Campaign for Dy Mayoral election begins

The Deputy Mayor aspirants have begun reaching out to the ward councillors to fancy their chances of winning the coveted post. The election for the post will be held on May 14, also the day for filling nomination for the post.

As per the notification issued for the Dy Mayoral election, all contestants are required to submit their nomination on May 14 till 11am.

Candidates who have jumped into the fray are leaving no stone unturned to win the support of the fellow councillors even some aspirants suspecting misuse of money in the election. However, there is a minority among the possible contestants who do not buy the argument of anyone using money to influence voting.

“Nobody has asked me for money and if there is slightest hint of money being used by anyone in the election I would pull myself out of the race,” said Arun Jha, a Dy Mayor candidate. Jha, who has won for the first time in ward elections, is counting on his goodwill to sail through the Dy Mayoral election.

Beaming with confidence, the second time winners in the RMC (Ranchi Municipal Corporation) elections believe that there not much competition for them in the upcoming election. “I don’t expect any competition from anyone,” said Sanjeev Vijay Vargiya, councillor from ward-10.

While some councillors have conveyed their decision to contest others are still weighing their options. “My supporters have advised to contest but I will decide only after making sure that people are with me,” said Pradeep Kumar, councilor for ward-13.

Anand Dev elected vice chairman municipal council

Anand Dev, the councilor of ward no- 13, has won the election of vice chairman of Hazaribagh Municipal Council. It was a direct and close fight for the chair between Anand Dev and Kamal Gope in which Anand won the chair by a margin of one vote.

In the race for the chair of Vice Chairman of Municipal Council only two candidates came into fray finally. Anand Dev of ward 13 and Kameshwar alias Kamal Gope of ward 14. All others who were said to be in the race finally opted to not file nomination paper on the penultimate day.

Earlier the oath ceremony of newly elected chairman and ward councilors started in the meeting hall of district collectorate. DC Dr. Manish Ranjan gave them oath and then the process of election of Vice Chairman started. At 11:30 am the voting started and 30 councilors casted their votes. The ward councilors of ward 20 and 27 namely Sunita Devi and

Sudipto Chatterjee refused to cast their votes. Yesterday Sunita Devi has announced her decision of boycott in a PC saying that she is against use of money power so neither she will fight the election nor vote.

Some councilors who don’t want their names to be published on this issue said clearly to this newsman that yesterday this battle changed into old vs. new councilor. Since Kameshwar alias Kamal Gope is a first timer so the old councilors first convinced Anjay Paswan, who was a serious candidate and then stood firmly behind Anand Dev.

This last hour development changed the scenario, instead of four only two candidates entered into the ring. One old and one new councilor boycotted the poll and one vote was rejected which helped Anand to get the chair finally.

Local body polls by August end

Elections to local bodies, including panchayats and municipalities, will be held by the end of August this year.

As per the directions of the Supreme Court,  elections to municipal councils and corporations should be completed within four months of the release of the 2011 census data. The data was released on April 30, which means the elections should be completed by the end of August.

“We will complete the poll process to municipalities by August. The State Election Commission is well prepared for it,” state election commissioner P Ramakanth Reddy told reporters here on Tuesday.

He said elections to panchayats, MPTCs and ZPTCs would be completed within 17 days of the state government notifying reservation of seats in local bodies.

Elections will be conducted to panchayat raj bodies as per the census of 2011. The State Election Commission (SEC) has already worked out the reservation as per the 2001 census. But, since the government has decided to take the 2011 census into consideration, the reservation for SCs, STs and BCs would change in several villages,  Reddy said.

Though there was population figures in the census, the rural areas mentioned in the census should be interpreted in terms of rural areas for panchayat elections. The government would fix reservation as per the rural population and send it to the directorate of economics and statistics for approval. Only after that will the government finalise the reservation for SCs, STs and BCs.

Government officials informed the SEC that they would finalise the caste-based quota and issue a gazette notification by the end of this month. “After the gazette notification is issued, the SEC will be able to complete the whole process of elections to panchayat raj bodies within 17 days,” Ramakanth Reddy said, indicating

that elections to panchayat raj bodies would be completed in June.

After conducting panchayat raj elections in June, the SEC will conduct elections to municipalities by the end of August.

If the government first issues notification finalising the reservation for gram panchayat elections, the SEC will conduct elections to panchayats. If reservation for MPTCs and ZPTCs is notified first, then the SEC will conduct elections to ZPTCs and MPTCs first.

Ramakanth Reddy said gram panchayat elections would be conducted without party symbols but MPTC and ZPTC elections would be conducted on party lines.

Gram panchayat elections would be conducted in three phases, and MPTC and ZPTC elections in two phases.

Ramakanth Reddy held a regional-level meeting with Ranga Reddy and Nalgonda district officials to assess the preparedness of revenue, panchayat raj and police officials to conduct panchayat raj elections. Regional  conferences have been held recently in Visakhapatnam, Eluru, Guntur, Nizamabad, Mahbubnagar, Tirupati and Warangal.
