Fire dept receives 13,000 applications for 59 posts

The Municipal Corporation has received around 13,000 applications for 59 posts in its Fire Wing that were advertised recently. These include 47 posts of firemen, nine drivers and three watchroom duty operators. The forms are under scrutiny at present and once this is done, physical fitness tests for firemen and drivers would be held.

For those who qualify, a written test would follow. The minimum qualification for firemen and watchroom operators is Class X, while that for drivers is Class VIII.

Physical fitness tests would comprise running a distance of 100 yards with a weight of 60 kgs in one minute, lifting the hook ladder to a vertical position and climbing a rope or a vertical pipe to a height of 8-10 feet from the ground.

Additional Commissioner P K Sharma said the response to the advertisement has been tremendous. Since a large number of forms have been received, the scrutiny will take a few days, he added.

The MC had got a go ahead for making fresh recruitments a few months ago to help tide over the staff crunch. The need to recruit new staff had been raised time and again by the officials as well as the Fire and Emergency Services Committee. Meanwhile, plans are on the anvil for upgradation of the fire services. The proposal for giving insurance cover to firemen has also received the government nod.

BMC stays order on Marathi signboards

The city’s 4.88 lakh shops and establishments can breath easy. But only till Bombay High Court delivers its verdict on civic body's decision to put up their signboards prominently in Marathi.

The Brihanmumbai Municipal Corporation (BMC) on Friday stayed its own order given to all shops about displaying Marathi signboard bold and before any other language.

The BMC, which is the implementing authority for the Maharashtra Shops and Establishment Rule, had directed on October 31, that all shops should display signboards in bold Marathi letters within 60 days or would be held liable for penal action.

The BMC had issued the directives in accordance with a 2000 state notification, which made it compulsory for commercial establishments to display signboards in bold Marathi.

The Federation of Retail Traders Welfare Association challenged the amendment with a writ petition, on which a decision is pending.

Following a threat by MNS to commercial establishments to change signboards in Marathi, the association filed a notice of motion seeking HC's attention to the threat. However, due to a communication error, BMC was informed that the original petition was disposed of from the court. Hence, the BMC issued new directives on October 31.

The Association sought a clarification from the court and learnt that HC was yet to deliver its verdict.

The BMC on Friday decided to stay its order.

THIRUVANANTHAPURAM: With the go-ahead given to the merging of five panchayats with the City Corporation, it’s now up to the Delimitation Commission to decide on the future size and structure of the local body.

The Delimitation Commission meeting slated for November 18 is expected to take a decision in this regard. The Commission, chaired by the Chairperson of the Kerala State Election Commission and having four Government Secretaries as members, will consider the draft drawing sketches of the Corporation with the newly-added wards.

The sketches will be submitted before them by the respective secretaries of the local bodies, which are being reconstituted. The Corporation additional secretary Radhakrishna Kurup has been designated to create a draft sketch of the Corporation area with the newly-added panchayats. The sketches will be based on the guidelines and specifications already issued by the Delimitation Commission.

By any means, the Corporation will cross the figure of 100 wards (which is one step to becoming a metro) and is expected to gain at least 110 wards. Last time, when five panchayats were added to the Corporation (during the term of Sivankutty as Mayor) the local body had gained 22 new wards. The five panchayats added then were Nemom, Thiruvallom, Attipra, Kadakampally and Ulloor.

Sreekariam, Kazhakkoottam and Vattiyoorkavu being big grama panchayats in profile will add to the giantness of the local body after delimitation. The other two panchayats to be added to the Corporation are Vizhinjam and Kudappanakunnu.

Kovalam with its tourism, Vizhinjam with its development dreams and Kudappanakunnu which houses the Collectorate are surely assets for the Corporation. It can now dream of more riches in the way of Central funds and government aid, with increase in revenue flow automatically ensured.

However, the uproar against attaching Attipra to Corporation is not to be forgotten. The public agitation had lasted for sometime, the possibilities of which cannot be written off in the case of the new to-be-added panchayats too.

The draft will, however, be put to public front for discussion once it’s published. The suggestions and recommendations from all corners will then be accessed by the District Collector, who will hold hearings to decide on them.

Another time-consuming process that needs to be done is the revision of the voters’ list in the newly-added panchayats before the declaration of the elections to the local bodies which will happen sometime in September 2010.

There are widespread complaints that the voters’ list in the added wards like Attipra and Kadakampally have still not been revised even after being attached to the Corporation for years now. The issues in the voters’ lists have to be resolved and all formalities of delimitation have to be completed with no time loss so that the new heads of local bodies can take charge before October 2, 2010 (which is the deadline set).

As for citi-zens in the newly-added wards, nothing new will happen in their lives, except maybe for the increase in taxes. Roads, water, electricity and housing issues shall continue, whoever holds the whip.
