Implement people-friendly projects, local bodies told

Thrissur: Finance Minister T. M. Thomas Isaac has called upon local bodies to conceive and implement people-friendly projects to regain mass support for the People’s Plan campaign. In his keynote address at a conference of heads of local bodies from Thrissur, Malappuram and Palakkad districts at the Kerala Institute of Local Administration here on Thursday, Mr. Isaac pointed out that the People’s Plan would be effective only with people’s involvement. “Political will is needed to involve the public in various projects,” he said.

He pointed out that the government had embarked upon a mass campaign to provide houses and jobs to all as part of second phase of the People’s Plan campaign. The EMS Housing Scheme, the National Rural Employment Guarantee Scheme and the Kudumbasree Mission were the major highlights of the mass campaign. “The first installment of funds under the EMS Housing Scheme will be distributed to all eligible families by November. Local bodies should forward to the government the list of eligible candidates before October 10. Landless families, however, have to wait till next year for the grant. They will be provided land this year,” the Minister said.

Mr. Isaac asserted that the Kudumbasree Mission was the backbone of development activities under the People’s Plan. “Women’s empowerment was one of the key objectives of the People’s Plan in its first phase. Today, the plan is unthinkable without women’s participation.”

During Christmas, Kudumbasree fairs, which would sell subsidised goods, would be opened in the State, he said. Inaugurating the meeting, Minister for Local Administration Paloli Mohammed Kutty directed local bodies to ensure that no eligible homeless family be left out from the E.M.S. Housing Scheme.

A house is not a luxury but a necessity. The State now has about 4 lakh homeless families. Of these, one lakh are landless.

About two lakh houses have been constructed during the first half of the 11th Plan, he said. He warned against malpractices in preparing the list of eligible candidates. District Panchayat President Ambadi Venu, Planning Board Member C.P. Narayanan and others spoke.

Local bodies told to curb stray dog menace

Ombudsman asks government to equip local bodies

THIRUVANANTHAPURAM: M.R. Hariharan Nair, Ombudsman for Local Self-Government Institutions, has directed the State government to equip local bodies with necessary facilities to curb stray dog menace.

In an order issued recently in connection with improving amenities at the Kochuveli railway station, Mr. Nair called upon local bodies to strengthen the Animal Birth Control (ABC) Programme for sterilisation of dogs. These include setting up of dog pounds, purchase of dog vans, appointment of drivers and animal handlers, surgical facilities for sterilisation of stray dogs and incinerators to cremate euthanized rabid dogs.

Necessary arrangements should be made to tag sterilised dogs. Nylon collars should be provided for identification. The local bodies should also have a separate wing of veterinary doctors for the ABC programme and a monitoring committee to periodically review the progress of the project. The Ombudsman criticised the authorities concerned for failure to curb stray dog menace in the city.

“No concrete steps seem to have been taken either by the local body or the government. Local bodies require the financial and administrative assistance of the State government to implement the ABC programme successfully and the government should take immediate steps for this,” the order said. It directed that a copy of the order be forwarded to the principal secretary, Local Self-Government.

Interim order

Mr. Nair had issued an interim order in July on the upgrading of basic amenities at the Kochuveli station in a case taken against top officials of city Corporation, Railway Divisional Office, city police and the Kerala State Electricity Board (KSEB). The Corporation had reported that it requested the government to increase the number of KSRTC (Kerala State Road Transport Corporation) services to Kochuveli.

The KSEB has also reported that an estimate of Rs. 75,110 was submitted to the city Corporation for the installation of street lights from the railway station up to Venpalavattam. However, the Ombudsman noted in his latest order that this was not mentioned in the Corporation’s statement.

Mr. Hariharan Nair has also directed the City Police Commissioner to conduct night patrolling in the railway station area to curb anti-social activities in the locality. The railway divisional engineer has, meanwhile, reported that a letter has been sent to the Railway Board seeking permission for the construction of foot overbridges at the Kochuveli station.

The next hearing in the case will be held on October 7.

GUNTUR: With several corporators voicing their concern over the pathetic condition of roads at the general body meeting held on Thursday, Mayor Rayapati Mohana Sai Krishna said that the GMC would tap funds from HUDCO and take up road laying works.

The proposal to give the city roads a new face-lift has already been sent to the Ministry of Urban Development and a final clearance is expected shortly, the Mayor said.

Among the issues that came up for discussions included, revamping the existing defunct under ground drainage system, new rules for setting hoardings and cell towers and the poor maintenance of various parks.

MLA (East) Sk. Mastan Vali pointed out that the existing drainage system has come of his age and wanted a plan of action to revamp the UGD. He said that city has only 25 km. UGD network and observed that on a rainy day, Guntur might turn up into a mess like other metro cities.

Congress corporator Punuri Nageswara Rao displayed some pictures of parks and said that the parks have been poorly maintained.

He said that apart from few shrubs, the parks did not have trees. Raising the issue of examiner being not provided basic facilities like car and an office room, the corporator sought an explanation from the officials.

Municipal Commissioner K. Ilambarthi said that no officer was being discriminated and added that the Commissioner has the sole discretion to provide facilities for officers.
