Submit report on toilets for women, HC tells civic bodies

The Delhi High Court on Friday directed the civic agencies in the capital to look into the issue of public toilets for women and submit status reports to the court within three weeks.

A division bench of Justices Sanjay Kishan Kaul and Indermeet Kaur asked the three municipal corporations, New Delhi Municipal Council and Delhi Cantonment Board to file their status report on the condition of toilets, after it was informed that there were no functional public toilets for women in most areas in the city, despite numerous assurances and directions from the government. The court passed the order on a PIL filed by advocate Ashok Aggarwal seeking direction to the authorities for their alleged failure to maintain toilets for women.

The court also directed the Central Pollution Control Board to file a separate report in this regard within three weeks after the civic agencies file their report.

Advocate Ashok Aggarwal told Newsline that the original PIL relating to public sanitation facilities was filed before the Supreme Court in the 1990s. "In 2001-02 the apex court sent the case to the Delhi High Court and asked it to monitor the situation," Aggarwal said.

Aggarwal told the court on Friday that a survey done in some areas of North and South Delhi had revealed that while there were very few public toilets for women in the city, and most of them were not functional.

"Some are locked while others are defunct," Aggarwal said, adding that this created a health and safety hazard for women as well as giving rise to the environmental issue of open defecation.

GHMC administration to be revamped

With state cabinet approving the proposal, to restructure the plan for Greater Hyderabad Municipal Corporation (GHMC), the officials hope that it would help the corporation to extend better services to its citizens in future.

The high powered committee constituted by the state government suggested changes to as many as nine sections of the corporation act.

The Prasada Rao’s committee on staff pattern in GHMC and the state cabinet under the chairmanship of the chief minister N Kiran Kumar Reddy gave their nod to the plans.

Speaking to the Express, GHMC officials said that the sanctioning of as many as 2,607 additional posts will be a boon for the corporation as this would help them to provide better administration and also extend various services to its citizens particularly in town planning, engineering and sanitation sections where there is dearth of staff.

The present staff of GHMC is 2,300 while others are recruited through outsourcing.

The officials say that due to shortage of staff, several development works in engineering section are getting delayed. The situation in town planning department too is no better as people are made to run from pillar to post to get their building plans sanctioned and also for other town planning related works.

The other important decision is to enhance the financial power of GHMC. The cabinet has agreed for the proposal to increase budgetary powers of the corporation to Rs 5 crore.

The standing committee can approve works up to Rs 2 crore from the existing Rs 50 lakh and the GHMC general body can permit works worth Rs 5 crore from the present Rs 1 crore.

Any work costing over Rs 5 crore should go to the Municipal Administration and Urban Development (MAUD) department for administrative clearance.

Mysore City Corporation election: 'Voting has increased by 5%'

MYSORE: Voter turnout in Mysore City Corporation was better this term. Voting has been highest in ward 9, reserved for SC, where 7 candidates are trying their luck including sitting corporatorPrabhumurthy.

Voting has been lowest in ward 23 reserved for SC women where in five candidates are in fray. Here the sitting corporator and former mayor M C Rajeshwari was off from the contest this term.

About 56.13 voting has been taken place which is up by 5 per cent compared to previous term. Of the total, 620694 voters only 348373 have voted this term. Among the total 309736 women voters about 171924 have voted and about 176449 men have voted of the total 309736, disclose the district authorities.

Of the total 65 wards of Mysore City Corporation, voting percent has crossed 6-per cent mark in about 21 wards. Voting in SC-reserve ward 9 (Ashokapuram) has been highest with 67.81 per cent. Voting in three other wards 28, 49 and 64 too have been high with 66-plus per cent.

Women voters surpass men

In the recently held MCC elections, women voters have surpassed men voters in voting in 19 wards of total 65 wards.

Voting has been highest by women in ward-9 (Ashokarpuram) with 68.96 per cent whereas only 66.65 per cent men have voted here.

In ward 28 and 64, voting by women stands at 67.18 per cent and 67.57 per cent respectively whereas men voting percent in these wards were 66.12 and 65.11 respectively.
