70 per cent polling in U’khand polls

DEHRADUN, 28 APRIL: About 70 per cent voters exercised their franchise in Uttarakhand civic body elections which were held peacefully today.

Till the conclusion of polling at 5 p.m, 70 per cent people had cast their votes, State Election Commissioner Harish Chandra Joshi said.

No untoward incident was reported anywhere, he said. Long queues of voters were seen outside polling booths throughout the state, including Dehradun, Haridwar, Pithoragarh, Almora and Uttarkashi during the polls which will decide the fate of 37,523 candidates, he said.

Polling has been held to six municipal corporations in Dehradun, Haridwar, Roorkee, Haldwani, Kashipur and Udham Singh Nagar besides 28 municipal boards and 38 nagar panchayats throughout the state. The counting is slated for 30 April.

Palike fails to use funds for repair of Russell Market

 

A sum of Rs one crore sanctioned for the development of Russell Market has not been claimed by Bruhat Bangalore Mahanagara Palike (BBMP) till date.

The amount was sanctioned from Rajya Sabha member and former External Affairs minister S M Krishna’s MP’s Local Area Development (MPLAD) fund. He had decided to allocate funds on February 27, 2012, two days after the Russell Market fire tragedy, following a visit to the market. 

In response to information sought under the Right to Information Act, the BBMP on April 20 stated that Rs One crore has been sanctioned under the MPLAD fund. The information was obtained by Revolutionising India through Social Empowerment (RISE) President Naga Sravan Kilaru to check the status of the fund.

Traders’ money

However, even after a year, the fund has not been claimed by BBMP. Following the fund’s non-utilisation, around 2,000 traders had to pool in their own money along with funds from the local MLA and volunteers to restore the building.

Russell Market Traders’ Association, General Secretary, Mohammad Idrees Chaudhary said: “After the fire tragedy, we had approached BBMP Special Commissioner, Special Commissioner (Project, Resource and Finance) Niranjan K R for financial support, but he said that there was shortage of funds. The BBMP could have claimed the amount and helped us. But it did not.”
   
A sum of Rs 1.75 crore was raised by Russell Market vendors to restore the market to its original status. “The fire had razed pillars, shutters, and walls of the building, besides 187  shops. We met S M Krishna three months ago at his Sadashivnagar residence and told him about the status of the fund. He was disappointed,” Choudhary added.

When BBMP Chief Engineer,  Market Cell, M C Prakash was contacted, he said he was not aware as to why the BBMP has not claimed the amount. “The traders have already restored the building, so it would be of no use if we claim it now,” he added.

The members of Russell Market Traders’ Association, however, are planning to write a letter to BBMP to claim the amount.

RMC, Feedback Infra in a war of words on land use

The Ranchi Municipal Corporation (RMC) and Feedback Infrastructure, agency empanelled for preparing Ranchi Masterplan 2037, locked horns over land use as proposed in the draft.

In a volley of words, the RMC and FeedBack Ventures criticised each other for not doing enough in their domains to help in making the masterplan.

The draft today was opened for pubic discussion in which architects, engineers, trade body representatives, officials of RMC & Feedback Infrastructure participated to shed light on various provisions of the draft and suggestions to be incorporated in the final plan.

“The discussion is a part of the suggestions we are seeking from the public on the draft,” said Shailendra Lal, Deputy CEO, RMC. The RMC and Feedback Infra will share the set of suggestions deem to be fit for incorporating in the plan before proceeding on final plan, added Lal.

The RMC has put the plan in the public domain and has sought suggestions on the provisions till May 20. Lal confided that the exercise will continue till that time.

The agency was pulled by trade bodies for inappropriately suggesting shifting the industry from existing places and relocating at places where no infrastructure exits.

“We cannot shift industries to a forest area or lands under forest. It will put us on confrontation path with the Pollution Board. Suggestions like these are not in the interest of the industries as the industry will have to get approval,” said Sharad Poddar, Vice president, JSIA.

In the first interaction with people, the Feedback Infrastructure accused the RMC for not cooperating on providing land details and cited reasons such as non-classification of lands in tribal, non-tribal, agricultural, etc. However, Lal refuted the charges and said, “The question does not arises as the agency can suggest the best use of land irrespective of knowing the titles or types.”
