Centre yet to okay NMC's lake rejuvenation project

NAGPUR: The Ambazari Lake rejuvenation project proposed by Nagpur Municipal Corporation remains in cold storage due to the negligent attitude of the central government.

The state government had approved NMC's proposal to rejuvenate two city lakes - Ambazari and Futala - under National Lakes Conservation Plan (NLCP) almost a one-and-a-half years ago. Spread over 180 acres, Ambazari is the city's biggest lake.

Confirming this, Mohammed Israil, officer-in-charge of lakes and rivers at NMC, told TOI that the detailed project report (DPR) for the rejuvenation of Ambazari and Futala lakes was submitted more than a year ago. The proposal also had got approval from the environment department and government's steering committee.

As per the report, the civic body had sought Rs 11 crore for Ambazari Lake and Rs 10 crore for Futala. NMC was to bear 30% of the total sanctioned amount and the remaining was to be requisitioned from the central government. The state had already sent the DPR to the central government. However, the centre is yet to okay the report.

The delay in the project will not only push up the cost of rejuvenation, but also the level of pollution of the lake will go up, said VNIT ward corporator, Ashwini Jichkar.

Endorsing Jichkar, corporator Parinay Fuke blamed the corporation for turning a blind eye towards curbing pollution of the lakes.

Due to this and the lack of underground drainage network in this part of the city, Fuke said that sewage has started seeping into the lake. "The water body, which was once used for drinking, has been reduced to a sullage pit as sewage from MIDC and Dabha is being released into it through storm water drains," Fuke said.

Corporator Varsha Thakre, a resident of Ambazari layout, said, "We have been fighting to conserve the lake since several years now. The NMC officials have done nothing to stop sewage and waste being released into the lake. This has adversely affected the groundwater quality, rendering unusable. But, if the project remains incomplete, it will only lead to further degradation of the water body."

Though it was a welcome initiative by the NMC to allocate funds to improve the lake, residents say that the civic body must ensure that the project is expeditiously executed.

As the drainage pipeline laid to divert sewage from the lake is of inadequate capacity, the sewage gets choked and is seeping into the lake.

Residents said that manpower shortage and delay in floating tenders are being cited as the reasons behind set back in execution of the work. Smita Abde, a resident of Corporation Colony, said that the lake lacks outlets to carry surplus water and the area faces threat of inundation during monsoon.

PUNE: The building permissions department of the Pune Municipal Corporation ( PMC) has raked in record revenue from the allotment of building permissions in the 2012-13 financial year, receiving Rs 631 crore as fees for construction including development charges.

Civic officials attributed the higher revenue to the revision of rates in granting building permission. There has been an increase in the department's income in the last three years from development charges, compounding fees, FSI, balcony premium and other such fees, they added.

Vivek Kharwadkar, head of the building permissions department, also attributed the revenue hike to reforms and better systemic coordination. "We were set a target of Rs 600 crore during the last fiscal. We achieved more. The auto development control rules, the system used to provide building permissions has been upgraded. The number of no-objection certificates (NOCs) required has been reduced to speed up allotment," said Kharwadkar.

Statistics with the department showed a decline in the number of permissions given. In 2012-13, it was 4,440 but 4,623 in 2011-12 financial year.

The total area of construction has also gone down by 8 lakh sq metres. Permissions for construction of 74 lakh sq metres were granted in 2011-12, which reduced to 66 lakh sq metres in 2012-13.

MC honours city’s firemen

A programme was organised to mark the Fire Services Day by the Chandigarh Municipal Corporation at Fire Station, Sector 17. Fire Brigade personnel held a parade that was inspected by Mayor Subhash Chawla, followed by a flag hoisting ceremony.

Fire Services Day has been observed throughout the country since 1944, the year when more than 500 persons including 66 fire brigade personnel lost their lives in a major fire in Mumbai.

Addressing the gathering, the Mayor applauded the bravery of fire personnel during crisis. He said that to inculcate a sense of fire safety in the minds of all concerned and also to minimize the increased losses due to fire outbreaks in high-rise buildings in urban areas and in industries, a special programme would be initiated during the fire prevention week. A survey of fire protection measures in these buildings will be undertaken and expertise will be rendered on the measures required to be taken for ensuring adequate fire safety of the people.

A special campaign on fire safety will be organised in the city schools and to give more emphasis on fire safety, mass awareness activities by conducting fire safety drills in the schools will be held. Features like evacuation drills, implementation of fire safety order 'dos' and 'don'ts' in case of natural and man-made disaster and how to use fire extinguisher etc will be incorporated in fire safety drills.

Earlier, the Mayor, the Commissioner and others laid a wreath and paid homage to fire brigade personnel. A two-minute silence was also observed in memory of all those firemen in the country who lost their lives while on duty. A procession of fire fighting vehicles, including hydraulic turn table ladders, was held.

Eight firemen were honoured on the occasion for their performances during last year. These included Balinder, Dharambir Singh, Satyabir, Kuldeep Singh, Gurlal Singh, Abdul Gani, Sukhwinder Singh and Dharmender Singh.

Not many councillors attended the event. Of 35 councillors, 8 were present. These included four nominated councillors, two from the BJP and one Congress councillor.
