Roads to perdition!



One of the posh localities of the city, Sahid Nagar is a living hell for its residents for almost a decade courtesy the Bhubaneswar Municipal Corporation. The severely battered and potholed lanes and by-lanes of this locality are not only scary but nightmarish for the commuters.

While some of the major road works taken up during last council still remain incomplete, a few roads that were renovated to pucca ones a year ago are in bad shape already and cry for immediate attention. The newly laid concrete road from Bayababa Chhak to Sahid Nagar electric substation and the road from Saree House linking Super Bazaar via Mayur Bhawan are two glaring examples of low quality works.

‘‘There is no denying the fact that quality standards were compromised during construction of the two roads,’’ admitted chairman of the BMC Public Works Committee Padmanav Das. He further attributed the early damage of the roads to lack of drainage system.

Although the corporation invited tender for reconstruction of the road from veterinary hospital to NH-5 running infront of Hotel Triumph Residency with an estimated cost of Rs 1.42 crore in June 2007, it has remained a non-starter due to the callousness of the BMC. The contractor who was awarded the work left mid-way due to irregular payment of bills. It took almost another year to complete the retendering process.

Asked about the inordinate delay in the completion of the work, Sahid Nagar corporator Umanath Mishra told this paper that the construction work has been halted due to rains. Metalling work of the road is over and blacktopping will be made only when the weather condition improves. A good spell of rains after blacktopping will damage the road and he does not want that to happen again, he reasoned.

Admittedly paucity of fund is the major reason for the poor maintenance of BMC roads. The corporation has provided only Rs 50 lakh to each ward including Ward No. 22 under which major portion of Sahid Nagar comes. This is too meagre when the actual requirement is about Rs 10 crore, said Das.

Lending support to Das, BMC Mayor Anantanarayan Jena said the Government support to the corporation for road infrastructure development is only Rs 8 crore when its past liabilities are to the tune of Rs 40 crore. The road projects taken up for the current fiscal is about Rs 40 crore.

Unless the fiscal position of the corporation improves drasticaly, it would be difficult to clear the huge outstanding dues of the contractors and take up new projects, he said.

Unable to take up such a huge financial burden, the corporation passed a resoultion recently to handover all the major roads under its jurisdiction to the Public Works Department, he said.

HYDERABAD: Members of the Committee for Implementation of Heritage Tourism Projects in Greater Hyderabad Municipal Corporation (GHMC) limits who visited several areas around the Charminar said the conservation of the Pathergatti stretch, Charkaman and restoration of Sardar Mahal would be undertaken with vigour.

Secretary Tourism, Jayesh Ranjan, Museums Director, P Chenna Reddy, GHMC Additional Commissioner (Planning), Neetu Prasad, Engineer in Chief, Pandu Ranga Rao, Dhanunjaya Reddy, Bala Subramanyam Reddy, senior consultants of heritage tourism and others who visited the area said that a new road would be laid in tune with the heritage aspect in Lad Bazaar.

It is also proposed to start heritage walks every weekend to inculcate and educate youth and other citizens on the importance of preservation of our heritage precincts.

The Government of India, Ministry of Tourism has sanctioned Rs 9.94 crore and released Rs 7.96 crore as first installment to take up all these works, Jayesh Ranjan said.

As such, it is proposed to complete the conservation of Charkamans - (Fours kamans) consisting of Machili Kaman, Kali Kaman, and Sahr-e-batil Kaman, besides 400 metre stretch of Pathergatti lane. The members of the heritage committee also visited the Mecca Masjid, Laad Bazar and Sardar Mahal.

The Tourism Secretary has asked the members of the heritage committee to study the provision of a night bazaar and light and sound system for Charminar similar to the one available at Golkonda Fort.

The members also reviewed the progress of works related to Charminar pedestrianisation.

GHMC urged to expedite work

Sept. 24: To evade being caught on the wrong foot during the campaign for the forthcoming GHMC elections, MLAs, local leaders and aspirant corporators are pressuring officials of the GHMC, Water Board and the HMDA to complete the developmental works at the earliest.

With the elections likely to be held during October-November, the leaders are thronging offices seeking prompt action to resolve people’s problems in the respective areas.

“Low lying areas are being inundated and roads are getting damaged when it rains in many places. So, we sought immediate attention of the GHMC officials,” said Mr D. Sudheer Reddy, Congress MLA from LB Nagar.
“We were told the works could not be taken up due to lack of funds. Anyway we are trying our level best to resolve people's problems in my constituency,” he said.

The state government has already directed both GHMC and R&B to resolve their dispute over road repair works. Both the departments have been asked to complete the repair work and lay new roads since the monsoon is over.

HMDA officials are also working round the clock to complete the ongoing projects as the notification is likely to be issued in the first week of October.

The 11-km P.V. Nara-simha Rao Expressway to Shamshabad airport is likely to be thrown open for public on October 2.

“The state government has already announced that the inauguration of the expressway will take place on October 2. It was the dream of late Y.S. Rajasekhar Reddy. So, final touches are being given to the expressway, the biggest flyover in the country,” said an HMDA official.
