Hazaribag DC forms cell for civic poll
HAZARIBAG: With the
notification issued by the State Election Commission for holding civic
polls in 32 wards on April 7, the district election officer-cum-deputy
commissioner on Monday formed several cells for the smooth conduct of
the election. The additional collector of the district was
given the charge of the personnel cell. Similarly, cells for
distribution of election materials and transport were also formed. SDO
Hazaribag Sadar Ravi Ranjan was made the in charge of law and order, DDC
Hazaribag Debar Joko was made the overall in charge and also of the
EVMs. The DC said 448 EVMs would be required for elections in the 224
polling stations. Besides, 10% EVM will be kept in reserve. in all the
polling station so that it can be used in case of emergency.
"The nomination papers can be filed in four places for which wardwise
centres have been earmarked. Altogether 1,00,254 voters will exercise
their franchise to elect one chairman and 32 commissioners." This time also the municipality chairman's post has been reserved for woman.
However, Anjali Kumari who was elected chairman of the Hazaribag
Municipality by the majority of the 32 ward commissioners of Hazaribag
Municipality in an no confidence motion for alleged charges of
corruption and failure to take up the developmental work of the
municipality. Instead they expressed their faith to Manish Jaiswal who
was directly elected as the Vice-Chairman of the Hazaribag Municipality
and elected as the acting Chairman of the Hazaribag Municipality.
Since this time only the elected Ward Commissioner are eligible for
electing Vice- Chairman the out going acting Chairman of Hazaribag
Municipality Manish Jaiswal announced that he will not contest the
forthcoming Civic elections as he is an strong candidate of the JVM(P)
from one of the Constituency for the next election from the Jharkhand Assembly scheduled to take plece next or before and started his preparation for the same.

NAGPUR : Rejecting plea of two corporators , Nagpur bench of Bombay High Court has ruled that lottery system for electing Nagpur Municipal Corporation (NMC ) standing committee members was not arbitrary.
"The draw of lots as per Section 20(4) of Maharashtra Municipal
Corporations Act, 2012, gives equal opportunity to all and discretion is
conferred upon the chairman to work out
finer details. The details need to maintain transparency in the
process. In facts before us, that intention is not defeated. In this
situation, we find no substance in challenge warranting interference," a
division bench comprising Justices Bhushan Dharmadhikari and Prasanna
Varale held. Petitioners Alka Dalal from Bastarwari prabhag and
Raju Lokhande from Imambada-Rambag prabhag had challenged the elections
held in February for electing eight members on its standing panel. The
new members replaced those elected earlier including the petitioners.
NMC had adopted a lottery system for the first to elect eight members
for retirement by rotation after it was brought under new law. The
petitioners claimed they had earlier raised objection to the lottery
system that had proved grossly prejudicial to women. They sought
quashing the result and continuing Sujata Kombade, Saroj Bahadure,
Harshala Jaiswal, Aslam Khan, Prafulla Gudadhe and Ravindra Dolas as
members of the committee. The judges observed that as the
standing committee consisted of total 16 members and it was decided that
eight would retire, hence eight chits carried word 'retire'. "It was
known in advance that the persons lifting those chits would stand
retired. This mode of determining the retiring member has been
prescribed by the legislature as it was first year after coming into
force of Section 20," they said. The court stated that in
subsequent years, the standing committee members with longest tenure
would retire. "Thus, this was the only instance when the draw of lots
was required. In this situation, preparation of 16 chits and giving
equal opportunity to each member to draw the same cannot be said to be
either arbitrary or perverse. Unanimous decision requiring male members
to draw the chit first also cannot introduce any arbitrariness and is
not sufficient to vitiate the 'draw'," the court ruled while rejecting
the petition.

Mysore Corporation emerges as a fractured house
MYSORE: Congress on Monday managed to emerge as the single largest party in the Mysore City Corporation but is thinking to sit in the opposition.
Holding on to its strength of 22 corporators, Congress has an edge over its rival JD(S), which posted an impressive performance getting elected 20 corporators. BJP has netted 12, seven Independent candidates and two Social Democratic Party
of India candidates have entered the 65 member House. Yeddyurappa's KJP
and Sriramulu's BSR Congress has got one seat each. With the MCC
emerging a fractured house, the ground is now wide open for political
maneuverings. Though Congress managed to continue its edge, its performance is not as impressive as in other corporations in Karnataka. This, when Mysore is the home turf of opposition leader Siddaramaiah, who had asserted that his party will emerge a clear winner in the MCC polls.
The seven Independents now hold the key. Of the seven, three are rebel
Congress leaders who have got themselves elected against the official
candidates leaving a window of opportunity for Congress to boost its
count by getting the four rebels back into the party fold. But Congress
is planning to sit in the opposition. City Congress chief C Dasegowda
told TOI: "As of now, we plan to sit in the opposition since cobbling
requisite number looks difficult. I'll consult the KPCC leaders and
decide." Ahead of the polling, though Congress threatened the
rebel candidates in the fray to withdraw and said it will expel them
from the party, it has not done so. Dasegowda said they had not expelled
the rebel candidates. Riding on an inspiring performance, JD(S)-it has improved its tally from 18 in 2008-is not looking at striking
alliance with Congress to rule the civic body. Between 2009 and 2013,
Congress and JD(S) entered into a coalition to hold on to the power at
the MCC. "As of now, we are not considering that option," JD(S) leader
and former mayor Sandesh Swamy, who is reelected, explained. The
gameplan of the party is this: As the three Independents elected are
rebel JD(S) candidates, it is thinking to stake its own claim luring all
the Independents and the SDPI corporators. A senior party leader
indicated that they are open for an alliance with BJP. For the record,
the JD(S) and BJP have struck an alliance at the Mysore Zilla Panchayat
to deny Congress the power.
