New MCD system for early payments to contractors

NEW DELHI: To bring in transparency and plug loopholes in payment to contractors roped in for implementing its various projects, the Municipal Corporation of Delhi has devised a mechanism to honour payments to contractors through a new system called “Real Time Gross Settlement”.

The RTGS is a funds transfer mechanism where transfer of money takes place from one bank to another on “real time” and “gross” basis. This is the fastest possible money transfer system through the banking channel. Settlement in “real time” means payment transaction is not subjected to any waiting period. The transactions are settled as soon as they are processed and “gross” settlement means the transaction is settled on one-to-one basis without bunching with any other transaction.

Large transactions

This system is primarily for large-value transactions and will help the civic body arrest long delays caused by the present method of settling contractor payments through cheques. Under RTGS, the money would be directly transferred to the contractors’ bank account. “The present method of settling contractor payments is very tedious and time consuming. Payments are first dispatched from the MCD headquarters to its zonal offices and thereafter sent to the divisional offices which ultimately issues cheques for the requisite amount and pays them to the contractors. Resultantly, the entire process takes a lot of time but under the RTGS all the multiple layers of settling this payment will be eliminated and payments would be cleared within a matter of few hours itself,” an official said.

The civic body is already honouring salary payments to its own employees through the electronic clearance system introduced earlier. Under this system meant for bulk transactions, salaries to municipal employees are sent directly to their bank accounts through the mode of electronic funds transfer from one bank to another using the services of a clearing house.

NEW DELHI: Delhi Mayor Kanwar Sain left on a week-long trip to Copenhagen over the weekend to showcase the various environment-friendly schemes being implemented by the Municipal Corporation of Delhi in the Capital.

“I will be giving a presentation on what the civic body is doing in Delhi towards energy conservation and reduction of environmental pollution in the city,” said Dr. Sain before leaving. “I will be apprising the audience on our eco-friendly projects such as the new Civic Centre construction, our garbage-derived fuel scheme and door-to-door garbage collection scheme among other things.”

Dr. Sain would also be meeting the Mayor of New York during his visit and participate in a walk to promote an environment-friendly atmosphere.

“Another feature would be screening of two short documentary films made by the MCD. While one features an interactive session between me and some MCD school students on the topic of environment and reflects the deep concern for climate change issues in our school children, the second documentary would show the civic body’s scheme to promote cycling in the city by creation of a dedicated track for cyclists alongside our road projects.”

Soon, districts to get mobile complaint redressal system

System initiated in Jhansi district as trial run

The state Department of Information and Technology, along with the National Informatics Centre (NIC) in Uttar Pradesh, have initiated a new voice-recorded complaint redressal system at the district Jan Suvidha Kendras.

With this new system, any citizen can get his complaint lodged against corruption or anomalies in government schemes by merely calling up 24-hour helpline numbers. He will be given a number, through which he can himself track his complaint with the help of a telephone.

As a trial run, the system was initiated in Jhansi district under the National E-Governance Plan, beginning Thursday. The NIC hopes that it will launch the system in at least 50 per cent of the districts by March 2010.

State NIC Director S B Singh said: “This is a digitised version of the Lokvani complaint redressal system, where people could walk into a Lokvani centre and lodge their complaints online. Here, all one needs is a telephone through which he can call up the helpline numbers and lodge his complaint.”

The Jan Suvidha Kendra in Jhansi district became the first 24X7 call centre for the system.

“The district administration will assign five employees in this centre to receive complaints in shifts. All the helpline numbers have a caller ID attached to it so that we can trace from which number the call has been made,” said Singh.

Also, a voice recording machine is attached to the telephone, thereby recording the entire conversation. “By recording, we will not only maintain a data of the calls, but also check whether the person on duty was polite to the complainant,” he added.

 

After the complaint is registered, the details will be sent to the district magistrate and an SMS receipt — giving the details of the complaint, complaint number and the officer working on it — will be sent to the complainant.

“In case of a basic telephone, we will call them up to give the details,” said Singh. A copy of this SMS will also be sent to the additional district magistrate for quick action on the complaint.

“After e-governance, we are initiating a new system of m-governance, where a person with a mobile phone or a telephone can lodge his complaint. A villager does not need to go to a cyber cafe, he can just call. With this scheme, we are hoping that we will be able to get closer to the people,” said Singh.
