Civic body to hike premium for fire service outside limit

Responding to the state government directive to municipal bodies to extend its fire brigade service in adjoining areas, the Pune Municipal Corporation (PMC), which is facing staff and equipment shortage, has proposed to incur one-and-a-half times fire premium from the upcoming structures that fall within 10-km radius from its jurisdiction and eligible for the civic services.

“The state government has urged us to extend the fire brigade service to areas within 10-km radius from our jurisdiction. Earlier, the service was on demand basis but now it has become the civic body's responsibility,” said PMC Deputy Municipal Commissioner Praveen Ashtikar.

The state government direction is to ensure quick rescue operations during any eventuality in the areas adjoining the city. It would be mandatory for the buildings coming up in the area to get no-objection certificate from PMC’s fire department, he said, “This would put additional responsibility on the already burdened fire brigade. Staff and equipment strength need to be increased, for which the civic body will soon start charging one time fire premium while issuing no-objection certificates and would also collect 12 years of fire cess from the citizens.”

Since, the service is being extended to citizens outside the PMC jurisdiction, a fire premium more than that charged in its jurisdiction is being proposed and a state government nod will be required for its implementation, Ashtikar said.

The number of fire stations in PMC jurisdiction will be increased to 16 from the existing 11, he said. The fire brigade staff would soon have an additional 45 hands (the existing strength is 444).

“We will also undertake a gap analysis of fire brigade staff and equipment based on the area and population it caters to. This will help us improve the services,” said Ashtikar.

The PMC will frame a new policy according to which civic amenities will be made available for setting up fire brigade stations, he said adding the focus would be on setting up the new stations in the PMC border areas so that the brigade is available for areas within and outside its limits.

The concretisation work of the road between Madikeri Private Bus Stand and Mangerira Muthanna Circle is expected to be completed today.

The concretisation work, which was started on October 26, was expected to be complete on Thursday. However, shortage of cement in the final stage delayed the work for another day. As a result, a small portion of the road stretch near Muthanna Circle is yet to be completed.

Town Municipal Commissioner K Srikanthrao told Deccan Herald that the road will be opened for public use on January 1, since it requires 21 days of curing. Though the supply of cement from Mysore was disrupted due to lorry strike, work was taken up on time, he added.

The concretisation of the 650 metre-long stretch between Madikeri Private Bus Stand and Mangerira Muthanna Circle was taken up using World Bank aid under KMRP Scheme. Earlier there was a plan to widen the road upto seven metres. However, considering the
convenience of commuters, the width of the road has been increased to 10 metres.

Accordingly, the estimate amount also has been increased from Rs 60.06 lakh to Rs 85 lakh, Srikanthrao said. The private bus stand was shifted to APMC compound temporarily to facilitate the road concrete works. Similarly, the KSRTC bus stand was also shifted to its depot temporarily. However, later KSRTC buses were allowed to enter KSRTC bus stand through Rajaseat Road considering public convenience. Earlier, people were opposing the concretisation work, as there was confusion regarding the speed of work. However, the Town Municipality has proved its efficiency by completing the work on time.
The road stretch between Indira Gandhi Circle and Kaveri Hall will be taken up for concretisation in the next phase. Meanwhile, Rs 39 lakh has been reserved for the construction of a tunnel between Hotel Choice premises to KSRTC bus stand. However, objection from some traders is hindering the commencement of tunnel work.

BANGALORE: The High Court on Wednesday upheld the order of district commissioners’ of Mandya and Chamarajnagar disqualifying the JD (S) members of Mandya and Kollegal city municipal corporation under Karnataka Local Authorities (Prohibition of defection) Act 1987.

While dismissing the two separate petitions filed by Byrappa and others, Justice H N Nagmohan Das upheld the Mandya district commissioner’s order of June 30, 2009 disqualifying the 13 members of Mandya CMC’s elected from JD(S) party.

While dismissing the petitions the court observed: “The petitioners have violated the party whip. The front of Abhivruddi ranga is not political outfit, party defined under section 2(6) of the Karnataka Local Authorities Act.

In the absence of split in the JD(S) the petitioners are not entitled to seek exemption form disqualification under section 3(a) of the Act.” The petitioners had formed an separate front without splitting the party, so they are liable to be disqualified from the membership, the court observed.

As a part of ‘Operation Lotus’ the petitioners had voted in favour of a no confidence motion on January 16, 2009 and removed the president of Mandya CMC who was elected from JD(S).

Then district commissioner of Mandya had disqualified the thirteen members of JD(S) under the Karnataka Local Authorities (Prohibition of defection) Act, 1987.

Meanwhile, the High court has stayed its order for a week to give time to the petitioner to file an appeal.

HC stays KAT order on SI promotion

The High Court has ordered a stay on an order of the Karnataka Administrative Tribunal (KAT) order of quashing the provisional reviewed seniority lists of Sub-Inspector of Police issued on December 10, 2007.

While hearing the petition filed by Sunil Kumar and others, a division bench headed by Justice V Gopala Gowda stayed the KAT order of November 23, 2009.

While quashing the provisional seniority list the KAT had directed the DGP to redo the list by assigning proper ranks. The petitioners have contended that KAT order was against a Supreme Court order.

Candidates selected through rural weightage will get chance in seniority list, petitioners argued.

According to the KAT order, the police department has to consider the service record since their appointments in 1998-99.
