MMC gets nod to go ahead with biometric system

MARGAO: The director of municipal administration, Elvis Gomes, on Wednesday gave his nod to the Margao Municipal Council (MMC) to go ahead with the implementation of the biometric attendance system for its employees.

Stating that it was within the jurisdiction of the council to determine as to how the attendance of its employees is to be recorded, Gomes is learnt to have take told the chief officer, Deepali Naik, to treat those refraining from using the biometric attendance system as unauthorizedly absent.

Gomes also drew the attention of the chief officer to the government circular issued in November 2010 about the introduction of biometric attendance system in all offices.

Gomes' approval of the MMC's new attendance system follows a meeting held by him with Naik in Panaji on Wednesday. Though the Goa municipal employees association(GMEA) was also called for the meeting, there was no representation of the employees at the meeting.

Speaking to TOI later, Naik said that she would issue an order on Thursday, directing all the employees to use only the biometric attendance system for registering their attendance, as the muster roll system stands withdrawn. "This order will supersede all earlier orders issued by me over the biometric attendance system," Naik said.

Unauthorized absence following non-use of the attendance system will result in deduction of wages of the respective employees, she added.

Significantly, Naik has already issued show cause notices to over 60 employees last week for failing to record their attendance on the biometric attendance system that has been implemented in the MMC since April 16. Asked about it, Naik said that the show cause notices would stand and it would reflect in the service records of those employees.

The GMEA is opposing the new attendance system on the grounds that there is no such provision in the statutes governing the service rules of the municipal employees.

Naik, when questioned, dismissed the argument. "The MMC is an autonomous body, and therefore whatever orders or circulars are issued by the chief officer, they are binding on the employees," Naik stressed.

Recurring problems leave MC's new application ineffective

LUDHIANA: People around the city now find it easy to reach the Municipal Corporation, but still want the body to gear up and deliver more rapidly. After getting their problems solved within three days, many people complained about recurrence of those problems.

Although the new app launched by the MC did resolve the problems of many complainants in the city, there were some who wanted the MC to speed up its work. People often complain about many problems recurring due to the lax attitude of the MC. "Implementation of this app was a good initiative, but they should be active and concerned about it as well. Problems are recurring again and again, which irk the common people. In the end, they will consider it a useless app if their problems are not resolved immediately and satisfactorily," said Sukhdev Chadda of Gurdev Nagar. The same problem was faced by Gurmeet Singh Sethi of GT Road. He said: "I complained about three problems in my area. It was about parks and dilapidated roads. MC repaired the roads in three days, but after a month, it's back to the earlier condition. And about parks, nothing was done."

People suggested that the MC take up more initiatives like Ludhiana Municipal Corporation Citizens' Reporting and Mapping Tool (LMC CRAMAT), so that citizens do not have to run around offices for getting their work done. Dr Suman Bali of Sector 39 complained about water sanitation, which was rapidly acted upon by the MC and solved within 3-4 days. "It's a good initiative taken up by the corporation. It's easier to reach them directly and get the problem solved with the help of initiatives like this, as it's not possible for everyone to run around different offices in the city."

The organization launched its first mobile app LMC CRAMAT on March 5 to register the complaints of citizens, which could be made easily accessible to anyone throughout the city. In a period of one month, the corporation has received 162 complaints to date, out of which 88 have been resolved, while 64 are still pending. LMC CRAMAT can register complaints in 10 categories from residents, namely street lights, water supply or sewage, roads, sanitation, tehbazaari, encroachments, horticulture, unauthorized construction, city bus service, and illegal advertisements/hoardings.

Reacting to the problems and the success or usefulness of the app, Isha Kalia, additional commissioner Zone D said: "We are working on many other advanced projects like this and will try to work more rapidly. I hope we will be able to make the process of complaints and documentation easier for people around the city."

"I am happy with the MC initiative. My complaint was about a streetlight, which was sorted out in 2-3 days. The problem recurred again, but after a week, they fixed it properly," said Sukhjinder Singh of Hargobind Nagar.

"I complained about three issues, out of which one was solved immediately, but nothing has been done about the other two complaints. The problem of illegal parking was solved, but then, it's happening again after two weeks, whereas the problems of parks and roads are still the same," said Jatinder Singh.

"This is really a good option for people who live in far-flung areas and can't reach MC offices every time to file their complaints and get them solved. I filed two complaints about sewage and garbage lying outside my residence. The garbage problem was solved the next day, but the sewage problem still persists," said Joginder Singh.

HC asks JMC body to provide amenities to 2 lakh people off its limits

Gujarat High Court (HC) Monday ordered the Jamnagar Municipal Corporation (JMC) to provide basic civic amenities to around 2 lakh people living in the vicinity of the corporation. The area, however, does not fall under the JMC limits. The court has also ordered the state government's Urban Development Department to take a decision on whether it wants to include these people under a new nagarpalika or merge them with the JMC within four weeks.

The court passed the judgment while acting on a public interest litigation (PIL) by a local resident of Jamnagar and member of Jamnagar District Panchayat, Kasam Khati.

Senior counsel B B Naik who appeared as Khati's lawyer before a division bench of HC, said that there were certain gram panchayats outside the limits of JMC before 2003-04. However, some of them were merged with the JMC in 2003-04 and some were left out.

They were called Nagar Sim areas and were deprived of basic civic amenities like drinking water, street light, roads and sanitation. Until 2010-11, there was no registration of deaths and births in these areas. Several representations in this regard before the authorities were not heard. "The Jamnagar Urban Development Authority had written to the Urban Development Department in this regard. But no action was taken by the state government," Naik said. Following this, the petitioner lodged the PIL.
