child-friendly city.

A philanthropic youth organisation of the city had organised a function to observe the day. Citizen representatives from different parts of the city including women and children had gathered to interact with the Mayor regarding the problems and issues related to their habitat in the city. A large number of persons from slums of the city also attended .

Addressing the gathering, the first woman Mayor of the city accepted that Berhampur, which was one of the oldest cities in the State, was facing problems of unplanned growth and slums. According to her, the children should not get deprived of their basic needs.

Citizen representatives interact with the Mayor regarding the problems and issues related to their habitat.
